    SUBEB denies owing Plateau teachers

    The Plateau Universal Basic Education Board (SUBEB), says it has cleared all outstanding salaries of primary school teachers in the state.

    Mr Richard Jonah, Head, Public Relations of the board, disclosed this in a statement on Saturday in Jos.

    Jonah said that the move was part of the administration of Gov. Caleb Mutfwang’s commitment to promoting the welfare of  all workers in the state.

    ”I am proud to report that as of today, no local government in the state is owing any outstanding salaries of our dedicated teachers.

    ”This milestone is the result of our unwavering commitment to prioritising the welfare of our hardworking educators, who play crucial roles in shaping the future of our children.

    ”This is not only a reflection of government’s dedication to ensuring prompt and timely compensation for our teachers, but a demonstration of government’s resolve to uphold the integrity of our educational system.

    ”Therefore,  I call upon all teachers in the state to rededicate themselves to their noble profession and to work diligently towards ensuring that our learners in public primary schools are able to make up for the lost time caused by the recent strike,” he said.

    Jonah also reiterated government’s commitment to providing quality education in the state, by meeting the needs of its teachers.

    He, however, warned that any teacher found wanting in anyway, particularly those found undermining the vision of the current administration in the state, would be dealt with accordingly.

    Rehabilitation of schools in Edo to gulp N6 billion

    Gov. Godwin Obaseki of Edo says his administration will spend N6 billion on rebuilding secondary schools in the state between May 2023 and Sept. 2024.

    Obaseki stated this on Sunday in Benin while answering questions from newsmen to end the 2023 Edo Education Week.

    He noted that he wanted to leave behind an articulated plan and direction on what needs to be done and when to do it in the state education system.

    The governorship election will hold in Edo by September 2024 and Obaseki is serving his second tenure which he started in September 2020.

    Obaseki explained that it would be unfair to expect that his administration in five or eight years would solve the problem of the state’s schools that had accumulated for over two or three generations.

    “Between May 1 and September next year, all the funds I used for roads for Seaport project will now go to secondary schools and this is in excess of N6 billion for secondary alone.

    “Unlike basic schools and junior schools, we don’t have federal support for secondary schools.

    “We have Universal Basic Education Commission (UBEC) supporting State Universal Basic Education Board (SUBEB) but for secondary schools, there is no support.

    ”So, we have to put up mechanism to rebuild all our secondary schools. But we will not be able to finish all the schools but we have started by having a financing plan

    “What we have done is to start the process and set direction and hope that the citizens will hold the government accountable and responsible by ensuring that they deliver on what they expect within available resources,” he said.

    The governor said that it is humanly impossible to rebuild all the schools and classrooms, as well as putting furniture and have all the textbooks as required.

    He said his government had started making significant progress and demonstrated that changing the education system is possible and not rocket science.

    “We expect that the last phase of the project is to be able to have measures for learning outcomes, we have hired all the teachers and so on. This would enable us to measure what the children have learnt,” he said.

    Oyo State is not recruiting teachers, Chairman of the State Universal Basic Education Board (SUBEB), Dr Nureni Adeniran, stated in Ibadan on Tuesday.

    Adeniran advised members of the public to shun any recruitment advertisement placed online and on social media to the effect that the board is recruiting teachers.

    He assured that scammers behind the fake recruitment scheme would be traced and brought to book.

    Adeniran stated also that the SUBEB would go through due and transparent process anytime it decided to recruit personnel.

    Oyo Govt warns new Education Secretaries against abuse of office

    Dr Nureni Adeniran, the Executive Chairman, Oyo State Universal Basic Education Board (OYO SUBEB), has advised the newly inaugurated Education Secretaries not to abuse their privileges of office.

    Adeniran gave the advise on Friday while inaugurating the Education Secretaries across the 33 Local Government areas of the state in Ibadan.

    Adeniran implored them to improve the quality of education in their localities and reduce the numbers of out-of-school children.

    He commended Gov. Seyi Makinde for deeming it fit to appoint the new Education Secretaries in all the 33 Local Government Universal Basic Education Authorities (LGUBEA) in the state.

    Adeniran warned that there would be sanctions for any form of abuse.

    According to him, the State Universal Basic Education Board has a very strong solid foundation for the new Education Secretaries in the areas of infrastructure development, manpower upliftment of both teaching and non-teaching staff.

    He said the board had raised the bar for learning process for both formal and non-formal leather corners, learners and training of teachers and ensuring well-orchestrated primary school administration.

    Adeniran, also urged all the Education Secretaries to be “high fliers” in subject content mastery, knowledge and skills that would guarantee prudence, accountability and transparency in their new appointments.

    “You, as Education Secretaries, are now well positioned to build on the existing foundation and even, add value where it is necessary,” he said.

    Adeniran admonished them to work hard for the success of the education sector with their new appointments.

    “So that, at the end of it all, your names will be written in gold among those that have immensely contributed to the success of this administration,” he said.

    Adeniran said he was convinced that their appointment was in recognition of their capacity, capability and contributions over the years to the development of education in the state.

    “With you, a new era of primary school administration and leadership has, once again, been ushered in.

    “In addition, you are expected to work very hard at your jurisdiction to complement the efforts of the State Universal Basic Education Board in particular and Universal Basic Education Commission in general,” he said.

    The executive chairman urged them to buckle up for the few challenges they might be facing.

    Adeniran urged them to deal with the challenges accordingly, in line with the dictum that “there are no insurmountable challenges”.

    The chairman urged them to take charge of the general administration of the LGUBEA and ensure effective monitoring of schools’ activities within the LGUBEA.

    He, however, called for strict compliance with the rules of engagement, so that the whole system would be run as envisioned for the benefit of the state and pupils and learners who were supposed to be the future leaders.

    “You are expected to exercise strict caution when making decisions and always seek clearance and advice from the Board on grey areas to avoid making mistakes and mistakes that could be costly while running your office,” Adeniran said.

    Earlier, a member of the board, Mr Akeem Oladeji, said that their appointment was a deliberate action and a clarion call to join the present enviable train of education administration.

    Oladeji said that they should work in tandem with the four cardinal agenda and focus of the Gov. Seyi Makinde-led administration, including education.

    Also, a part-time member of the board, Mrs Folasade Ajala, urged the education secretaries to be focussed, dedicated and loyal to the current administration that considered them worthy.

    Commenting, Mr Raji Oladimeji, the State Chairman, Nigeria Union of Teachers, assured the board and the new secretaries of the union’s support and cooperation.

    Oladimeji also congratulated the new Education Secretaries on their well-deserved appointments.

    Responding, on behalf of others, Mrs Morenike Adeniran, Education Secretary, Ibadan South-West Local Government, thanked the governor for the rare opportunity and deeming it fit to appoint them.

    Adeniran also appreciated the SUBEB chairman for turning the tides of the commission with the new development.

    Gov Bello approves new appointments in SUBEB, SDGs

    Gov Abubakar Bello of Niger has approved the appointment of Alhaji Saidu Ibrahim (Mainan Kontagora) as the new Executive Chairman, Niger State Universal Basic Education Board (SUBEB).
    Newsmen reports that the governor, on July 30  suspended Dr Idaho Adamu, the SUBEB Chairman over alleged anomalies in the operations of the board and sacked the Director General of SDGs in the state, Alhaji Abdullahi Arab.
    A statement on Monday by Ahmed Matane, Secretary to the Government of Niger State (SSG) disclosed that the appointment of Ibrahim was based on merit, proven credentials, personal integrity and outstanding record of decades of experience.
    The SSG reminded the new SUBEB chairman to align himself with the policy direction of the present administration.
    He urged the new chairman to pursue the reinvigoration of the board within the context of the government’s drive to enhance basic education in the state.
    Matane urged the new SUBEB boss to bring his knowledge, skills, and wealth of experience to bear in the performance of his new assignment by working assiduously to justify the confidence reposed in him.
    The governor congratulated the new SUBEB boss on his appointment and wished him success and God’s guidance in the performance of the duties of his office.
    Similarly, Gov Bello approved the appointment of Mr Mohammed Bashar Harka as the new Director-General, Sustainable Development Goals (SDGs).
    His appointment followed the removal of Abdullahi Baba Arah by the state governor.
    The Secretary to the State Government (SSG), Ahmed Matane in a statement said Harka’s appointment was based on merit.
    The governor has also directed the immediate termination of the appointment of the suspended Chairman of SUBEB, Dr. Isah Adamu.
    Abdullahi Arah of SDGs was removed to facilitate accelerated implementation of the reforms being initiated by the government towards the attainment of the SDGs.

    Oyo State government announces resumption date for state schools

    The Oyo State Government on Tuesday said that all public schools in the state would resume for the second term 2021/2022 academic session on Monday, Jan. 10.

    The Executive Chairman, Oyo State Universal Basic Education Board (OSUBEB) Dr Nureni Adeniran announced this at a New-Year Prayer session with members of staff of the board

    He said the resumption date was approved by the Ministry of Education, Science and Technology, adding that the board, in its usual practice, would monitor compliance across the state.

    Adeniran urged parents to prepare all learners for resumption, adding that they were all expected back in school as academic activities would start the same day.

    He appealed to the Head Teachers and all stakeholders to ensure strict compliance with all COVID-19 safety protocols put in place by the state.

    The Oyo SUBEB chairman vowed that the welfare of members of staff would remain top priority of the management in 2022.

    Adeniran noted that the Gov. Seyi Makinde- led administration believed workers deserved their pay on regular basis.

    He said this had informed the board’s decision to approve disbursement of loan forms to members of staff.

    “The loan will be disbursed to beneficiaries, depending on their grade level,” he said.

    Kaduna Govt to boot 233 teachers over fake certificates

    The Kaduna State Government is set to dismiss 233 teachers over allegations of fake certificates.

    TheNewsGuru.com (TNG) reports Tijjani Abdullahi, Chairman of the State Universal Basic Education Board (KADSUBEB) made this known on Thursday.

    Abdullahi said the files of the teachers affected will be forwarded to the Ministry of Justice to initiate prosecution for forgery.

    He said: “The Kaduna State Universal Basic Education Board (KADSUBEB) wishes to update you on recent developments in its continuous quest to improve standards in public basic education schools.

    “As part of its responsibility to ensure that all teachers actually have the qualifications they presented, the Board launched a certificate verification exercise in April 2021. The major objective of this exercise was to ensure that all our teachers have the requisite credentials that constitute the basic qualifications for employment as teachers.

    “So far, the Board has verified 451 certificates by contacting the institutions that awarded the certificates. Nine of the 13 institutions contacted have responded, as at today.

    “The responses from the institutions show that 233 teachers presented fake certificates. This represents 51% of the 451 certificates on which responses have been received from the awarding institutions. One institution disowned 212 of these 233 fake certificates.

    “The Board will dismiss the 233 teachers who presented these fake certificates, while their files will be forwarded to the Ministry of Justice to initiate prosecution for forgery. The Board will continue to check the integrity of the certificates presented by teachers to ensure that this critical profession is not devalued by impostors.

    “As part of our duty of transparency, the names of the 233 teachers found to have presented fake certificates will be uploaded on the website of the Kaduna State Government today.

    “The Board also wishes to inform the people of Kaduna State that it will shortly be conducting the competency test for teachers. When the Kaduna State Government recruited 25,000 new teachers after the 2017 competency test, it made clear that it will continue to assess its teachers both for their own improvement and for better delivery of learning outcomes for pupils.

    “The Board will follow up the competency test with series of training programmes, organised in batches for teachers. This will begin in January 2022 for 12,254 teachers. The Board has signed MoUs with the National Teachers Institute, the College of Education, Gidan Waya, and the Federal College of Education, Zaria, to conduct the training exercise”.

    Ekiti Govt revokes 16 SUBEB contracts for breach of agreement –Chairman

    The Ekiti state Government, on Sunday, announced the immediate revocation of 16 contracts on renovation and construction projects, under its 2017 and 2015 UBEC /SUBEB Intervention Project, according to the Executive Chairman, State Universal Basic Education Board (SUBEB).

    In a statement in Ado Ekiti, issued by Mr Tope Babalola, Director of Social Mobilisation and Communications of the board, the chairman, Prof. Femi Akinwumi, explained that the contracts were terminated following a breach of contract terms.

    He noted that many of the revoked contracts had been dragging since March 2020, in contravention of the time frame of the contractual agreement which stipulated a maximum of 12 weeks for renovation works, under intervention projects in the state.

    Akinwumi also ordered the contractor handling renovation of a block of 6 classrooms at AUD Pilot Nursery and Primary school, Ado-Ekiti to immediately remove the substandard roofing materials used in the school.

    “The contractor was asked to replace them without delay, as specified in the terms of the agreement or also have the contract terminated,” he said.

    The SUBEB boss, who gave the directive after an on the spot assessment of ongoing projects in the state, said the board discovered that the contractor had used 0.45mm gauge roofing sheets instead of 0.55mm as specified in the UBEC/SUBEB agreement.

    Akinwumi noted that the board recently procured Vainer Slide Calipers for Technical Officers in the 16 Local Government Education Authorities of the state, as part of concerted efforts to enforce standards, as well as ensure that only appropriate roofing sheets were used in SUBEB projects in the state.

    Kagara: SERAP asks Buhari to probe, recover ‘billions missing from UBEC, SUBEBs

    Socio-Economic Rights and Accountability Project (SERAP) has urged President Muhammadu Buhari “to direct the Attorney General of the Federation and Minister of Justice Mr Abubakar Malami, SAN to work with appropriate anti-corruption agencies to promptly probe allegations of corruption in the Universal Basic Education Commission (UBEC) and State Universal Basic Education Boards (SUBEBs) between 2004 and 2020, including missing N3,836,685,213.13 documented in the 2017 Annual Report by the Auditor-General of the Federation.”

    The organization also urged him to “direct Mr Malami and the anticorruption agencies to make public the outcome of any investigation, and to prosecute suspected perpetrators if there is relevant admissible evidence, as well as fully recover any missing public funds.”

    In the open letter dated 20 February 2021 and signed by SERAP deputy director Kolawole Oluwadare, the organization said: “Allegations of corruption in UBEC and SUBEBs violate the right to education of millions of Nigerian children who continue to face unsuitable learning conditions, as shown by the poor learning and boarding facilities at the Government Science College, Kagara, Niger State where dozens of schoolchildren, teachers and their relatives were abducted by gunmen.”

    SERAP said: “Investigating the allegations of corruption and mismanagement in UBEC and SUBEBs, prosecuting suspected perpetrators and recovering any missing public funds would contribute to addressing the education crisis in the country, which has disproportionately affected the most vulnerable and marginalized, and entrenched inequality.”

    SERAP also urged President Buhari to “ensure prompt investigation into the spending of money budgeted for the Safe School Initiative since 2014, including N3.2 billion from the Federal Government and private donors meant to ensure a safer school environment for children, and to clean up an apparently entrenched system of corruption in the education sector.”

    According to SERAP: “Many years of unresolved allegations of corruption and mismanagement in UBEC and SUBEBs have resulted in decreasing quality of education for poor children while many politicians send their own children to the best private schools in the country and abroad, and thereby leaving behind generations of poor children.”

    The letter, read in part: “We would be grateful if your government would indicate the measures being taken to address the allegations and to implement the proposed recommendations within 14 days of the receipt and/or publication of this letter.”

    “If we have not heard from you by then as to the steps being taken in this direction, the Incorporated Trustees of SERAP shall take all appropriate legal actions to compel your government to implement these recommendations in the in public interest, and to promote transparency and accountability in UBEC and SUBEBs.”

    “Allegations of corruption in UBEC and SUBEBs undermine public confidence in the education sector, lead to the erosion of education quality and access, and if not urgently addressed will lead to an increase in out-of-school children, and exacerbate educational inequalities in the country.”

    “According to the 2017 Annual Report by the Auditor-General of the Federation, UBEC spent ₦7,712,000.00 to engage external solicitors between January to December, 2015 without due process and the approval of the Attorney General of the Federation. UBEC also reportedly failed to explain the nature of the legal services rendered. The Auditor-General is concerned UBEC may have engaged ‘unqualified solicitors.’”

    “The Plateau State Universal Basic Education Board also reportedly failed to account for ₦37,200,000.00 despite repeated requests by the Auditor-General. The Plateau SUBEB also spent ₦9,709,989 without any payment vouchers. The SUBEB spent ₦1,607,007,353.72 Special Intervention funds by the Federal Government without any documents.”

    “The Plateau SUBEB also paid ₦10,341,575.00 to various contractors without evidence of advance payment guarantee. The SUBEB paid ₦70,569,471.00 through cheques to a staff, in violation of the Federal Government e-payment policy. The SUBEB also failed to explain the purpose of the payment. It spent ₦120,948,000.00 on professional development of teachers but failed to retire and account for the money.”

    “The Imo State Universal Basic Education Board reportedly spent N482, 560,000.00 as mobilization fees to some contractors without due process, and any advance payment guarantee. The contracts were funded from the Matching Grant Account. The Auditor-General stated that the contractors selected lacked ‘the financial capacity to handle the contracts.’ The SUBEB has also failed to account for ₦140,774,702.12 of project fund since 2015.”

    “The Kano State Universal Basic Education Board reportedly paid ₦71,263,000.15 to contractors without due process and without open competitive bidding. Similarly, the Ebonyi State Universal Basic Education Board paid ₦569,758,938.00 to ‘unqualified contractors and companies’ for the reconstruction and renovation of classrooms. The Ebonyi SUBEB also spent ₦10,123,892.46 to buy store items but without any documents.”

    “The Gombe State Universal Basic Education Board paid ₦31,822,600.00 to a staff from its teachers’ professional development funds but failed to account for the money. The Auditor-General is concerned that ‘the payment is fictitious’, and that ‘the funds did not benefit the intended beneficiaries.’ The SUBEB also reportedly paid ₦41, 277,983.00 as cash advance to staff to ‘buy some materials and for press coverage but failed to account for the money.’”

    “SERAP is concerned about allegations of widespread and systemic corruption, misappropriation and mismanagement within UBEC and several SUBEBs, the failure to investigate these allegations, and to recover any missing public funds. The Federal Government bears responsibility for ensuring that every Nigerian child has access to quality education in conducive learning environment, and to safeguard education as a public good.”

    “Your government’s responsibility to guarantee and ensure the right to quality education for every Nigerian child is interlinked with the responsibility under Section 15(5) of the Constitution of Nigeria 1999 [as amended] to ‘abolish all corrupt practices and abuse of office.’ This imposes a fundamental obligation to investigate the missing public funds from UBEC and SUBEBs, to prosecute suspected perpetrators, recover the money, and to remove opportunities for corruption in these institutions.”

    “Access to quality education would empower children to be full and active participants in society, able to exercise their rights and engage in civil and political life.”

    “Any failure to promptly and thoroughly investigate the allegations and prosecute suspected perpetrators, and to recover the missing public funds would breach Nigeria’s anti-corruption legislation, the Nigerian Constitution, the UN Convention against Corruption, the International Covenant on Economic, Social and Cultural Rights and the African Charter on Human and Peoples’ Rights, to which Nigeria is a state party.”

    “The letter is copied to Mr Malami; Professor Bolaji Owasanoye, Chairman Independent Corrupt Practices and Other Related Offences Commission (ICPC); and Mr Mohammed Abba, Acting Chairman, Economic and Financial Crimes Commission (EFCC).”

    Office of the Ondo State Universal Basic Education Board (SUBEB) at Oke-eda, Akure has been razed by fire.

    The building also housed the Marketing office of the State Radio Corporation.

    Details of what caused the fire were still sketchy as at press time.
