    Rivers State Emergency Rule: A different view – By Azu Ishiekwene

    President Bola Ahmed Tinubu’s proclamation of emergency rule in Rivers State on Tuesday surprised me for reasons different from those for which he has been severely criticised.

    The mildest criticism is that Tinubu’s failure to call the Minister of the Federal Capital Territory, Nyesom Wike, to order was responsible for the crisis. The more severe criticisms range from accusations that the president has subverted constitutional rule to charges of potential destabilisation at the behest of Wike.

    A common point of agreement is that a civilian president should never have to declare emergency rule. That is the ideal. But Rivers State before Tuesday presented a dire and complicated situation that stretched idealism to its elastic limits.

    Chaos in slow motion

    It’s convenient, especially for those who promoted and profited from the crisis, to pretend otherwise. Still, after the 27 state lawmakers loyal to Wike issued an impeachment notice, the outcome, if Governor Siminalayi Fubara had been impeached, might have been far worse for the state than can be contemplated under emergency rule. The proclamation was an unsolicited stitch in time.

    If oil pipelines were already being blown up and militants deploying as the impeachment notice reached Fubara, what would have happened if the process had carried through? Rivers State has been chaos in slow motion for nearly two years, the only thriving business in the state being the politics of those who support Fubara and those who are against Wike.

    The Supreme Court’s judgment invalidated the budget passed by Fubara and nullified the local government election. It affirmed the position of the 27 lawmakers, making Fubara’s government a lame duck. Emergency rule saved the governor from gunpoint, created a pause for the people to get their lives back, and made room for Wike and Fubara to stop and reflect. It’s a messy situation, but the counterfactual could have been worse.

    Between Wike and Fubara

    Popular media has framed Fubara as the victim of a grasping, unforgiving godfather, which suits his comportment. But during this inconvenient pause, it might be helpful for the governor to reflect on what he might have done differently, something that pressure by those egging him on for their narrow, selfish reasons might not have given him the space to do.

    In the public imagination, control of the state’s “political structure” is at the heart of the dispute between Fubara and Wike. Whether that is so, whether it’s about who the “authentic” party leader is, or it is more than what the public knows, Fubara and Wike know. We can only guess. But they both know.

    Open war

    The open war started after Fubara’s swearing-in when the governor wanted to install his candidate as speaker in the House of Assembly but failed. What was the point of demolishing the State House of Assembly complex built for hundreds of millions of naira with taxpayers’ money in December 2023 simply on the suspicion that the lawmakers were planning to impeach him there? Why did the governor think it was right to convene four of 31 lawmakers in his office to present the appropriation bill and then go on to implement it?

    And why, after the peace deal brokered in Abuja, was it difficult for him to be his own man, free himself as the hostage of opportunistic local politicians and self-appointed opinion leaders and implement the decisions reached instead of caving into busybodies in the People’s Democratic Party (PDP) whose primary interest is to continue the unfinished war of the 2022 Convention by other means?

    Atiku No 2.

    The PDP leadership and their cousins in Labour have never forgiven Wike for supporting Tinubu’s election. They have been quite loud in condemning the state of emergency. That’s their job as opposition. However, if the PDP is letting its testosterone rush get into its head and impair memory, we may need to remind the party how we got here.

    Former Vice President Atiku Abubakar has been quite vocal in condemning emergency rule in Rivers State. In his earnestness, he has forgotten that the government in which he was the Number Two man had a shambolic record of infidelity to constitutional rule. And that is saying it nicely.

    One can argue that President Olusegun Obasanjo’s proclamation of emergency rule in Plateau State in 2004, though controversial, was inevitable because of the horrific deaths caused by the sectarian violence, which led to reprisals in other states. Yet, former Governor Joshua Dariye’s suspected links to the crisis made his suspension inevitable.

    Bayelsa playbook

    Atiku could not have forgotten that when his boss did it again in Ekiti State two years later, it was mainly to facilitate Obasanjo’s hijack of the state for his political convenience after lawmakers claimed to have impeached the governor. Fayose had become a thorn in his side, and he vowed to remove him by all means, fair and foul.

    Atiku may argue that he had been estranged from the government then and could not bear vicarious liability. However, he remained a part of the government until the end and must endure its glory and shame.

    Or perhaps he would have preferred the impeachment of Fubara from Obasanjo’s Bayelsa playbook? In that case, instead of an emergency rule, Tinubu would have provided a haven where the majority 27 lawmakers would have met under heavy security protection to remove the governor, as Obasanjo did under slightly different circumstances, in the case of former Governor Diepreye Alamieyeseigha.

    Amaechi’s forgotten diary

    Former Rivers State Governor Rotimi Amaechi, a longstanding foe of Wike, also weighed in, condemning the “power grab’s illegality.” He has a right to intervene and speak his mind. However, since he called the proclamation “an affront” to the rule of law and a power grab, it might be helpful to remind him of a typical, but by no means isolated, example from his record as governor.

    In 2013, when the position of chief judge in Rivers State was vacant, Amaechi appointed and swore in the President of the Customary Court of Appeal, Justice Peter Agumagu, against decency and the provisions of law. He joined issues with the National Judicial Commission (NJC), which was at its wit’s end to restrain him and keep him on the path of common sense. The state judiciary reeled under Amaechi’s blatant affront for one year, something he now conveniently forgets.

    Apples and oranges

    Parallels have been drawn between the state of emergency in Rivers State and the one in 1962 during the Western Region crisis, especially as the latter was believed to have led the country down the slippery slope that eventually ended in the removal of the Tafawa Balewa government and the Civil War.

    The underlying currents may be similar – local politics gone rogue – but the consequences or potential consequences are not. Constitutional lawyers can debate the legal triggers because of the lack of clarity in Section 305 of the 1999 Constitution, compared with the 1960 Constitution, a pre-Republican document that gave the prime minister more expansive powers.

    While the emergency rule in the Western Region was mainly an opportunistic intervention by the federal government to undermine the Obafemi Awolowo-led opposition, the emergency in Rivers State was an inevitable step to prevent a potential descent into chaos, where the governor was not an innocent bystander.

    Water in the coconut

    Since 1999, two administrations – Mohammadu Buhari’s and Umaru Yar’Adua’s being the only exceptions – have proclaimed emergency rule. Apart from 2013, when President Goodluck Jonathan left the governors of the three affected states in place because they had no link to the crises in their states, complicity has affected the scope of the application of emergency rule.

    When Obasanjo threatened an emergency in Lagos, Tinubu said it was unacceptable because he was doing his best as governor to tackle the sectarian clashes in a small part of the state then. In Rivers, the governor is a part of the problem.

    Those opposed to the proclamation should say how to leave Fubara in place and extract the water of peace from the coconut of Rivers State without breaking the shell on the head of the people.

    …yet failed to declare such rule in some northern states who live under perpetual tension

    … totally rejects the emergency rule

    The PANDEF has queried President Bola Tinubu’s declaration of a State of Emergency in Rivers State using the incident of pipeline explosion as an alibi to make such a move.

    The group made reference to 2013 when the then President Goodluck Jonathan declared a state of emergency in some northern states and how TInubu vehemently kicked against it.

    TheNewsGuru.com, TNG reports this was contained in a communique issued late Wednesday and signed by all their leaders.

    They insisted that the president made the move barely one week after the group and over 100 dignitaries of Niger Delta visited him on the issue declaring that:

    “Although reference has been made to the blow up of a pipeline which PANDEF condemns, the question is if this is the first time such occurrences had happened in Nigeria and even in the life span of the present administration.

    ” So, why militarise Rivers State, even before security forces have carried out investigations to determine the cause of what has happened and why use the incident as an alibi to declare a State of Emergency.

    “Many Nigerian states, particularly in the North East, North West and North Central geopolitical zones live with daily assaults on their very existence.
    Yet, no state of emergency has been declared!

    Read full communique below:

    “In the wake of the shocking declaration of State of Emergency in Rivers State and the suspension from office of the democratically elected Governor, Deputy Governor and the House of Assembly which occurred Tuesday, 18th March, 2025, and now generally condemned by most Nigerians, the Board of Trustees and expanded National Executive Committee of the Pan Niger Delta Forum (PANDEF) held an emergency meeting to review the development and take decisions.

    2. After exhaustive deliberations, PANDEF wishes to note as follows, that;

    i”The said actions taken by the President have sadly occurred barely one week after he received a high level South-South delegation of top traditional rulers, former Governors, former Service Chiefs, former Ministers, former Senators, etc, numbering over 100 eminent Nigerian personalities.

    “At that occasion, the President appreciated the peace efforts of PANDEF Peace and Reconciliation Committee headed by Obong Victor Attah, former Governor of Akwa Ibom State and encouraged them to continue with the reconciliation activities and report progress back to him.

    ” The President also charged PANDEF Peace Committee to encourage the Governor to comply with the now heavily flawed Supreme Court Judgement to present the 2025 budget to the State House of Assembly.

    ” On 12th March, 2025, less than 24 hours after the visit to the President, his appointee, the FCT Minister, Chief Nyesom Wike, who is one of the main architects of the crisis in the state, during a media chat, used the most uncomplimentary and derogatory remarks against PANDEF, and the revered leaders of the Niger Delta whom Mr. President had honoured as his guests at the State House.

    ” We noted with regret that till date, despite public outcry over that unwholesome attitude, there has been no caution on the said Minister to the knowledge of the Nigerian public.

    ” On 13th March, 2025, the Governor wrote to the State House of Assembly intimating them of his willingness, in compliance with the Supreme Court judgement and the directive of Mr. President to present his 2025 Budget to the Assembly on Wednesday, 19th March, 2025. The following day, 14th March, 2025, the House of Assembly announced that they were proceeding on an indefinite adjournment. It is curious that while on this adjournment, the House started impeachment proceedings against the Governor and his Deputy by issuing Notice of Gross Misconduct.

    ” On 17th March 2025, PANDEF wrote to Mr. President to express its frustration over the non-cooperative attitude of the Minister of the Federal Capital Territory and the House of Assembly in rebuffing all efforts by the Governor to present the 2025 budget in line with the Supreme Court judgement and Presidential directives.

    “It was quite alarming that on 18th March, 2025, the day before the Governor was due to present the budget, the President, H.E. Bola Ahmed Tinubu, GCFR, declared a State of Emergency in Rivers State, thereby unilaterally removing the Governor, his Deputy and the entire House of Assembly.

    ” This declaration of state of emergency totally negates the avowed positions of President Tinubu, as was widely publicised during his interventions in May 2013 when former President Goodluck Jonathan declared state of emergency in Borno, Yobe and Adamawa at the height of Boko Haram insurgency even without removing Governors.

    “At the time, President Tinubu, among other things described that decision as an “unmistakable conclusion of the existing ……. to muzzle elected governments of these states of what is clearly a display of unparalleled and diabolic partisanship geared towards 2015”.

    “Although reference has been made to the blow up of a pipeline which PANDEF condemns, the question is if this is the first time such occurrences had happened in Nigeria and even in the life span of the present administration. So, why militarise Rivers State, even before security forces have carried out investigations to determine the cause of what has happened and why use the incident as an alibi to declare a State of Emergency.

    ” Many Nigerian states, particularly in the North East, North West and North Central geopolitical zones live with daily assaults on their very existence. Yet, no state of emergency has been declared!

    ” Additionally, why declare a state of emergency when the Court of Appeal has just reserved its ruling on the fate of the 27 members of the House of Assembly which was pending before it and was not sufficiently concluded by the Supreme Court judgement and just few days when a Federal High Court sitting in Port Harcourt commenced hearing on same matter.

    3. Arising from the above, the BOT/NEC of PANDEF unanimously:

    ” Calls on the National Assembly led by the President of the Senate, Distinguished Senator Godswill Akpabio and Speaker, House of Representatives, Right Honourable Tajudeen Abbas and the entire members to show courage and be on the side of the truth by rejecting in its entirety this onslaught on democratic governance which has never been exercised with such brazenness.

    ” PANDEF as a respectable body of very senior and eminent citizens of this country representing the interest of the people of the South-South will continue to sue for peace and work with all sides and the Federal Government towards its attainment in Rivers State and the entire South-South zone.

    “PANDEF will continue to follow developments and take any other constitutional remedies open to it.

    Wike, Natasha and the explosions in the creeks – By Etim Etim

    Suddenly, the crisis in the Nigerian Senate has been replaced in the headlines by the state of emergency declared in Rivers State by President Tinubu and the resurgence of bombings in the creeks. Senator Godswill Akpabio is perhaps the happiest politician in the country today because of the respite he has just received. I understand that the ‘’Queen of the Senate’’ was already planning to give interviews to CNN; Al Jazeera and other cable networks to further ridicule the Senate President. She’s also been invited to make presentations at a few women events in Lagos and Abuja in the months ahead. But she’s had to shelve her media plans in view of the national mood and the shift in attention to Rivers; but is going ahead with her intentions to write to Western embassies in Abuja to report Senator Akpabio and advise them to register the Senate President as ‘’a serial sex offender’’. She’s a relentless fighter and she knows what she wants, one of her advisers told me.

    Meantime, continued explosions in the creeks of the Niger Delta will disrupt crude oil production and exports, and this would set the economy tailspinning into a chaos. The Nigerian economy has been experiencing its severest fiscal crisis in a generation and further commotions could trigger a recession – a nightmare scenario that is better imagined than experienced. The country has been struggling to go beyond a production volume of 1.5 million barrels per day, and with oil prices hovering between $70 and $77, a deficit of N13. 39 trillion in the 2025 budget, a recession will lead to hyper inflation; job losses; insecurity and political violence. Tinubu’s plan to achieve a $1 trillion economy by 2031 is increasingly becoming a mirage. Whosoever pushed Tinubu on this political path is putting him on the path to self-destruct. Did he see this coming or is he sleep-walking into it? Can Nigeria handle full scale uprising in the Niger Delta?

    Although his backers are quick to ascribe supernatural political powers to the President, he is clearly out of depth in his handling of the Rivers crisis. He has allowed a combination of bad politics, greed and the politics of 2027 to becloud his sense of judgement. Nyesom Wike was able to procure a bogus election result in favour of APC in the 2023 presidential election and that helped propel Tinubu into office, while Wike became his premier political ally. With another election coming in two years, there has been mounting revolts against the President from important political blocs in the North – a region that gave him an invaluable support he badly needed. The North claims that his draconian economic policies have worsened poverty in the region and his nepotism has denied the region of the patronage it’s used to. Desperate for a second term, the President has turned to the eight Southern States where his party is not in power for succor – four in South-South; three in South East and one in South West. He wants to railroad them into supporting him. Akwa Ibom Governor, Umo Eno is under severe pressure to decamp to APC, while the governors of Bayelsa and Delta have been told to pledge their unalloyed support for Tinubu. The sacking of Gov. Fubara and the House of Assembly through the emergency rule last night is deemed illegal by various constitutional lawyers, scholars and commentators, but it is an option preferred by the president’s strategists as the easiest way to capture the state.

    Dismantling the political structures in a state and imposing a military officer on the people is tantamount to a coup and Nigerians are expectedly aghast. Tinubu has imperiled this democracy and we have to stand up to him and resist this dictatorship. Says David Augustine, a Nigerian journalist who is studying for Ph.D in UK: ‘’ Tinubu has been pretending to be a progressive politician; a patriot and fighter for the causes of democracy. He has been pretending to be intelligent and pragmatic. But the veil has been lifted. He has unravels as a scheming, slimy dictator; an economic nitwit and a colossal, corrupt and nepotistic politician entirely fixated on feathering his political and economic nests at the expenses of the people and the nation’s wellbeing. He is unwittingly throwing the country to the pre-Yar’adua era of pipeline sabotage and the attendant near crippling economic stagnation – a situation deftly managed with diplomacy, responsibility, and clear-eyed sensitivity. It took the humility of President Yar’adua and his enormous personal integrity and trust capital to navigate the country through that era. Tinubu does not have the humility, the tact, the integrity, and the character to get the country out of a similar bind. Every step he takes now would be seen as the politics of 2027. Thus, the national consensus that helped to douse the tension just before the amnesty programme would be lacking. The president lacks the sensitivity to act with time. He is too steeped in politics to transform into a national leader and statesman. If care is not taken, his end would be catastrophic for the entire country. We pray we don’t get to that point. His misadventure in Rivers State must be keenly watched for its likely effect on the nation’’.

    When this crisis is finally over and the dust is settled (hopefully the roof won’t collapse on all of us), there would be enough admonitions for the key actors. For Nyesom Wike, your greed is your major undoing; for Tinubu, you cannot pretend for too long because you are neither Awolowo nor Ghandi and for Akpabio, ‘’the Queen’’ is not yet done; choose your friends more carefully; set and respect boundaries for your enemies are closer than you think.

    Tinubu lauds NASS for ratifying Rivers state of emergency

    President Bola Tinubu on Thursday lauded the National Assembly for ratifying the State of Emergency proclamation in Rivers State.

    In a statement by his spokesman, Mr Bayo Onanuga, the President described the decision as a crucial step in restoring stability.

    He highlighted that the prolonged political crisis had paralysed governance and jeopardised national economic security for more than 15 months.

    He commended the leadership of the National Assembly, including Sen. Godswill Akpabio, President of the Senate, and Rep. Tajudeen Abbas, Speaker of the House of Representatives.

    He also praised other principal officers and members for prioritising the security and welfare of Rivers people over partisan interests.

    The President also acknowledged the lawmakers’ careful review of classified security briefings, emphasising the urgent need for intervention to prevent further escalation.

    “The crisis in Rivers was at a perilous tipping point, threatening the security of vital oil and gas installations and undermining the national economy.

    “This emergency measure is a lifeline to safeguard livelihoods, secure critical infrastructure, and restore democratic accountability,” Tinubu stated.

    He affirmed that the six-month emergency would empower the newly-appointed Sole Administrator to stabilise Rivers, address systemic breakdowns, and facilitate dialogue among conflicting parties.

    The President further reaffirmed his administration’s commitment to working closely with the National Assembly to advance peace, economic resilience, and equitable development across Nigeria.

    “This decision exemplifies what our nation can achieve when unity of purpose and patriotism guide the actions of leaders. We remain steadfast in pursuing a safer, more prosperous Nigeria,” he said.

    Tinubu also thanked Nigerians for their understanding and urged all stakeholders to support the restoration of peace in Rivers.

    Tinubu orders investigation into karu tanker explosion

    President Bola Ahmed Tinubu has ordered an investigation into the tanker explosion that caused multiple accidents and fatalities in Karu, Abuja, on Wednesday night.

    In a statement issued by his spokesman, Mr Bayo Onanuga, the President extended his condolences to the families of those who lost loved ones in the tragic incident, which occurred during peak hours.

    Tinubu also instructed that the injured be given priority treatment at various medical facilities in the capital city.

    He directed security agencies, particularly those responsible for road safety, to pay closer attention to traffic around the entry and exit points of the city.

    The President prayed for the souls of the departed and for God’s comfort and strength for the families affected by the tragedy.

    BREAKING: House of Reps throw weight behind Tinubu’s emergency rule in Rivers, suspension of Fubara

    The House of Representatives has approved the declaration of a state of emergency in Rivers State, along with the six-month suspension of Governor Sim Fubara, his deputy, and all elected members of the assembly, as announced by President Bola Tinubu.

    The seal of approval for the president’s proclamation came via voice vote during plenary on Thursday.

    The Speaker, Tajudeen Abbas, who presided over the plenary, called on members to make their contribution during the consideration of the general principles of the President’s report.

    In his contribution, Benue lawmaker and Deputy Spokesman of the House, Philip Agbese recommended the setting up of a national mediation committee to broker peace between Governor Siminalayi Fubara and the Rivers State House of Assembly,which the House approved the prayer.

    On his part, the Minority Whip of the House recommended that the six-month suspension on the Rivers Governor and the State Legislature should not be cast in stone.

    “If peace is reached between the two parties, the emergency rule should be lifted before six months,” he said, a prayer the House also granted.

    The speaker had earlier read a letter from the President notifying the House of the declaration of a state of emergency in the state.

    Before the letter was read, the House dissolved into an executive session which lasted for about 10 minutes.

    Meanwhile, an attempt by the Abia lawmaker, Obi Agwuncha, to stop the debate on the general principles of the letter citing Section 305 (6b) of the Constitution, which requires that the House must have two-thirds of its members in plenary, was overruled by the Speaker.

    Former Vice President Atiku Abubakar, alongside prominent members of the ruling All Progressives Congress (APC), launched a new coalition against President Bola Tinubu as part of preparations for the 2027 general elections.

    At a press conference currently ongoing several opposition leaders have shown support, including Labour Party’s 2023 presidential candidate Peter Obi (represented by Yunusa Tanko), former Secretary to the Government of the Federation Babachir Lawal, ex-Kaduna State Governor Nasir El-Rufai, National Secretary of the Coalition of United Political Parties Peter Ahmeh, and Segun Showunmi, Convenor of the Alternative, among others.

    Some notable figures who could not attend, including former Governors Rotimi Amaechi (Rivers) and Kayode Fayemi (Ekiti), as well as former APC National Chairman Abdullahi Adamu, sent their apologies.

    Pension infractions: Reps summon CEOs of NPA, PTAD, FMBN, others

    The House of Representatives Committee on Public Petitions has summoned the Managing Director of Nigerian Ports Authority (NPA), Abubakar Dantaso to appear before it Thursday to answer queries on allegations bordering on withholding pensions of it’s retired staff.

    In a petition to the House, C. D. Ogbogu, on behalf of disengaged workers of the authority in May 2008, avered that the management of the Authority was yet to pay them their benefits and arrears of pension for fifteen years and also refused to enroll them into the approved pension scheme.

    Reacting, Chairman of the Committee, Mike Etaba noted that the case cannot go on without NPA stating their own side of the story.

    “The allegations are weighty and have apparently put some Nigerians through avoidable trauma. But it is only when we hear from NPA that we can determine what the issues are. That is why the Managing Director of the authority must come in person to clarify the situation. We hope he comes before we look for other means to compel his appearance” Etaba stated.

    In a related development, the committee has directed the Inspector General of Nigerian Police to bring the Managing Director of Federal Mortgage Bank of Nigeria, Shehu Usman Osidi and the Executive Secretary of Pension Transitional Arrangement Directorate, Tolulope Odunaiya to the House on Wednesday over non payment of pension and gratuity to some retirees twenty years after. ”

    We have been sending invitations to them for some time now and they have been ignoring us. We have no option than to weild the big stick. The police will bring them to the next sitting willy nilly. Look at these senior citizens and imagine what they are going through. These head of these government agencies will explain to Nigerians what is really going on” Etaba fumed.

    The committee also requested the Nigerian Police to arrest and bring one Ifeanyi Emenike, from Port Harcourt to the committee next week to answer charges of land grabbing and fraudulent activities.

    Why I gave Tinubu credit for best minister award – Umahi

    The Minister of Works, Sen. David Umahi, has given President Bola Tinubu credit his award as the best minister.

    Umahi said in a statement on Wednesday that Tinubu gave him the opportunity to serve Nigeria as a minister.

    The statement was signed by Mr Mohammed Ahmed, the Director of Press and Public Relations in the Federal Ministry of Works.

    Recall that Umahi, on Sunday, received the Minister of the Year Award at the Annual Silverbird Awards Night.

    The annual event honours individuals, who have made significant contributions to societal development.

    This year’s edition was the 20th.

    It held at the Eko Hotels and Suites, Victoria Island, Lagos.

    In the statement, Umahi praised Tinubu for mentorship, commitment, and prioritisation of Nigeria in all aspects of governance.

    He said that some roads had remained unbuilt for up to 50 years.

    “However, under the President’s leadership, new regulations for road construction have significantly advanced various abandoned and legacy projects.

    “Apart from undertaking numerous inherited projects nationwide, the current administration is embarking on four Legacy Road Projects cutting across all the six geopolitical zones of the country,” he said.

    The minister listed the legacy projects as the 700km Lagos-Calabar Coastal Highway, 1,068 Sokoto-Badagry (Lagos) Highway, 474km Abakaliki–Abuja Highway, and 420km Akwanga (Nasarawa State)-Jos–Bauchi-Gombe Highway.

    He said that the Lagos-Calabar Coastal Highway project and the Sokoto-Badagry Highway project were ongoing.

    According to him, the contract for Abakaliki–Abuja Highway project has been awarded while the Akwanga-Jos–Bauchi-Gombe Highway project is undergoing procurement process and will soon be awarded.

    Umahi said that he would remain committed to legacy-building and development of the nation’s infrastructure in line with the Renewed Hope Agenda of the Tinubu administration.

    NAN reports that Umahi dedicated the award to his family, the Minister of State for Works, the management and staff of the ministry and all Nigerians, who voted for him for the award.

    President Tinubu swears in Ibok-ete- Ibas as Rivers Sole Administrator

    President Bola Tinubu has sworn in Vice Admiral Ibok-ete Ibas (rtd.) as the Sole Administrator of Rivers State.

    The administrator was sworn in following a short meeting with the president on Wednesday afternoon.

    Tinubu announced the appointment of the retired naval chief at a nationwide broadcast on Tuesday, when he declared a state of emergency in Rivers State and suspended Governor Siminalayi Fubara, Deputy Governor Ngozi Odu; and the Rivers State House of Assembly members.

    Tinubu hinged his decision on Section 305 of the 1999 Constitution, saying he can’t continue to watch the political situation in Rivers escalate without taking any action.

    The suspension of Fubara and other democratically elected representatives has been expressly rejected and condemned by many eminent Nigerians, legal luminaries, groups including Atiku Abubakar, Peter Obi, Femi Falana, the Labour Party (LP), the Peoples Democratic Party (PDP), the Nigerian Bar Association, among others.

    However, the emergency rule has been praised by the pro-Nyesom Wike Assembly led by Martins Amaewhule, accusing Fubara of contravening the Supreme Court ruling on the political situation in the state.

    Ibas was the Chief of Naval Staff from 2015 to 2021. He was born in Cross River where he is from and had his early education there.

    The new sole administrator went to the Nigerian Defence Academy in 1979 from where he proceeded to have a successful career in the Navy, rising through the ranks to the very top.

    He is a member of the Nigerian Institute of International Affairs (NIIA) and the Nigerian Institute of Management.

    President Muhammadu Buhari who appointed him as Chief of Naval Staff conferred him with the National Honour of Commander of the Federal Republic (CFR) in 2022.
