    Terrorists attack NGOs, UN facilities in Borno

    Islamic State-linked jihadists on Saturday attacked humanitarian facilities in the restive northeastern town of Damasak, Borno State.

    The attack which happened on Saturday night, is the second in two months affecting one of the United Nations nine hubs in the country.

    According to reports, fighters from the Islamic State West Africa Province (ISWAP) stormed Damasak, in Borno state, setting fire to facilities of international aid organisations.

    “ISWAP fighters are still inside Damasak, moving on the streets, firing guns and setting humanitarian facilities on fire,” said an aid worker who asked not to be identified.

    TheNewsGuru.com, TNG gathered that the UN hub was gutted after fire set on the nearby office of an international charity spread to the UN facility, said a second aid worker.

    The offices of three other international NGOs were also burnt by the insurgents who took over the town, the second aid worker added.

    Ongoing fire burning in the vicinity of an NGO warehouse has escalated into humanitarian hub facilities, read a UN memo on Saturday night.

    A military source confirmed the Saturday attack on Damasak but said militants failed to overrun the town.

    “They came through the town towards the Brigade but they were repelled,” the military officer said, speaking on condition of anonymity, without providing details.

    Some residents were reported to be fleeing from the town towards neighbouring Niger.

    Damasak has repeatedly been targeted by ISWAP militants who have made several failed attempts to overrun a military outpost outside the town.

    ISWAP, which split from the jihadist group Boko Haram in 2016, has become a dominant threat in the country, attacking soldiers and bases while killing and kidnapping passengers at bogus checkpoints.

    On March 1, ISWAP jihadists overran a UN hub in Dikwa, killing six civilians and forcing aid workers to temporarily retreat from the town despite urgent humanitarian needs.

    The Nigerian Army yesterday said it would crush terrorists, bandits and other criminals disturbing the peace of the country as directed by President Muhammadu Buhari.

    The Chief of Army Staff, Lt.-Gen. Ibrahim Attahiru, stated this at the Army Headquarters in Abuja while hosting the new permanent secretary of the Ministry of Defence, Musa Istifanus, who was on a familiarization visit to Defence Headquarters.

    Attahiru solicited continuous support of the ministry in the areas of manpower efficiencies, capacity development as well as provision of adequate equipment and weapon system for operational efficiency.

    “Let me assure you that the Nigerian army, under my leadership, will continue to defend the territorial integrity of the country, including advancing our national interest in line with our constitutional responsibility despite attendant constraints.

    Similarly, Chief of Defence Staff (CDS), General Lucky Irabor, yesterday charged troops to be ruthless and more aggressive in dealing with unrepentant bandits in the North-west.

    Irabor, in his maiden operational directive to the troops, since assumption of office ordered the troops to remain focused, committed and resolute in discharging their duties.

    The order came just as troops eliminated 25 terrorists in a fierce encounter in the North-east following an earlier battle order issued by the Chief of Army Staff, Lt. Gen. Ibrahim Attahiru.

    A statement yesterday by the Director, Defence Information, Brig.Gen. Onyema Nwachukwu, quoted the CDS as giving the directive when he led the service chiefs and other military chiefs on a visit to Operation Hadarin Daji in Zamfara State.

    “He charged troops to be ruthless and more aggressive in decisively routing out unrepentant bandits and other criminals within the North-west zone, comprising Zamfara, Katsina, Sokoto and Kebbi States,” the statement said.

    It said the purpose of the visit was to assess the ongoing military operation in the state, and to appraise the combat and operational readiness of troops in the area.

    Irabor pledged the support of the service chiefs to enhancing the fighting capabilities and efficiency of the troops.

    More than twenty weapons have been recovered in a clearance operation against Boko Haram Terrorists in Borno State.

    According to a statement by the Nigerian Army’s Director of Army Public Relations, Brig.-Gen. Mohammed Yerima, on Wednesday in Abuja, troops captured cache of arms and ammunition during the clearance operation.
    “Troops of `Operation Tura Takaibango’ have killed 25 Boko Haram/ISWAP terrorists in Chikun Gudu and Kerenoa in Borno State…”, he said.

    He he added that Chikun Gudu and Kerenoa are adjoining villages under Marte Local Government Area of Borno State.

    The army PRO stated that two Browny Machine Gun, 20 AK47 Rifles, five FN Rifles, two 60mm Motar Tube and two General Purpose Machine Guns were recovered by the troops during the encounter.
    Yerima said that the operation was conducted on Tuesday by the combined troops of Sector I, Operation Lafiya Dole and 402 Special Forces Brigade.

    According to him: “Other weapons captured during the operation also include three Anti Aircraft Guns, two Automatic Grenade Launchers, two gun trucks and one CJTF Hilux amongst others.
    “The troops not swayed by the success project further to ensure no elements of the terrorists were left within the area.’’

    He noted that the Chief of Army Staff, Lt.-Gen. Ibrahim Attahiru expressed satisfaction on the operation, adding that he urged the troops to maintain the momentum.
    According to the army spokesman, General Attahiru also instructed the troops not relent in their new offensive against the terrorists.

    The Chief of Defence Staff, Gen. Lucky Irabor, has assured that the newly promoted Service Chiefs would ensure that Nigerians no longer lives in fear.

    Irabor gave the assurance when he fielded questions from State House correspondents after the service chiefs were decorated with their new ranks, at the Presidential Villa, Abuja, on Friday.

    He also pledged that the service chiefs in collaboration with other security agencies would soon restore normalcy to all troubled areas across the country.

    He said: “Nigerians expect us to bring about peace and security in concert with other security agencies, that we will do.

    “We can’t live in fear. And we will ensure that whatever brings fear to Nigerians before now will be a thing of the past.

    “Peace and security is not just the security of the borders alone. It comes with having to build bridges across various divides.

    “We, as members of the Armed Forces, will never in any way demand peace and security of our nation in the hands of the terrorists. Rather it is we that will determine the peace and not for us to leave it in the hands of the terrorists.’’

    According to the CDS, what the new service chiefs will not do is to give instructions to their subordinates and not do the same.

    “What we will not do is to give instructions to our subordinates and not do the same.

    “By extension, we will command the troops based on the expectations that we have of them and they will do it according to the expectations that we have of them too,’’ he said.

    On whether the new service chiefs will consider change of strategies in the fight against insurgency, banditry and violent crimes in the country, Irabor said they would review the current strategies with a view to meeting the demands of current security challenges.

    “Strategies are not sacrosanct. Of course, there are dynamics that we need to begin to look at, what needs to be reviewed, and that is precisely what we are doing currently.

    “We review various strategies and of course come up with new ones to be able to meet the demands of the current realities,’’ he added.

    He noted that the president had given them a marching order to restore peace to all troubled areas in the country, saying they would work assiduously to achieve that.

    On what Nigerians should expect from the newly promoted CDS and the service chiefs in the next 100 days, Irabor said:

    “No doubt, next 100 days is not as important as today. I believe that as members of the Armed Forces working in concert with the rest of the security agencies, we will bring Mr President’s expectations to bear in terms of our task.

    “But let me also let you know that the inevitable is that Nigerians will indeed experience peace and security across the land.’’

    The CDS, who thanked the president for giving them the opportunity to serve the nation, enjoined all citizens to partner with the security agencies in ensuring peace and progress of the nation.

    President of the Senate, Ahmad Lawan has attributed the lingering insecurity to the funding activities of drug barons who provide insurgent groups such as Boko Haram, bandits and kidnappers with arms and ammunitions to undertake criminal activities in the country.

    Lawan made this known when the Chairman of the National Drug Law Enforcement Agency (NDLEA), Brigadier General Buba Marwa (Rtd), paid a visit to his office on Thursday at the National Assembly, Abuja.

    According to him, such drug barons who engage in trafficking heroine, cannabis and cocaine have made Nigeria a major transit route for plying the illicit trade, which he added, was responsible for the rise in criminality in the country.

    The Senate President, therefore, called for the restructuring of the National Drug Law Enforcement Agency (NDLEA), so as to further empower it to rise to the occasion of clamping down on the criminal activities of drug traffickers operating in the country.

    He assured that the National Assembly would support the agency in the aspect of amending the NDLEA Act with a view to enabling the agency achieve its core mandates.

    He said: “The National Assembly members are almost on a daily interaction with our constituents and we know the very debilitating impact of drug abuse in our various communities.

    “You have rightly said almost every community in this country suffers from drug addiction. So, we are very mindful of what is happening.

    “I believe that this agency needs restructuring. Now that you have taken over, we should go the whole haul to restructure the agency, not piece meal touches, because we need to get it right.

    “My personal opinion is that NDLEA should be in the league of EFCC, ICPC, and therefore, the kind of support that those two agencies I mentioned receive, you should receive something like that, in addition to many other things that you should be supported with.

    “So, the National Assembly will definitely work with you, we will partner with you, and will ensure that we do our best to give you the kind of support that will enable you properly to discharge your mandate.

    “Having said this, let me say that Nigeria as a country is in one way or the other a transit route for drugs.

    “Drug peddlers pass their drugs through Nigeria – cannabis, heroin and possibly even cocaine.

    “We believe that this has to stop, because the proceeds of such activities fund terrorism, they fund banditry, you wonder how the bandits have RPGs and these massive arms that they have.

    “Definitely, these are some acquisition provided by some barons, not the bandits themselves.

    “So, we need to ensure that this transit role that Nigerians plays is addressed properly. And here we have to approach this through multi-sectoral efforts – the Customs, Immigration Service, our Security Agencies, and in fact, the Federal Airports Authority of Nigeria (FAAN), and our seaports.

    “Of course, this is not going to be easy, but we have to be steadfast and we should do whatever is possible without the limited resources we have to make you better.”

    Speaking on the drug addiction rate in Nigeria, Lawan underscored the need for multi-dimensional efforts across the various agencies of governments aimed at tackling underlying causes such as illiteracy, unemployment and poverty, responsible for the exposure of youths to criminal tendencies.

    The Senate President also advocated for the inclusion of Drug Education in the curricular for schools and institutions of learning in Nigeria.

    Lawan’s words: “We also believe that the drug addiction level in Nigeria is so bad that we are loosing our youths to drug addiction. Like you have mentioned, the terrorists, the insurgents, the bandits and almost all the criminals have recourse to taking drugs to enhance their courage in order to undertake their illicit activities.

    “So, there then is the need for us to step up our work on preventing our youths from taking the drugs, and that requires a lot of multi-dimensional efforts, because some may be due to lack of employment, some illiteracy, and poverty generally.

    “These are some of the root causes. Somebody out of frustration is recruited to join. And, therefore, this is also something that the National Assembly has been trying hard to ensure that the economy of Nigeria provides for everyone – that we have an all inclusive economy bringing up those who are down.

    “And I believe that this is one way that we have to continue to deal with this scourge. I also believe that we have to go on advocacy to our schools and institutions, and why not, even include in our curricular the issue of drugs, so that right from primary school up to secondary school level, our students should be able to understand the dangers of taking drugs.

    “I believe that this is one incentive to criminality like you have just pointed out, so it is a huge responsibility placed on your shoulders, but you are not going to walk it alone, we are going to walk it with you.

    “I want to urge you, that you get across to other agencies of government – like the immigration service, customs, airports authority, DSS – and the decay that you might have found is probably because the agency has not been able to have a better structure that will enable it fight drug trafficking and even addiction of the 21st century.”

    Earlier, the Chairman of the NDLEA, Buba Marwa in an address delivered said the Ninth Senate under the leadership of Senator Ahmad Lawan has “displayed great interest, competence, support and effort” on the review of the NDLEA Act.

    “This is a very important step to correct some of the lapses in an Act that was promulgated way back in 1989”, he said.

    According to Marwa, the visit was intended to “call for urgent intervention from the Senate President”, warning that, “Nigeria is in a state of siege today.”

    Marwa raised alarm that the drug addiction scourge was largely responsible for acts of criminalities which has pervaded all parts of the country, and the outcome witnessed in the spate of insecurity lately.

    He lamented: “Yes, you have insurgency, banditry and kidnapping, but if you go to Ogoni to speak to somebody about insurgency, he might not be concerned.

    “If you go to some other parts of the country and speak of kidnapping in some areas, it’s not a major concern. If you go to some other areas and speak of banditry, it may not be of major concern.

    “But when you enter the realm of drug abuse, every part of Nigeria, you can for sure say that everybody in this room knows somebody, or a neighbour or family that has affliction with drug abuse.

    “The drug affliction is actually the number one problem we are facing, it is everywhere.”

    “First of all, it destroys our kids, women, our youths, and the family system. Secondly, it is behind the criminalities everywhere now.

    “You have to be crazy to commit some of these criminalities, and what fuels it is drug abuse. Even the insurgents and bandits themselves, they take drugs before they go into their activities,” Marwa added.

    The co-convener of the Bring Back Our Girls group, Aisha Yesufu, has criticised President Muhammadu Buhari over his handling of the increasing spate of abductions in the country.

    Speaking on a monitored Channels Television programme on Friday evening on the recent abduction in Zamfara State and President Buhari’s statement to solve the escalating security challenges, Yesufu said: “what I make of the statement is absolutely nothing”.

    “We are used to a president whose words mean nothing. He says one thing, and another thing happens,” she added.

    Speaking of the abduction of 317 female students at the Jangebe Government Girls Secondary School in Zamfara State on Friday, she said the President’s body language had been an enabler to the perpetrators.

    “The body language of President Muhammadu Buhari enables the terrorists. They know that we have an ineffective President and Commander-In-Chief, we have an incompetent one a clueless one, who does not even bother about what is happening in the country”, the BBOG Co-convener said.

    “Yesterday we buried seven military officers, the best that we have, the nation was in mourning and the President was a few minutes away from where they were and the president didn’t even turn up, what does that signify? It Is high time we begin to make serious demands on the president”.

    “This is such a sad moment especially with the fact that our government has not learnt anything in spite of almost seven years of advocacy that we’ve been calling on the government to do the right thing and to do the needful to ensure that the citizens are protected.

    “Before the Chibok Girl’s abduction, there was actually the Guniyadi killings where 29 boys were slaughtered in their schools”.

    Speaking about what steps should be taken, Yesufu said “It is not in our place to give the way forward. His (the President’s) salaries are being paid for it, his needs are being taken care of. He was voted to give the way forward.

    Oluwo of Iwo, Oba Abdulrosheed Akanbi, has urged Fulani settlers in his domain to move to town and relate more with the people.

    Oluwo also told the settlers about how he met the Mohammadu Buhari , in Aso Rock and advised him to send herdsmen abroad to learn the modern method of rearing cattle.

    Oba Akanbi made the statement during a visit to the Fulani settlers residing at Gaa Fulani, Odo Oba, Iwo.

    In a video of the speech made by the royal father obtained on Friday, Oluwo, who spoke in the Yoruba language, said open grazing was no longer in vogue and urged the herders to embrace the modern method of feeding their animals.

    He said, “I was in Aso Rock and I met (President) Buhari one on one and I told him to send some of you herders abroad where you will learn modern ways to do your business. How will a cow trek over 20 miles to graze and you expect it to be fattened? Your cows should be kept in a place where they will be well fed.

    Oba Akanbi noted that there were beautiful Fulani children in his domain and that he was going to re-orientate the ones amongst them who had chosen a criminal path.

    He maintained that the criminal elements amongst them were formed as a result of decades of neglect in the Southwest.

    According to him, “When you do not care about people living in abject poverty around you, without helping or checking that girl child coming out of the forest selling local cheese and those small boys rearing cattle from 6 a.m till evening.”

    “If someone resides in the forest for so long, there is possibility that they may start behaving irrationally if not properly put in check”, he added.

    The traditional ruler assured all non-indigenes residing in Iwo land of his support and protection, adding that he will not discriminate against anybody as their king.

    He charged the Fulani to see everybody as their brother’s keeper as this would enhance good neighbourliness

    Insecurity: 158 bandits, terrorists killed in first three weeks of 2021 – FG

    The Federal Government says no fewer than 158 armed bandits, terrorists and criminal elements have been neutralised by the Armed Forces across the country since the beginning of the year.
    The Minister of Information and Culture, Alhaji Lai Mohammed, who disclosed this at a media briefing on Monday in Abuja said the figure excluded scores of other terrorists and armed bandits killed during airstrikes.

    Mohammed said some 52 criminal elements were arrested, with scores of arms, ammunition and equipment recovered while troops also rescued a total of 17 kidnapped victims across the country.

    He said that a total of 684,856 barrels of stolen crude oil, 1,724,000 litres of stolen Automotive Gas Oil (AGO) and 500,000 litres of Dual Purpose Kerosene (DPK) were recovered.
    Giving details of the feat by the military in each geo-political zone, the minister said in the North-West, 118 armed bandits were killed in action and a total of 11 kidnapped victims were rescued within the period.

    “During the same period, a cumulative total of 358 livestock and five assorted rifles were recovered from the armed bandits by the gallant troops in the zone.

    “In the same vein, a total of 11 arrests were made, and those arrested include high profile armed bandits, gun runners and bandits’ collaborators,’’ he said.

    In the North-East, the minister said 30 terrorists, including some of their commanders, were killed by troops, apart from the scores, who were killed in air raids/attacks.

    He said several gun trucks were captured in addition to the 13 recently captured at Marte in Borno, while some others were destroyed by the troops.

    “Also, a total of 13 assorted rifles and two Anti-Aircraft guns were recovered from Boko Haram/ISWAP terrorists, in addition, several arrests were made – including high-value targets – within the period.

    “Now, during the past week alone, five Boko Haram/ISWAP terrorists were eliminated by troops as they attempted to overrun Abbagajiri and Dusula towns in Damboa Local Government Area of Borno.

    “The troops, from the 402 Special Forces Task Force Brigade, had on Wednesday encircled some terrorists’ enclaves at Abbagajiri and inflicted heavy casualties on them.

    “Apart from the five who were killed, many other terrorists escaped with gunshot wounds, while the troops also captured several guns and some Improvised Explosive Device (IED)-making materials among others,’’ he said.

    In the North-Central, the minister said that a total of six kidnapped victims were rescued, while five armed bandits, including militia gang leaders, were killed in action.

    He said that 11 armed bandits were equally arrested in the zone.
    “Only on Saturday, the Air Component of Operation Thunder Strike neutralised several armed bandits at Chikwale Forest in the Mangoro area of Chikun Local Government Area of Kaduna State.

    “The operation followed credible intelligence reports indicating the significant presence of armed bandits in the area, which is about 20km West of the Kaduna-Abuja Highway,’’ he said.

    In the South-South, the minister said troops of Operation Delta Safe destroyed operational activities of 24 illegal refining sites, 11 wooden boats, 142 metal tanks, 17 dugout pits and 45 ovens.

    He said 30 suspects were arrested while 14 pumping machines, 13 speed boats and 13 outboard engines were recovered.

    “Additionally, a total of 684,856 barrels of stolen crude oil, 1,724,000 litres of illegally refined Automotive Gas Oil (AGO) and 500,000 litres of Dual Purpose Kerosene (DPK) were recovered.

    “Furthermore, a total of 1,184 of 25kg bags of Yaraliva Nitrab or Fertilizer suspected to have been smuggled from the Republic of Cameroon were impounded,’’ he said.

    In the South-West, Mohammed said troops of Operation AWATSE destroyed several illegal refining sites and arrested 8 boats engaged in illegal activities.
    He said in addition to the kinetic military operations, which led to the successes, the Armed Forces routinely carry out non-kinetic operations inform of Civil-Military Cooperation Activities (CIMIC).

    The minister assured that, with this renewed determination and vigour, the security agencies would sustain their onslaught against terrorists, bandits and criminal elements in the country.
    He urged the citizens, to give their support to the security agencies, who daily sacrifice to keep the country safe.

    Mr Ajuri Ngelale, Senior Special Assistant to President Muhammadu Buhari on Public Matters from the office of the Vice President has hypothetically stated that not even a divine army would be able to defeat Boko Haram and bandits in Nigeria.

    TheNewsGuru.com (TNG) reports Mr Ngelale was trying to clarify if President Buhari meant he will fire service chiefs when in his New Year’s Day speech he talked about re-energizing and reorganizing the security apparatus and personnel of the armed forces and the police.

    While the Presidential aide did not confirm if Buhari will sack the service chiefs, the President did give a hint, saying that even if security forces had shown professionalism so far, there was a need to move to a more proactive and preemptive posture to ensure that the sorts of traumatic incidents happening in the country do not become a norm.

    “When we talk about security, the President has been very open about it. In fact, he stated just a few days ago that for us, when we look at public analysis in the country, there is a tendency to make very complex situations oversimplified. And I think one of the things we have seen is that there is this notion that has been floated out in public discourse that if we just sack security chiefs that will solve all of our problems.

    “What the President has said is that the issue of security, the issue of national defence is deeper than just a few individuals who have been task with overseeing critical our armed forces that it goes into issues of capacity building, it goes into issues of regional co-operation with our neighbours.

    “Even if we had [this is just a hypothetical statement] a divine army, that was perfectly run with everything perfect, and we did everything right in dealing with these terrorists, we have to understand that as long as these terrorists have a safe harbour, if they can go to Chad, if they can go to Cameroun, and they could go to Niger Republic, and re-gather themselves, recharge themselves, and train themselves, just to come and spring an attack and then run back, then, we are going to continue to have problems irrespective of how effective our armed forces have been. That is really important to understand,” Ngelale said when he appears on TVC News Nigeria This Morning TV show.

    Meanwhile, in his New Year’s Day speech, President Buhari highlighted some of the key priority areas for the year 2021 to include re-energizing and reorganizing the security apparatus and personnel of the armed forces and the police with a view to enhance their capacity to engage, push back and dismantle the operations of both internal and external extremist and criminal groups waging war against our communities in some parts of the country.

    “In line with the current security challenges, we are facing as a nation, I would like to reiterate the promise I made recently when over 300 of our boys abducted from Government Science Secondary School, Kankara were successfully rescued by our security operatives.

    “The professionalism shown by our Security Forces and the collaboration from all stakeholders across both State and Federal Governments that led to the successful rescue of the boys is proof that Nigeria has the internal capacity to decisively deal with terror attacks on our citizens.

    “However, we recognize that we rapidly have to move to a more proactive and preemptive posture to ensure that these sorts of traumatic incidents do not become a norm. Our administration is fully aware of the responsibility we have to protect the lives and property of all Nigerians, and we will not relent in learning and adapting to changing threats to our national security and civic wellbeing,” the President said.

    Governor Seyi Makinde of Oyo State has declared that terrorists are entering the South West geo-political zone of the country through Oke Ogun.

    Makinde said terrorists and bandits from Mali and other countries in the West African region are entering through a border in Saki, one of the towns in the State.

    The Governor, who spoke when he visited Saki, noted that the issue of banditry was one of the challenges his government was battling with.

    He added that the inauguration of Amotekun Corps was yielding positive results.

    Makinde noted that Amotekun Corps had been able to flush out some bandits terrorising residents of the State.

    He said, “So, it was really tasking. Of course, in our locality here, the issue of banditry is also another issue.

    “For instance, Saki shares an international border and it is more of an international issue because we have bandits all the way from Mali that are trying to cross.

    “Once they gain entrance into anywhere they can operate, they will stay there.

    “When we inaugurated Amotekun, you gave us your support. When some bandits went to the bush at Kishi, we were able to flush them out with all the efforts of all of us here. So, we want to use this opportunity to say thank you to you all.”
