    Just In: Tinubu in closed door session with traditional rulers

    President Bola Tinubu is in a closed door session with traditional rulers and their delegates from across the country at the State House Conference Centre in Abuja.

    Since taking office on May 29, the President has met with critical stakeholders from the executive, legislative, business, and traditional institutions.

    Tinubu is anticipated to raise themes of national healing and unity at the closed-door gathering, as he did in his inaugural address.

    The Sultan of Sokoto, Muhammadu Sa’adu Abubakar III, who led his counterparts to the meeting, said in his opening remarks that the traditional rulers had visited the President to congratulate him and to assure him of their support in the difficult process of nation-building.

    According to the Sultan, the council of traditional rulers is brimming with professionals from numerous sectors, making the council a valuable resource for the President to draw expertise from.

    He also reaffirmed the traditional rulers’ faith in Tinubu’s abilities to lead Nigeria forward, stating that they will work with him to turn his renewed hope agenda into tangible measures.

    On his part, the Ooni of Ife, Oba Adeyeye Enitan Adewusi, asked President Tinubu to make greater “use” of traditional rulers to solve insecurity.

    “Use us, Mr. President.” Use us. “Use us,” the king said.

    Present are Vice President Kashim Shettima; the Secretary to the Government of the Federation, Senator George Akume; the State House Permanent Secretary, Tijjani Umar; the Emir of Kano; the Obi of Onitsha; Tor Tiv; Etsu Nupe; Deji of Akure; Shehu of Borno; Elegushi of Ikate; Jaja of Opobo; Lamido of Adamawa; the Emir of Zazzau; Gbong Gwom Jos; Attah Igala; Alake of Egbaland; Shehu of Borno; and a representative of the Oba of Benin.

    President Bola Tinubu is currently meeting with Peoples Democratic Party (PDP) leaders known as G5 at the presidential villa, Abuja.

    Members of the G5 include Seyi Makinde, governor of Oyo state; Nyesom Wike, former governor of Rivers state, and Samuel Ortom, the immediate past governor of Benue.

    Others are Okezie Ikpeazu and Ifeanyi Ugwuanyi, the former governors of Abia and Enugu, respectively.

    Speakership: How we will vote – Labour Party

    The Labour Party, (LP), has revealed how its members would vote during the speakership election in the green chamber.

    According to the Labour Party, members would vote en bloc in the election of the Speaker of the 10th House of Representatives.

    Victor Ogene, the Labour Party leader in the House, said this when he spoke with the News Agency of Nigeria (NAN) in Abuja on Thursday.

    Ogene said the LP had yet to decide on a particular aspirant, saying, however, that once a decision is made, it would be a bloc vote.

    Ogene said that at the end of the day, one candidate would emerge and it was going to be from the ruling APC.

    ‘’I just want to tell you that we will not be railroaded into choosing anybody; it will be a conscious decision,’’ he said.

    He said the LP members would be opposed to any undue interference or influence in choosing the Speaker, adding that they would go for a speaker that would be accountable to all members of the 10th national assembly.

    “A speaker is first and foremost a member, so the LP will do all within its power to ensure it unites behind a candidate who would not kowtow to the whims and caprices of the executive.

    “If someone is imposed from outside, it does not go well, he has lost his legitimacy from members, so he will always rush back to where he got his endorsement.”

    He said if members are allowed to choose freely, there would be a free atmosphere to operate, adding that such a speaker would be accountable to members who elected him and the citizenry.

    Asked what the LP would do if the main opposition party, the PDP decided to go with the ruling party, Ogene said the LP would stick to its position of not letting Nigerians down and unite behind a candidate.

    “People who got elected on the platform of LP did not just get elected, they got elected on a wave and a movement of the Nigerian people and they cannot afford to let the people down.

    “Nigerians are watching, yes it is an election of presiding officers of the House of Representatives where we belong, but it also concerns everybody.

    “So for LP, if the other parties are cool jumping in bed with the governing party, I can assure you that the LP will not do that even if it means standing alone, we will be ready to make that statement.”

    The decision of the All Progressives Congress (APC) to impose Tajudeen Abass as its anointed candidate for the Speaker of the House of Representatives is no longer going to fly as the lawmakers are already shopping for another candidate, some members of the National Assembly have disclosed.

    This coming barely hours to when President Ahmed Tinubu scheduled meeting with opposition lawmakers-elect today.

    Some of the National Assembly members stated that the President, Bola Tinubu, and party leaders, would be forced to abandon Abass and might already be considering another lawmaker from the North-West region.

    “Even in the Aso Rock, the move to install Abass over the House of Representatives differs from a consensus of lawmakers from the North West, which the party zoned the position to,” one of the sources revealed.

    On Sunday reported that some federal lawmakers-elect revealed why the APC zoning arrangement for the leadership of the National Assembly could not stand.

    The lawmakers-elect in separate interviews had said they were not consulted before the announcements, which signalled the President Bola Tinubu government’s disposition of trying to handpick the leaders of the National Assembly and make them rubber-stamp.

    Recall that Tinubu amid the National Assembly leadership crisis had been scheduled to meet with the lawmakers-elect from opposition political parties over the intensifying tussle.

    The meeting is expected to be attended by opposition senators-elect and House of Representatives members-elect from the Peoples Democratic Party (PDP), the Labour Party (LP) and the New Nigeria Peoples Party (NNPP), among other opposition parties at the State House in Abuja.

    Meanwhile, the lawmakers, it was gathered, are planning to sponsor another lawmaker against the party’s wish.

    Sources also hinted that the President was looking in another direction to balance positions in the national legislature in order to avoid the 2015 experience where the party did not endorse the then Senate President, Bukola Saraki.

    “The handpicking of Abass by the APC has bred a cold war between President Tinubu and former President Buhari, where the latter was said not to have been consulted before the APC NWC decided to pick Abass for the role,” one of them said.

    “The lawmakers-elect met in Kano State and did not hide their feeling that they were disappointed and ready to scuttle the party’s zoning arrangement,” another source continued.

    “The conclusion is that the President and his predecessor needed to be adequately consulted before the decision. The lawmakers-elect have met our colleagues from the opposition and are not backing down. They are mounting pressure on President Tinubu.

    “The lawmaker they are preparing to face Tajudeen Abass is Aminu Jaji from Zamfara State, where Senator Abdulaziz Yari comes from; some of the party leaders have concluded to go for Aminu Jaji, who comes from the same state as Yari,”

    “We will see what happens when the President meets everyone this week. Everybody is putting their cards on the table. They may later disregard the President if his decision does not suit them.”

    Jaji, a House of Representatives member from Zamfara State, is a ranking supporter of President Tinubu and his predecessor, Buhari.

    He reportedly served as the contact and mobilisation director of the Bola Tinubu Campaign Council for the North-West region.

    I regret ever supporting Tambuwal to become speaker – Gbajabiamila

    Femi Gbajabiamila, the Speaker of the House of Representatives, has said he regrets ever supporting Aminu Tambuwal to become the speaker of the 7th National Assembly.

    Recall that Tambuwal emerged the Speaker of the House of Representatives in 2011 with the support of key members of the Green Chamber.

    Tambuwal is now an outgoing two-term Governor of Sokoto State.

    “I regret it,” Gbajabiamila stated while recalling the previous attempts by speakership aspirants to oppose the chosen candidates of their respective parties.

    The Speaker made these remarks in Abuja on Wednesday night during a meeting of the Joint Task – 10th Assembly, a coalition of members-elect from the All Progressives Congress and opposition parties for the upcoming 10th National Assembly.

    During the meeting, the coalition adopted Tajudeen Abbas and Benjamin Kalu as the anointed candidates of the APC for the positions of Speaker and Deputy Speaker, respectively, for the 10th House.

    Before Gbajabiamila spoke, Senator Godswill Akpabio, the APC candidate for President of the Senate, accompanied the Speaker into the venue, delivered a brief remark, and then left.

    The meeting is currently ongoing at the Transcorp Hilton in Abuja as of the time of filing this report.

    However, Tambuwal will  be returning to the National Assembly as a Senator representing Sokoto South Senatorial District having served as three term Federal House of Representatives member representing Kebbe/Tambuwal federal constituency where he emerged as the Speaker between 2011 to 2015.

    The Chairman of the Nigeria Bar Association (NBA), Enugu State Branch, Chief CNN Nwagbara, has said that selection of speaker or Senate president is not determined by party majority.

    Nwagbara made the disclosure in an interview with NAN in Enugu on Tuesday.

    The chairman said that the members-elect had the sole right to choose their leader through indirect election within themselves in line with section 92 of the 1999 constitution.

    According to him, it is applicable to the state House of Assembly, House of Representatives and the Senate.

    Nwagbara said that the choice of who became the speaker was not determined by party majority.

    “Sen. Ike EKweremadu was elected as the deputy Senate president in 2015 while his party, the  Peoples Democratic Party was minority in the Senate then.

    “In Enugu state house of assembly, for instance, where Labour Party won 14 seats out of 24 seats, members-elect can choose any person to become the speaker being it a first, second, third or even Fourth timer.

    “It is immaterial which party the person comes from, because the provision of the law did not say it must come from the party who has majority of the members elect.

    “It is a rule adopted by members of a particular Chamber for administrative convenience and to help them foster effective administration,” he said.

    Nwagbara, however, said that the essence of adopting the rules of ranking in office was because of experience as it was expected that people who had served for longer period would have more experience than the new ones.

    Speakership: Group condemns campaign of calumny against Rep. Kalu

    A group under the aegis of Conference of Civil Society Of Nigeria (CCSN), has condemned in strong terms attempts by some regional groups to discredit the aspiration of the spokesman of the 9th House of Representatives, Hon. Benjamin Kalu for the post of the Speaker of incoming 10th Assembly, through campaign of calumny and Media propaganda.

    The group which faulted the orchestrated media attacks on the lawmaker describe the development as appalling where a serious contest of national significance such as speakership race would be reduced to rantings of ethnic and regional sentimental champions.

    In a statement signed by the Lead Convener Conference of Civil Society Of Nigeria, CCSN, Comrade Archie Isong, National Coordinator noted that “it is exciting to note that the genuine and patriotic interest of the Spokesperson of the House of Representatives and Member representing Bende Federal Constituency, Rep. Benjamin Kalu, to run for the Speakership of the 10th House of Representatives, has unbalanced a certain segment and rather than to focus on the core issues of competence, equity, balance, loyalty and leadership, they have descended into the abyss of mudslinging and bolekaje politics. Unfortunate!”

    “Of a truth, Hon. Kalu’s political odyssey as the last man standing in Abia APC out of 8 Federal Constituencies is a weighty testament of his acceptability, dedication, commitment and unalloyed loyalty to the APC. If he were to have played Judas as alleged by his traducers, how is it that he is standing while others capitulated at the polls? We a knowledge that talk is cheap and parrots like to chatter to be noticed. If not, how can one explain without any empirical evidence the allegation that Hon Kalu sold to the party out. The question that begs is to who and for what? These two questions if not satisfactorily answered is enough grounds for liable because he who asserts must prove.

    “It is instructive that context be given to the Hon. Kalu matrix in the build up to the February polls. Owing to the obvious inevitability of his return to office, his campaign offices and materials where targeted so much so that over 100 bullets were counted when some it were attacked. It is also on record that he was undeterred and campaigned vigorously for the APC and Asiwaju Bola Ahmed Tinubu as presidential candidate in Abia State. They say pictures do not lie and this is a fact as Hon. Kalu could be seen in several pictures and videos as one of the leaders that received the APC Presidential Candidate to Abia State, while some of the leaders who want to lead the 10th National Assembly publicly supported other political parties,” the group said.

    Arguing further, the group outlined what it believes are the core issues in the race for the Speakership:

    “Experience and Knowledge:

    It is worthy of note that while the experience of the incumbent and outgoing speaker, Rt. Hon Femi Gbajabiamila, is a factor for his laudable performance in the 9th Assembly, his strong knowledge of parliamentary practice and laws of the Federal Republic of Nigeria alongside other factors like external, foreign and local exposures played key roles to attain the greater heights being celebrated today. And the question remains “Are these found wanting in the leadership of Hon. Benjamin Kalu?

    “The only available response is NO! Time and time again, Hon. Kalu has demonstrated panache and know-how in the affairs of the House. His constituents can attest to the quality of leadership he has delivered to them since 2019 when he was elected. In the House, Hon. Benjamin Kalu is not lacking in experience If truly what determines experience according to the House Rule is that a particular Candidate must not be less than a tenure and that tenure means the register of attendance in the House will define whether or not you met the expectation of attendance in the first, second and third year of the House and the register is there to prove that among most candidates for this position from the South east, he towers above them.

     

    “While other candidates form the Southeast for the Speakership were in court to determine their fate, Hon. Kalu was already holding the Chairmanship position of the House Committee on Media and Public Affairs and as the Spokesperson of the House this experience of four years is equivalent to experience received in any citadel of learning where you are awarded a degree in that field.

    “Records bear witness that Hon. Kalu has a robust participation on various debates, through the number of bills and motions he has sponsored in the House. It is established that he sponsored one of the highest number of bills among the new members of the House with about 43 bills amongst which 2 or 3 have gotten Presidential Assent, while the others have progressed from one level to the other. This level of competence can only be fueled and sustained by experience and intelligence. Outside the parliament, the public sector experience of Hon. Benjamin Kalu becomes resourceful having been a Local Government Chairman and a two-time member of the State Executive Council in Abia State. His knowledge of the law and constitution of the Federal Republic of Nigeria as a practicing Lawyer and an Advocate and Solicitor of the Supreme Court of Nigeria should also be recognized.

    “It is important to note that beyond experience, another issue that contributed to the efficiency of the past Speaker is knowledge. It is not enough to be in the House without self-development on basic parliamentary practice.

    “You may recall Hon Benjamin Okezie Kalu was the one who moved the first motion of the House HM001 and the first gavel of Rt. Hon Femi Gbajabiamila as the speaker on any motion was that moved by Hon Benjamin Kalu. We have seen him handle topical national issues, issues of national importance on tv debates, radio debates, over the media and press conferences, press releases, and press statements and he has been inspiring.

    “One of the issues raised by the unregistered civil society organization is the issue of loyalty. We are not unaware of attempts by a certain individual in the Senate to truncate the rise of Hon. Benjamin Kalu to his own advantage. But at every turn of playing the devil’s advocate, he has failed and like the Biblical Balak, what he intends Balaam to do turns out to be an elixir, a blessing for advancement and forward moving.

    “The leadership of the House can attest to the dependability of Benjamin Kalu in teamwork, the team spirit of Benjamin Kalu in making sure that the House remains stable, that the relationship of the leadership of the House and members is well managed, that the relationship of the House and other arms of government were handled well without anyone betraying the other. The evidence is there to be gotten on inquiry.

    “The next issue that was raised remains a petty issue, the issue of marital issues, which doesn’t demand our comment because of its pettiness as the so-called benefactor who sponsored it before is still the one sponsoring it now, and the only objective of sponsoring it then still remains the objective now which was denying Benjamin Kalu the vote to come back to the House and that failed woefully as the present attempt will.

    “These lies were bandied around, cooked up, spread around to make sure that the spotless image of Benjamin Kalu was dented with scandals, the benefactor who conceived this particular idea of spoiling the name of Benjamin Kalu remains with a stigma that he was an ex-convict and the fact remains that as an ex-convict as alleged in his affidavit he was not even supposed to be in the last election, so for somebody like that to put up a kangaroo group together asking for Benjamin Kalu to be scandalized is something that beats our imagination. The president-elect at the moment was scandalized does it mean that those scandals were true, they were not true and he won his election and will be sworn in as the president of this country, RT Hon Femi Gbajabiamila that is been celebrated today for his efficiency, for his credibility, for capacity was also scandalized during his campaign.

    “Ethnic Sentiments.
    It is also important to note that one of the issues that was raised there was the issues of ethnic sentiments and mediocrity, the decision of who becomes the next speaker should not be based on sentiment and mediocrity. The point remains that Benjamin Okezie Kalu, who represents the entire Nigeria starting from Bende federal constituency as he always present himself has shown Nigerians that he is a man who doesn’t recognize the borders of our ethnic lines, the borders of our tongues, the borders of our religion, he is a man who has extended his handshake across the Niger with more friends in other regions, it’s not about ethnicity, it’s about capacity, It’s about preparation for this job.

    “A man who took 17 years to prepare himself before coming to House of rep and has added another 4 years making it 21 years has the capacity to do what that office demands as we have seen him in the role of the Spokesperson of the House of Representatives. Never has there been a time that the image of the House was this effective. Hon. Kalu is not running on the basis of being Igbo, rather he is running because he is a prepared, ready to go nationalist who believes in the agenda of Asiwaju Ahmed Tinubu’s administration.

    “We unequivocally demand a retraction of the libelous statement and urge Nigerians of good standing to ignore rumour peddlers and know that a virile, strong and representative House leadership is in supporting Hon. Benjamin Kalu as the next Speaker of the House of Reps,” the statement stressed.

    10th Assembly: Opposition parties lay claim to majority in Reps, set to clinch speakership position

    For the first time ever in the history of Nigeria’s House of Representatives, the opposition parties have got more numbers than the ruling party as of today.

    The recent Supplementary elections in the country put figures of opposition to 182,  one more than 181 by the ruling All Progressive Congress (APC).

    It was gathered  that the opposition parties won seats than the ruling APC in the February 25, 2023 elections for the House of Representatives.  More than 30 seats were however not decided until the supplementary polls held on April 15, 2023.

    Meanwhile, the opposition caucus has resolved to clinch the speakership position of the 10th Assembly if situation remains like this upon resumption in July 2023.

    Since the introduction of the presidential system of government in 1979, no ruling party in Nigeria has failed to win a majority in the two chambers of the National Assembly. Should the numbers claimed by the opposition be confirmed, it would be a first.

    Although, the Independent National Electoral Commission is yet to publish a comprehensive list of members-elect for the National Assembly. The commission has not published an updated list from the one it released before the April 15 supplementary polls.

    The list had the APC winning 162 seats while the seven opposition parties had won 163 seats. The lack an updated list has however not stopped the opposition parties from claiming the majority in the House of Representatives.

    And according to Civichive, which has been publishing election results as declared by INEC, the APC has won 175 seats in the House of Representatives while the PDP has won 118 seats. The Labour Party has 35 seats with the NNPP winning 19 seats. APGA has five seats, while SDP and ADC have two seats each. YPP has a single seat with 3 seats still pending.

    The lawmakers from the seven political parties that won election into the 10th House of Representatives after an emergency meeting in Abuja stated that it was primed to contest the positions of Speaker and Deputy Speaker of the 10th National Assembly.

    Speaking with journalists on the position of the Caucus, a member-elect from Anambra, Hon. Victor Afam Ogene, stated that the Constitution of the Federal Republic of Nigeria permits  every elected member with the statutory right to gun for any leadership position, subject to the standing orders of the House.

    “Besides the issue of ranking, every member is entitled to run for the office of Speaker, regardless of political party affiliation.

    “The All Progressives Congress (APC) or any political party for that matter, reserves the right to regale itself with talks about micro-zoning leadership positions in the National Assembly. But the overriding question remains, are such fanciful engagements binding on the generality of members-elect? The answer today, tomorrow  and until our current constitution is altered to reflect that desire is a big No.

    “Issues surrounding this all-important question is easily resolved, in the case of the House of Representatives, by Section 50(1)(b), to wit:” There shall be a Speaker and a Deputy Speaker of the House of Representatives, who shall be elected by the members of that House from among themselves.

    “While zoning is permitted, as an intra-party solution to the sharing of political offices, seeking to enforce such on the generality of members would be tantamount to affronting Section 50 of the Nigerian constitution.

    “Besides, political parties must not always use the National Assembly as guinea pigs for their zoning fancies. Why didn’t these governors summon the same courage, which they currently seek to flaunt, during the presidential primaries, by micro-zoning the presidency to a particular zone? If it was okay to say that the presidential ticket should go to the South, then I think they ought to follow through with that same template, and propose, for instance, that the Speakership should go to the North.”

    Femi Gbajabiamila the Speaker of the House of Representative of the 9th assembly  has denied reports making the rounds that he’s working against current Deputy speaker, Idris Wase and eight others from becoming the speaker of the house.

    Gbajabiamila made this denial known via a tweet on his verified account, insisting that he has not endorsed any candidate for the position.

    There were speculations that  Gbajabiamila is supporting Kaduna Lawmaker, Tajudeen Abass for the position.

    “Today, April 13, 2023, a national daily carried a cover story in which it reported that I was against the aspiration of my deputy, Ahmed Idris Wase and some other aspirants to the office of Speaker in the 10th House. I have not declared support for any of my colleagues who have declared their interest,” he tweeted.

    He added that only the All Progressives Congress (APC) can decide the fate of the candidates through zoning.

    “I have made my position abundantly clear that there is a need to wait for the Party to complete its zoning exercise as I cannot work against my Party’s interest and position. I am a product of APC’s zoning in 2019, and I shall adhere to that any time the party comes up with its arrangement. Anyone/media peddling rumours of my endorsement of any of the aspirants should desist forthwith,” the tweet read.

    Speakership: Minority political parties plan an upset against APC

    In a bid to hijack the speakership position from the ruling All Progressive Congress (APC) lawmakers from different political parties in the minority caucus on Tuesday met to pull an upset against the APC.

    On Tuesday, the lawmakers gathered at the Transcorp Hilton in Abuja to deliberate on ways to pull their numbers together in deciding who emerges the next speaker of the green chamber.

    The meeting was attended by elected lawmakers from the Peoples Democratic Party, Labour Party, New Nigeria Peoples Party, All Progressives Grand Alliance, Social Democratic Party, Young Progressives Party and African Democratic Congress.

    Speaking on the collaboration, Dachung Bagos, a member of the PDP from Plateau State, said the minority parties are now the “greater majority”

    Aliyu Madaki, an NNPP member from Kano State urged members to put aside their differences, noting that “minority parties can control the House”.

    It would be recalled that the APC has 162 members-elect, while the minority parties have 163 members. However, there are 31 seats yet to be determined.

    Abdulmumin Jibrin, a lawmaker from Kano State, also urged the new lawmakers to shun invitations for meetings by politicians.

    It would be recalled that the ruling party is yet to make a pronouncement on the zoning of the offices.

    However, several lawmakers have declared interest in running for the office.

    Deputy Speaker Idris Wase, Yusuf Gagdi, Abdulraheem Olawonyi and others have declared interest in the position.
