UPU accuses Soldiers of aiding killings in Delta, calls for probe
The Urhobo Progress Union (UPU) has called on the President Muhammadu Buhari-led federal government and security authorities to probe allegations of partisanship on the part of soldiers drafted to quell crisis between Aladja and Ogbe-Ijoh communities in Delta State.
TheNewsGuru (TNG) reports, Aladja, an Urhobo community, and Ogbe-Ijoh, an Ijaw community, both in Delta State, have locked horns in crisis, running years, leaving several persons, including children reportedly killed.
President-General of the UPU Worldwide, Olorogun Moses Taiga, who was speaking against background of renewed clashes between the two warring communities in which over eight persons were feared dead, stated that “Soldiers were grossly partisan in the recent incidence by firing shots at helpless residents of Aladja”.
“For how long are we going to allow the breach of peace of peace and the disregard for the sanctity of human lives in these two communities because of other considerations not favourable to truth, justice, equity and peaceful co-existence?.
“I call on the federal government to investigate allegations that Soldiers were grossly partisan in this recent incidence by firing shots at helpless residents of Aladja, killing many,” Taiga stated.
He also called on Delta State Governor Ifeanyi Okowa to show political will and summon moral to, as a matter of urgency, resolve the lingering dispute between Aladja and Ogbe-Ijoh communities in Delta State.
The Leader of the Urhobo ethnic nationality frowned at allegations that certain individuals in high places are exacerbating the crisis, submitting that “such persons, if it is true, should search their consciences and be warned that history and the Creator will be unkind to them for any role they play in the wanton killings and destruction.
“This dispute has lingered for too long and has taken much blood, lives and property. I call on the State Government led by Governor Ifeanyi Okowa to show political will by looking at the reports of the various committees set up to look into the dispute and carry out their recommendations fearlessly.
“Governor Ifeanyi Okowa should etch his name into the golden books of history by resolving this crisis permanently by upholding the tenets of truth and justice, no matter whose ox is gored,” he said.

No blood is worth any politician’s ambition – UPU
As the 2019 general election is fast approaching, the Urhobo Progress Union (UPU) has warned no blood of any Urhobo sons and daughters is worth the ambition of any politician.
TheNewsGuru (TNG) reports President General of the Union, Olorogun Moses Taiga, gave the warning on Sunday while congratulating candidates who have conclusively secured their parties’ nomination to contest in the general elections.
While maintaining that the UPU is the sociocultural umbrella body of all Urhobos worldwide, he reiterated commitment that the UPU will work with the political class, irrespective of party leanings, to move the Urhobo Nation forward.
Olorogun Taiga also advised Urhobo sons and daughters vying for various political offices to put the interest of the Urhobo Nation first, and above personal interest.
“I recognize the passion and the competitive nature associated with the nomination process, but I advise all the contestants across political parties to follow due process, avoid rancour and any act capable of dividing or weakening the position of the Urhobo Nation.
“The precious blood of Urhobo sons and daughters should also not be shed to actualize any political ambition,” he stated.
He further urged all contestants to go and sell their programmes to the people in other to get their support.
However, he advised that such programmes should lead to the enhancement of the wellbeing of the people and improvement in the socioeconomic environment of the Urhobo Nation.

Dafinone: Okowa says Urhobo, nation, lost a gem
Gov. Ifeanyi Okowa has condoled with the leadership of Urhobo Progress Union (UPU), and the Urhobo nation over the death of Chief David Dafinone.
The governor said that the late second republic Senator, who died at 91, lived exemplary life and left worthy legacies.
Okowa, whose condolence was conveyed in a statement by his Chief Press Secretary, Mr Charles Aniagwu, said Dafinone was an accomplished accountant, administrator, politician and elder statesman.
He commiserated with the Urhobo nation, Okpe kingdom, the Dafinone family and friends over the sad incident.
He said that Dafinone’s demise had deprived the nation of the wisdom and wise counsel he had always brought into service.
Okowa said that as a former Senator Dafinone’s sacrifice and contributions to national development as well as his huge investments in agriculture in the state would be fondly remembered.
“As Deltans and Nigerians mourn the illustrious Urhobo leader, I, Gov. Okowa convey my heart-felt condolences to his family, the people of the Delta Central Senatorial Zone whom he ably represented in the Senate.
“As they mourn his death, I urge Chief Dafinone’s family, relatives and political associates to be comforted by the knowledge that he lived a worthy and exemplary life, leaving behind worthy legacies that will assure his place in posterity,” Okowa said.
The governor said that his family’s world record, of having most chartered accountants, still remained unbroken untill his death.
He prayed that God would receive his soul and comfort all his loved ones.

State of the nation: Urhobo nation takes stand with PANDEF, present demands [Statement]
Gentlemen of the press, I welcome you all to this briefing to discuss with you issues pertaining to the welfare of the Urhobo People in the context of the progress of Nigeria.
First, however, let me introduce to you the Urhobo Nation and its principal cultural agency, Urhobo Progress Union, which I currently head as President-General.
Founded in 1931 to meet the development needs of the Urhobo people, who represent the fourth (4th) largest ethnic nationality of our country, Urhobo Progress Union is arguably the oldest socio-cultural organization in Nigeria. UPU has spearheaded the campaign for the progress of the Urhobo people from British Colonial Times to the present time, including the founding of the famous Urhobo College, Effurun, in 1948. That campaign for progress has continued to the present time as my administration of the UPU strives to build an Urhobo University and introduce a micro-finance bank into Urhoboland.
We are aware that there are aspects of the welfare needs of the Nigerian People that can only be handled by Constitutional changes. However, we are equally aware that the President of Nigeria is empowered by the Constitution to make necessary changes and introduce policies for the welfare and good governance of our beloved Country. It is in the context of that awareness that we address the following issues to your attention in respect of the Urhobo people:
1. Restructuring of Nigeria
There has been a great deal of discussions and contributions by various Nigerian Communities to the need to restructure our constitutional form of governance. What the Urhobo Nation, like the rest of the South South is asking for is restructuring, politically and economically to have a true federation. I stand with PANDEF on the implementation of the 16 point demand of the Niger Delta people, which was presented to President Buhari in 2016. Wealsotold President Buharithis muchwhen he granted audience to the Urhobo Progress Union and Urhobo Traditional Rulers last month. The Urhobo people have on their own prepared a paper titled “Urhobo Positon on Restructuring Nigeria” on this subject. We attach it to this address.
Meanwhile, we urge the Federal Government to honour the principle of Federal Character, which respects the unique needs of Nigerian Peoples. We fear that the principle of federal character has not been fairly applied to the Urhobo people. For instance, we think it is wholly unfair that in the Government of more than 30 Ministers there is not a single Urhobo appointee as a Minister – despite the fact that Urhobo must be counted as one of the principal ethnic nationalities of Nigeria, in terms of its contributions in scholarship, commerce, industry, sports and entertainment. We believe we have excellent candidates who will serve faithfully and competently in the Government as Ministers. We urge the government to consider this matter urgently.
2. Oil Industry
There is little doubt whatsoever that Urhoboland has been one of the major contributors to Nigeria’s oil wealth. Urhobo is the largest onshore producer of Oil and Gas in the Nation. Despite that fact, it is distressing that no Urhobo person owns a marginal field, or has been appointed into the Board of NNPC. We ask the President to use his good offices in appointing an Urhobo man to the Board of NNPC, as well as allocating marginal fields to competent Urhobo oil businessmen.
3. Federal University of Petroleum Resources (FUPRE)
We believe that the establishment of FUPRE in Uvwie in Urhoboland is a wise venture. It is the only Petroleum University in the whole of Africa. We thank the Federal Government of Nigeria for locating it in our land.
However, this institution is facingfundingproblems that only theFederal Government can resolve. The underfunding of FUPRE is crippling the development of the University. We strongly urge His Excellency to quickly intervene in this matter so that this vital institution will rise to its mission. Any considerations for including the financial needs of FUPRE in a Supplementary Budget will be most welcome and appreciated by the Urhobo people. This issue was raised with the President during our courtesy visit to the Villa, last month.
4. Representation in the Federal House of Representatives
We wish to bring to the attention of the President the disturbing fact that Urhobo is under-represented at the Federal House of Representatives. In comparison with other Constituencies in Eastern and Western Niger Delta, Urhobo’s representation by three members is unfair. In terms of population per constituency, Urhobo should be represented by not less than six members of the House of Representatives.
We understand that the President cannot change this by himself; but we urge that the President should take this imbalance into account in addressing the ills against the Urhobo Nation, and in allocating resources.
5. Proposed Riverine Bill
Urhobo Progress Union understands that there is a Riverine Bill that is being consideredintheParliament. Wewish toemphasiseto thePresident that manyNiger Delta Rivers flow through Urhoboland into the Atlantic Ocean. Any riverine policies on Nigeria’s Upland Rivers will ultimately affect the well-being of our people.
We, therefore, ask that our leaders should be closely consulted on any bill that will affect the waterways flowing through Urhoboland. We ask that the President and Parliament should note our interest in this matter.
6. Unused Military Lands in Urhoboland
Urhobo people have been generous in allocating lands for use by the Nigeria Armed Forces, particularly in Uvwie Okpe and Oghara Kingdoms. A good amount of lands that were so allocated have not been used by the Armed Forces. We understand that in many instances parcels of lands allocated for use of the Armed Forces have now been converted for private and commercial use.
Urhobo Progress Union believes that this is wrong practice. We urge thatany unused land should be returned to the Community which donated it to the Armed Forces. We await the immediate intervention of the President in this matter; as he promised us last month, at the Villa visit.
7. Herdsmen Menace
This thorny issue of herdsmen’s cattle grazing on farmlands – especially in Uwheru, Avwraka (Abraka), Ughelli and Eku Communities; has become a matter of major concern to Urhobo Progress Union and Urhobo Leadership, in large part because it has resulted in many instances of the killing of innocent farmers. This is of course a broader problem affectingmany communities inSouthern Nigeria. SomeStates have enacted their own Legislation against uncontrolled grazing in farmlands.
While it is true that the livelihood of the herdsmen should be a factorto be considered by theFederalGovernment, wewish to makeit clear that thelivelihoodof our farmers are now under threat from this uncontrolled grazing that has involved the deliberate killings of farmers who have done nothing wrong but to go to their farms. We believe that it is the obligation of the Federal Government to protect farmers who ply their livelihood in their farms from armed killers, whether they are from inside or outside Nigeria. In the long run, uncontrolled grazing in farmlands is unsustainable. We urge the Federal Government to find a solution to this problem.
Meanwhile, as a matter of urgency, we ask that these Urhobo farmers and their farmlands should be protected from the ravages of uncontrolled grazing and its associated violence. As a consequence, in many of these Urhobo communities,
villagers now live in hunger, fear and total intimidation — leading to unnecessary food crisis.
8. UPU TAKE ON THE PROPOSED REFINERY IN KATSINA
I do not grudge the president or the government for proposing a refinery in Katsina or any other place forthat matter. Butthe Urhobo Nation wants the Refinery in Ekpan to function optimally. We also want modular refineries to come on stream in Urhobo land. We want the gas plant and other companies located in Urhobo and environs to function to improve the local economy. Also, other existing refineries should be made to function optimally before government thinks of building new ones. But ideally, I feel the government should such huge projects to the private sector and only act as an enabler, especially in this era of privatization and private sector-driven economy.
9. THE LOCK DOWN OF LAGOS
During our visit to the president, we requested for the Nigerian Navy to surrender nine-tenth of the Sapele Port, which is currently idle for commercial activities. The Sapele Port was handed over to the Nigerian Navy some time ago, it is currently using only 10 percent of the Port. If the Sapele, Warri and Koko are made functional, the pressure on Lagos ports will be less. The economy of Delta State will also be boosted with employment being generated for thousands of our people. The chain impact will be much.
Finally, we do want to subscribe to the President’s higher principles of governance that involve fighting corruption and terrorism in our Country. Both of these vices eat up the fabric of public morality and eventually weaken a nation’s capability to survive major crises in its history.
We understand that the business of government is hard. We pledge that the Urhobo people and their cultural agency, Urhobo Progress Union, will assist any government of Nigeria that upholds the higher these principles. We pray that God will protect the country.
Long Live the Federal Republic of Nigeria! Long Live Urhobo Progress Union!!

Omo-Agege: Taiga urges Senate to discontinue appeal
The President General of Urhobo Progress Union (UPU), Olorogun Moses Taiga, has urged the Nigerian Senate to discontinue its appeal against the victory of the Senator representing Delta Central Senatorial District, Obarisi Ovie Omo-Agege.
This is coming even as Olorogun Taiga congratulated Senator Omo-Agege on his victory, saying it was not only a victory for the Senator alone, but the entire Urhobo nation.
TheNewsGuru reports the Senate filed a notice of appeal and a stay of execution on a High Court judgement nullifying the suspension of Senator Omo-Agege at the Abuja division of the Federal High Court.
The Federal High Court in Abuja had nullified the suspension of the Delta Central Senator by the Senate describing the action as unconstitutional, after the Senator instituted a suit challenging his suspension.
Taiga, while speaking with newsmen at the weekend, said the Urhobo nation was being denied representation at the red chambers and that there is an urgent need for the leadership of the Senate, especially Senate President Bukola Saraki to see to it that Senator Omo-Agege is immediately recalled to take his rightful place in the upper chambers.
Omo-Agege was suspended for 90 days by the Senate after he accused his colleagues of working against President Muhammadu Buhari by amending the electoral act.
The Senate said the suspension was not because of Omo-Agege’s comments on the election re-oreder but for his move of approaching the court over the matter.
Nullifying the suspension of the Delta Central Senator, Justice Nnamdi Dimgba held that while the National Assembly had the power to discipline its erring members, the premise on which Omo-Agege’s suspension was anchored was illegal.

Omo-Agege’s suspension unacceptable to Urhobo – Taiga
The President General of the Urhobo Progress Union Worldwide, Olorogun Moses Taiga, has urged the Nigerian Senate to immediately lift the suspension placed on the senator representing Delta Central Senatorial District, Ovie Omo-Agege.
Olorogun Taiga, who made this plea in a press statement, said the Urhobo Nation, the fourth largest ethnic group in Nigeria, could not be without representation in the senate for such a long and critical time.
“Senator Ovie Omo-Agege is the only senator representing the entire Urhobo Nation. For him to be absent at this critical time is unacceptable to the Urhobos.
“Elections are almost here, we are discussing the way forward for Nigeria and there are many other critical issues, including the invasion of Urhoboland by Fulani herdsmen.
“We need Senator Omo-Agege in the senate to protect and defend the Urhobo interest we sent him there to do.
“All the UPU is asking for is the reinstatement of Ovie Omo-Agege and the UPU is ready to work with the senate to ensure his prompt recall,” Olorogun Taiga added.
Olorogun Taiga said the Urhobo Nation was the greatest loser in the suspension of Senator Omo-Agege and urged all Urhobos, irrespective of political affiliations and whatever would have happened before, to work towards the lifting of the suspension.
It would be recalled that the senate suspended Senator Omo-Agege for 90 legislative days last week.

The President-General of Urhobo Progress Union (UPU) Worldwide, Olorogun (Dr.) Moses Taiga, has disclosed that the Okugbe Microfinance Bank being put together by the UPU for Ewheya (Urhobo women) will take off this year.
Olorogun Taiga also disclosed that the Mukoro Mowoe University being facilitated by the UPU will also take off as soon as the National University Commission grants its approval.
In a New Year message to the Urhobo Nation, the UPU PG assured that the Urhobo umbrella body under his leadership remained focused in its mission to deliver on its promises and urged the Urhobo People to work together with the UPU to ensure a greater Urhobo land.
Olorogun Taiga said, “I congratulate Urhobo people worldwide, and indeed Nigerians, for successfully navigating 2017.
It is my hope and belief that, as a more united people with love, peace, understanding and cooperation among us we will certainly achieve better and greater things in 2018 and beyond.
May the Year 2018 be a prosperous, productive and happy one for us all, the UPU PG concluded.

Delta state finances record improvements in the past two months – Gov. Okowa
Delta State Governor, Senator Ifeanyi Okowa has said the finances of the State have begun to improve in the last two months, urging the people of the Niger Delta to sustain the prevailing peace in the region.
The Governor revealed this at the weekend while delivering an address at the 2017 edition of Urhobo Day celebration organized annually by the Urhobo Progress Union (UPU).
“It behoves all political, business, community, youth leaders as well as the traditional institutions to ensure that the peace we are currently enjoying in the Niger Delta is sustained, because, with the resumption of oil export from the Forcados Trunk, the finances of the State have begun to improve in the last two months.
“Maintaining peace in the region will greatly boost the economy and enhance our capabilities to deliver on all on-going and new projects, and ultimately bring joy to Deltans,” the Governor said.
He went further to say, “our people need to realize that it is the economy of the State that suffers more when oil installations are vandalized, leading to disruption in oil production and export and I urge opinion moulders to impress it on the youth in our communities to please stay calm, and embrace the opportunities available in our job creation programmes”.
The Governor praised the UPU for organizing the event, “which is geared at promoting love and unity in the Urhobo nation”.
“The UPU has acquitted itself as one of the few credible, reputable and enduring socio-cultural organizations with clear focus, unambiguous objectives, proven track record and visionary leadership and I am firmly persuaded that we need more of such upstanding socio-cultural groups to celebrate our cultural diversity, enhance inter-ethnic harmony and advance community development,” Okowa said.
The Governor who expressed his belief in one Delta said, “I am firmly persuaded that the creation of Delta State was not an accident of history or a product of political miscalculation but, divine providence at work”.
He emphasized further to say, “I have every reason to consider myself as part of the Urhobo nation; the acceptance and goodwill I received prior to and during the 2015 governorship election were unprecedented and, indeed, humbling; I won majority of the total votes cast in Delta Central, sparking widespread jubilation of a new dawn of unity and progress in Delta State”.
“My victory was possible because the Urhobos believed in my pan-Deltan ideology and historical antecedent of building bridges and forging political alliances across ethnic barriers and beyond primordial considerations,” the Governor who arrived the venue of the event with former Governor of the state, Chief James Ibori said.
Earlier in an address, the President-General of UPU worldwide, Olorogun (Dr.) Moses Taiga, reeled out the achievements of the UPU, and commended the Governor Okowa’s administration for providing the enabling environment for different ethnic groups in the state to work in unison for the development of the state.
The high point of the event was the unveiling of Urhobo language curriculum for schools.

‘Lead by example,’ Says Taiga to Omoko, other elected executives of Urhobo youth wing
President-General of Urhobo Progress Union (UPU), Olorgun Moses Taiga has commended the peaceful disposition of voters and contestants during the election of the new executives for the union’s youth wing.
Taiga advised the new executive of the youth wing to lead by example and see their victory as a call to service.
“For once after so many years, UPU is conducting an election of its youth’s wing.
“As you all know, in any election there must be complaints here and there. But we are going to accommodate everybody that is ready to work with us,” Taiga said.
In the election which was held yesterday, Mr. Nicholas Omoko emerged the new President-elect of the Urhobo Progress Union (UPU) youth wing.
The apex social cultural body of Urhobo nation conducted the election at its administrative building called Urhobo Cultural Hall in Okere, Warri South Local Government Area of Delta.
The voting was conducted in the presence of the UPU Secretary, Mr Ese Owei, who represented the President-General of the Union, Mr Moses Taiga.
The winners of the other three positions contested for are Mr Jeferey Ovie (Deputy President), Mr Joseph Adjari (Secretary- General) and Solomon Okoh (Publicity Secretary).
In his acceptance speech, Omoko, the UPU (Youth Wing) President, commended the electoral committee for the successful conduct of the election.
Omoko also thanked the monarchs in the Urhobo nation for giving them the opportunity to contribute their quotas to the development of the kingdom.
“We are going to work with the parent body to ensure that the Urhobo language is studied in our higher institutions.
“We have discovered that the Urhobo language is going into extinction and we are not going to sit down and fold our arms.
“We are going to do all that we can to ensure that we revive the Urhobo language,” Omoko said.
