Technical glitch: JAMB reschedules UTME in Kaduna

The Joint Admission and Matriculation Board (JAMB) has rescheduled the Unified Tertiary Matriculation Examinations (UTME) for some candidates at the Christ Ambassadors College, Sabon Tasha, Kaduna Centre, due to technical hitches.

Many candidates could not sit for the examination at the centre on Tuesday, resulting in complaints from some of the candidates and their parents.

A NAN correspondent who monitored the exercise on Wednesday, reports that only 150 candidates wrote the examination in the first batch, and 100 each in the second and third batch.

This amounted to 350 candidates as against the 750 per day, with 250 candidates expected to write the examination per batch.

One of the candidates, Francis Patrick, told NAN that he was scheduled to write the examination by 12 p.m. on April 25.

Patrick, however, said that as at 12:00 p.m., those that were supposed to write the examination at 6:00 a.m. and 9:00 a.m,  were still writing because they did not start on time.

“We also heard that some of the computers were logging some candidates out while they still had time remaining to finish the examination.

“I stayed till 6:00 p.m. and eventually could not write the examination. I came this morning only to be told some of us that could not write yesterday were asked to submit their examination slip.

“Now, I do not know what to do,” he fumed.

Another candidate, Veronica Isuwa, said she was supposed to write the examination at 9:00 a.m., but was rescheduled for the following day.

Debora Eze, also a candidate, told NAN that she was supposed to sit for the examination on Wednesday by 12:00 p.m. but was told that the systems could only accommodate 100 candidates.

“They asked us to wait for further instructions, so we are waiting”, she said.

Responding to the issue, the JAMB Supervisor at the centre, Mrs Balkisu Abdullahi, explained to NAN that the server could not accommodate 250 computers at a time, as planned.

Abdullahi said that candidates who missed the examination on the first and second day, were asked to submit their examination slips to enable JAMB reschedule their examination to another day.

She regretted the technical hitches, adding that JAMB was working with the centre management to address the issue, just as she assured parents that no child would miss the examination.

She advised parents to guide their children and inculcate good morals in them, saying that coming to examinations with knives was unacceptable.

“The situation on Tuesday was terrifying as some of the candidates were wielding knives and threatening us when we were explaining the technical hitches and what we intended doing to remedy the situation.

“The parents did not also help the issue when rather than calming their children, some of them were shouting at the top of their voice, threatening to take legal action against JAMB,” she added.

On her part, the School Manager, Mrs Tosin Akinpeloye, explained that the technical hitches occurred because the JAMB server was upgraded to work well on computers with Co i7 processors.

Akinpeloye said that school computer center had 260 laptops and 20 desktop computers but running on Co i5 processors, adding that a server that would accommodate all the computers had been brought.

“I assure you that all the candidates that will write the examination on Thursday will do so without a hitch,” she said.

The situation was, however, different at Kaduna State University centre, where the JAMB Coordinator, Mr Benedict Opke, said that the facilities were working perfectly and the candidates well behaved.

One of the candidates at the centre, 15-year-old Favour Bamiboye, who wants to become a doctor, said that the examination went smoothly without a hitch.

Similarly, some of the candidates who wrote the examination at Queen Amina College centre, commended JAMB, and the school management for a hitch-free exercise.

“This is the first time I am writing the UTME, and I am impressed because everything went smoothly,” one of the candidates at the centre, Hafsat Abubakar has said.

2023 UTME: JAMB sends message to candidates who missed exams

JAMB has rescheduled examination for candidates who technical challenges prevented them from writing the Universal Tertiary Matriculation Examination (UTME) on Tuesday.

The board’s spokesman, Dr Fabian Benjamin, made the declaration in Abuja on Tuesday after the board’s management meeting at the close of the first day of the examination.

“Following the announcement, candidates who for technical reasons could not take the examination are to print new examination notifications early on April 26 to know their rescheduled sessions.

“It is to be noted that about 100 centres out of the 708 centres participating in the 2023 UTME experienced technical challenges that prevented the candidates from taking the examination,’’ he stated.

Benjamin reiterated JAMB’s determination to deploy world-class assessment in line with global best practices to deliver quality assessment and regretted any inconveniences experienced by candidates and their parents.

He added that challenges encountered arose from some novel features deployed by the Board to safeguard the sanctity of the examination to checkmate examination misconduct being perpetrated.

“The Board reiterates the commitment of its technical team working round-the-clock to ensure that Wednesday’s exercise is devoid of hitches.

“Meanwhile, the Board assures Nigerians that no candidate would be denied the right of taking his or her examination.

“If any challenges are experienced, candidates would be rescheduled to take the examination on the next available date and space,’’ Benjamin stressed.

JAMB conducts hitch-free UTME in Ekiti

The Joint Admission and Matriculation Board (JAMB) says it recorded a hitch-free Unified Tertiary Matriculation Examination (UTME) in the State.

The board’s Acting State Coordinator, Mr Ebenezer Owolafe, said this in an interview in Ado-Ekiti on Tuesday.

Owolafe said the board had put  necessary measures in place to ensure that the exercise was smooth and without system malfunction or other difficulties.

He also said that the introduction of technology and other innovations by the board had made the examination much easier for candidates.

He said that in all the 12 centres he  monitored, there was no issue of examination malpractice.

“The server and system were in good form for the candidates to write their examination,” the state JAMB chief told NAN.

He said that the board initially planned three sessions but later made it four this year in order to accommodate candidates that had problems to enable them to sit for the examination.

Some of the candidates interviewed commended JAMB for a hitch-free exercise, saying the examination commenced early as planned and without any system malfunctioning.

A candidate, Miss Bidemi Adebayo, said that the invigilator had to explain to some candidates how to handle the mouse and keyboard before the examination commenced.

A cross-section of parents, who spoke with NAN on their impression, thanked JAMB for putting adequate arrangements in place to ensure that the examination went on smoothly.

One of them, Mrs Kemi Adigun, expressed delight over the smooth and peaceful conduct of the examination.

Adigun, however, berated some female candidates for their alleged indecent dressing.

According to her, it got to a point that security men at a centre sent the affected candidates home to dress properly and come back for the examination.

She advised parents to always  monitor their children, especially their mode of dressing, before they leave the home.

Contributing, the Commandant of the Nigeria Security and Civil Defence Corps in the state, Mr John Fayemi, expressed happiness that some of the past shortcomings had been corrected by the board.

Fayemi said his officers and men were deployed in all the centres to ensure a hitch-free exercise.

  • 2023 UTME begins amid technical glitches

2023 UTME begins amid technical glitches

The 2023 Unified Tertiary Matriculation Examination (UTME) commenced nationwide today amid technical issues reported by candidates and parents.

TheNewsGuru.com (TNG) reports UTME is organised by the Joint Admissions and Matriculation Board (JAMB).

Candidates, parents and JAMB officials shared divergent experiences and opinions on the commencement of the examination.

Some 1.5 million candidates are expected to participate in the exercise nationwide, using a total of 740 centres for the all Computer Based Test (CBT).

Correspondents who visited some centres across Lagos report that accreditation of candidates for the first batch (8 a.m.) commenced in centres visited at 6:30 a.m,  with different experiences recorded during the process.

At the WAEC Test and Training Centre (WTTC) in Ogba, a JAMB Supervisor, Mr Umar Hassan, told NAN that the process had been seamless, adding that the entire systems/ backups and personnel for the process had been performing well.

“I must say that so far for this day-one, everything has been going as expected. We will be having three sessions today.

“For this first session, we expected 250 candidates to participate in the examination but only 229 turned up, while 21 were absent. They started at 8: a.m. and ended at 10 a.m.

“We started our accreditation by 6:30 a.m. and it was seamless. No impersonation nor any infraction recorded. The systems in place for the examination are in excellent state.

“The services of the Centre administrator and all other staff on ground for the conduct of this examination have made the entire process very seamless. They have done a great job.

“The second session commenced at 11 a.m. with about 244 candidates verified so far, out of the expected 250 too. My expectation is that the entire process is going to be well, considering what I have found on ground in this particular centre.

“With my experience in some other centres I have been privileged to work with in the course of this examination in the previous years, the case of this centre is an exception.

“It is a great centre and if you ask my opinion, I will say it should be a model of other centres so that candidates, JAMB and all other stakeholders would also enjoy a worthwhile experience in examination conduct,” he said.

At the Wisdom House Centre on Yaya Abatan, sling College road Ogba, it was not an entire pass mark as there were a few hitches occasioned by the system.

An official at the centre who pleaded anonymity said that some systems failed to function just before the commencement of the examination.

He however noted that the issues were taken care of almost immediately by the resident monitors.

According to him, aside the initial technical hitch, the exercise so far, had been seamless, noting that the accreditation of candidates commenced at exactly 6:30 a.m.

At the Florin High School, off Idimu Road, Ejigbo, students scheduled for the second session at 9.00a.m. did not start until 11a.m. due to some network issues.

One of the students, who sought anonymity, said they were kept waiting in a hall until the issues were resolved and then they went in to write their examination.

Parents and other students for later sessions were seen seated under canopies outside as the students went in for their examinations.

Mr Adam Adedimeji, a Roving Group Member of JAMB in Lagos, emphasised the need for both parents and candidates to ensure that they identify their respective centres days ahead of the examination,

According to him, this is to avert situations whereby candidates go to the wrong centres on the day of the examination or arrive late for difficulty in identify it.

He also noted that there was the need for JAMB to consider using only centres with enough space to host the examination.

“Like in this Wisdom House, it looks crammed up. Because of lack of enough space, candidates are sitting directly under the sun as they await their turn for the examination.

“There needs to be enough space to mount as many canopies as possible to accommodate all the candidates, as they wait for their time to get into the examination hall.

“They are going in for an examination and therefore, need to be psychologically ready or be in a good frame of mind,” he said.

At the WAEC International Centre Agidingbi in Ikeja, some candidates  who participated in the examination lauded the exercise, describing it as a success.

According to Mary Ibe, one of the candidates, the systems were in excellent form, which facilitated the conduct of the examination.

Joke Fawehinmi, another candidate, lauded organisers of the annual examination for the strides and efforts made in ensuring that the process was hitch-free.

UTME: Candidates, parents decry system malfunction, technical glitches

More candidates and their parents decried the system malfunction and technical glitches that characterised the conduct of the 2023 UTME, which started on Tuesday.

They spoke with NAN in Ibadan, calling on JAMB to find solutions to the problems faced by some candidates who were unable to write the examination due to the glitches.

A parent, Mrs Jumoke Ajayi, said: “The systems were not working, the first batch that went in for the examination at 6.30 a.m were unable to access the examination as most of them went home crying and wailing.

“Some candidates scheduled for 6.30 a.m were still inside while those scheduled for other sessions as at 9.00 a.m and 12 noon were waiting.

“The candidates experienced the same problem during the mock examination. One would have thought that things should have been taken care of at this same centre, PEFTI CBT Centre, Sango.”

Another parent, who simply identified himself as Mr Ladipo, said 80 per cent of the candidates scheduled for the early morning session were unable to write the examination.

Ladipo wondered what their fate would be as many of them were seen crying uncontrollable at the CBT centre.

One of the candidates, Idris Raji, said the computer systems including laptops were not working properly at his centre.

Raji said that many candidates due to the technical glitches were unable to write the examination.

“I was one of the few lucky candidates who were able to access the examination, even at that, the system keeps prompting us to reconnect.

“This is a limiting factor as time was already going and this issue would not be considered by JAMB as it is not aware of what we were faced with here.

“We are really suffering as candidates,” he said.

Responding to the complaints, Mr Ayobami Adeoyo, PEFTI CBT official, said the situation had been brought under control.

“We had issues at the first session, but we are able to overcome them by God’s grace and those affected would be rescheduled.

“We have put down their names and this will not affect other sessions,” Adeoyo said.

At Yinbol College, Orogun in Ibadan, parents also complained about conduct of the examination which they described as not satisfactory.

The official, who spoke to NAN under anonymity, said aside the generating set, which broke down due to a belt that snapped, the exercise has been going on smoothly.

“We have already accredited the second batch who are seated for the commencement of the examination, while we are also accrediting candidates for the third batch.

“We have 250 candidates sitting for the exam per batch and we are having three sessions a day and that is how it will be for the four days the examination will be held,” the official said.

Earlier, the JAMB Zonal Director, Ibadan, Mrs Olajumoke Adeleke said, “We have peaceful exercise, everything is calm, we thank God.”

Adeleke said there were 39 centres in Oyo State and technical issues had been sufficiently taken care of.

The University of Ibadan Distance Learning Centre was part of the CBT centres delisted in the state.

Candidates, officials in Abuja share experiences

Meanwhile, in Abuja, a visit by a correspondent to some of the CBT centres revealed that the examination was free from technical hitches.

At Global Distance Learning Institute, opposite the Ministry of Finance, Central Business Area, Abuja, it was observed that as of 6:50 a.m, candidates were already waiting for the examination to start.

It was also observed that the first session of the examinations that was to commence at exactly 8:00a.m, did not start until few minutes before 9: 00a.m.

However, when asked why the candidates were still waiting, an invigilator, who simply gave his name as Rilwanu, revealed that the time was moved from 8:00 a.m to 8:30 a.m as they were awaiting orders from JAMB headquarters.

Meanwhile, one of the High Opinion Leaders for the examination, Mr Abdulrahman Balogun, said there were no technical hitches but the little delay was from JAMB headquarters.

”I have been to some centres this morning from Jikwoyi, Karu to AYA and now at the Global Distance Learning Institute.

”At this centre, they are to have three sessions, the first session is to start at 7:00a.m and students were expected to arrive at 6:30am. The second session is to start at 9:00a.m, while the third session starts at 11:00 a.m.

”We had some little delay at this centre, the examination that ought to have started at 7:00 a.m did not start and when asked I was told it was not due to any technical hitch but they were waiting for signal from JAMB headquarters.

”As you can see, the examination is going on unhindered, 200 candidates are expected to sit for the first session but out of this, 183 were accredited, 16 absent and one unverified,” he said.

Balogun, who said that candidates in the second batch had been screened to ascertain their centre, commended the process saying that close to 99 per cent success in terms of orderliness, smoothness and arrangement was recorded.

Speaking on the high turnout of parents loitering the examination centre, he advised parents to avoid obstructing the process of the examinations.

”Parents will continue to be parents, some will say they will come along with their children because of security reasons.

”Some say they are still children and the truth is these are children. You cannot blame them but they should not interfere with the process or conduct of JAMB examination.

”It is their fundamental right to stay outside the gate but they should not come in and obstruct the exams,” he said.

A correspondent also observed the distribution of Bibles by Gideon International, to candidates at the CBT centre, however, Balogun condemned this act as it was capable of distracting the candidates.

He, therefore, called for intervention, so that this would not cause friction as leaders continued to preach religious tolerance.

He commended the board’s Registrar, Prof. Ishaq Oloyede, for the introduction of technology in the conduct of its examinations, adding that this had helped to curb malpractices in the system.

Some of the candidates, who spoke with NAN after their examinations, commended the process and prayed for the sustainability in future examinations.

Mr Hassan Usman, who attempted the examination for the third time, praised the board for the hitch free experience.

”I thank God for the examination, though at first, the computer did not show us the questions to answer, we complained and immediately this was corrected.

”Since then we did not experience any hitch. This is my best examination because from the last two examinations I wrote, there were usually technical fault, which prevented me from gaining admission into tertiary institution.

”But with this I am happy, there is an improvement in the conduct of the examination from registration to mock and the main UTME. I am hopeful to get admitted into my school of choice this year,” he said.

In the same vein, at the Futuregate CBT Centre 2, in Ado, Nasarawa State, Mr Timothy Abuga, a Supervisor, said that there were no hitches with conduct of the examination.

According to him, the Futuregate CBT Centre 2 is a full centre, with a reasonable number of candidates on ground and so far, we don’t have any issue with the conduct.

”We are expecting more than 250 candidates for the exam. The network is encouraging and the centre too is conducive for candidates.

Also, Mr Samson Ichimso, a candidate, who had written the examination in 2022, expressed satisfaction with the 2023 conduct, saying that this year’s examination is more preferable.

”Last year, my score was very poor, but I believe this year’s own will be better because there is no network issue and the examination worked smoothly,” he said.

The story from candidates at the Futuregate  CBT Centre 1 and the Zinaria CBT Centre in Mararaba, were not different from that of the Futuregate CBT Centre 2.

Recall that no fewer than 1.6 million candidates would be writing the 2023 Unified Tertiary Matriculation Examinations (UTME) in about 600 approved CBT centres across the country.

This is contained in a statement by the board’s Head, Public Affairs and Protocol, Dr. Fabian Benjamin in Abuja on Sunday.

Benjamin said the board had postponed the continuation of its DE registration, which was scheduled to close on Thursday, April 20  but was extended by one week to continue on Saturday, May 6, when the 2023 UTME and the national census exercise would have ended.

”This development is to accommodate the conduct of the board’s Unified Tertiary Matriculation Examination(UTME) billed to start on Tuesday, April 25, and end on Wednesday, May, 3.

”It is also to accommodate the National Census scheduled to start on Wednesday,  May 3, and end on Friday, May, 5.

”Candidates desiring to register for the DE exercise are, therefore, directed to ensure that they obtain their DE ePINs from designated vending outlets on or before April 30, when ePIN vending will be closed.

”Candidates are then expected to proceed to the board’s offices from Saturday, April 6, to Saturday, May 13, to complete their registration procedure,” he said.

He said the board assured candidates desirous of DE registration that none would be denied the opportunity to register,  provided they complied with the board’s directives and within the stipulated time frame.

He, therefore, solicited the understanding of candidates as it put in place some innovative measures, aimed at checking the incidence of falsification of results, data, and other infractions.

2023 UTME: JAMB directs candidates to print notification slips

The Joint Admissions and Matriculation Board (JAMB) has directed candidates for this year’s Unified Tertiary Matriculation Examination (UTME) to proceed to print their examination notification slips.

This is contained in a statement by Dr Fabian Benjamin, Head, Public Affairs and Protocol of the board, and issued to newsmen on Friday in Lagos.

A total of 1.5 million candidates would be sitting for this year’s examination in 740 centres across the country.

“The Joint Admissions and Matriculation Board (JAMB)  urges all candidates sitting for the 2023 main UTME, to proceed to print their examination notification slip from Thursday, April 20.

“The notification slip would contain their examination centre, time of examination, date of examination and other essential details necessary for taking the examination, which commences from Tuesday, April 25.

”To this effect therefore, all candidates taking the 2023 UTME are expected to print their examination notification slips on or before Monday, April 24, by visiting https://www.jamb.gov.ng, click  on “2023 UTME SLIP PRINTING” on the menu bar, to know the time and venue of their examination.

“Candidates  are to also note that the information featured on the slip would enable them to easily locate their centres,  before the examination.

“They  are also enjoined to locate their centres before the day of their examination, to avoid arriving late  at their respective examination centres,” Benjamin said.

He warned candidates against  going into the examination halls with prohibited items such as wristwatches, calculators, flash drives and handsets, among others items.

Benjamin further  enjoined  candidates to note that the commencement time for their examination  as contained in their notification slips, was sacrosanct.

“The board also want to  restate its zero tolerance for examination malpractice and urges candidates to refrain from any ignoble act or conduct during the all Computer Based Test (CBT),” he said.

  • BREAKING: JAMB fixes new date for 2023 UTME

BREAKING: JAMB fixes new date for 2023 UTME

The Joint Admissions and Matriculation Board (JAMB) has announced a  new date for the commencement of the 2023 Unified Tertiary Matriculation Examinations (UTME).

The board disclosed this in a statement signed by its Head of Public Affairs and Protocol, Dr Fabian Benjamin in Abuja on Sunday.

Benjamin said the UTME which was earlier scheduled to commence on April 29, would now start on April 25, 2023.

He also said the board would hold its rescheduled mock-UTME on April 18, 2023.

”It would be recalled that JAMB had earlier conducted its 2023 Mock-UTME on Thursday,  March 30 in 725 centres across the country.

”However, the exercise ran into some technical hitches in some centres, thereby denying some candidates the opportunity to sit for  the examination.

”The board’s mock examination was designed for the purpose of testing its preparedness and that of its partners for the UTME as well as give prospective candidates the opportunity to have hands-on experience of the CBT test environment.

”It is, therefore,  in order to give those candidates, who were unable to sit for the examination owing to no fault of theirs, the opportunity to take the examination that the mock examination had been rescheduled to hold on Tuesday, April 18,,” he said.

He said that candidates who were present and screened for the examination but could not sit for it  had  been rescheduled to retake the  mock examination on April 18.

Benjamin, therefore, said  the result of the candidates who successfully took the mock examination on March 30, had been released.

He also said the board had brought forward the conduct of its 2023 UTME which was earlier scheduled to hold from Saturday, April 29, to Tuesday,  April 25.

He said the adjustment in the date of the UTME was to accommodate some other major and critical national assignments.

”By so doing, the board hopes that no citizen will be denied the opportunity of exercising their civic responsibilities.

”It should be noted that the board does not have the liberty of shifting forward its examination as other public examinations are billed to commence their exercises in the early part of May 2023.

“Yet another factor is the need to accommodate those institutions with stable academic calendar to resume as scheduled,” he added.

He said the board would continue to partner with relevant agencies of government to ensure that its candidates got the best.

He said the board also solicited the understanding of all as it delivered on its critical mandate.

176,408 candidates set to write mock-UTME March 30

total of 176,408 candidates would be examined for the 2023 Unified Tertiary Matriculation Examination optional mock-UTME scheduled for Thursday, March 30, 2023.

This was disclosed by the Joint Admissions and Matriculation Board, JAMB, on Thursday, noting that notification slips for registered candidates would be ready for printing from Thursday, March 23, 2023.

“All candidates for the Mock-UTME are to visit https://www.jamb.gov.ng., CLICK on 2023 Mock-UTME on the MENU button to print their slips after inputting their Registration Number. This directive is only applicable to those candidates, who had indicated interest to take the mock examination”, the board said in a statement made available by the board’s Director of Media and Publicity, Dr. Fabian Benjamin.

The board explained that the notification slip contains candidate’s registration number, venue, date and time of the examination.

This, according to JAMB would enable candidates to easily locate their centres before the examination.

Candidates are also enjoined to be at their centres one hour before the examination for biometric verification.

The board also reiterated that the scheduled commencement time for the examination is sacrosanct while restating its zero tolerance for examination malpractice.

“In the same vein, candidates are advised against going into the examination halls with prohibited items such as wristwatches, calculators, flash drives, and phones, among others. They are also warned to desist from the application of “laale” to do fancied drawings and paintings on their hands to avoid unnecessary interference with the whorls of their fingers which could impede biometric verification.”

TheNewsGuru.com (TNG) reports that JAMB is a Nigerian entrance examination board for tertiary-level institutions. The board conducts the entrance Unified Tertiary Matriculation Examination for prospective undergraduates into Nigerian universities.

The board is also charged with the responsibility to administer similar examinations for applicants to Nigerian public and private monotechnics, polytechnics, and colleges of education.

All of these candidates must have obtained the West Africa Senior School Certificate (WASSCE) conducted yearly by the West African Examinations Council, WAEC, or its equivalent, National Examination Council (Nigeria), Senior School Certificate Examination, NECO and SSCE.

  • JAMB closes 2023 UTME registration

    JAMB closes 2023 UTME registration

The registration for the 2023 Unified Tertiary Matriculation Examinations (UTME) has ended after a one-week extension announced by the Joint Admissions and Matriculation Board (JAMB).

The Head, Public Affairs and Protocol of the board, Dr Fabian Benjamin, made this known in a statement on Wednesday in Abuja.

It would be recalled that the board had granted the extension to accommodate candidates who could not register for the 2023 UTME within the allowable window of Jan. 14 to Feb. 14, due to recent developments in the country.

Benjamin said that at the close of the registration, about 1.6 million candidates had successfully registered for the 2023 UTME.

”This number does not include the Direct Entry component of the exercise which had started on Monday, 20th February 2023 before it was put on hold on Tuesday, 21st February 2023.

”The board registrar’s monitoring team which has gone round the country, was in Nasarawa and Delta states on the final day of the exercise to oversee its conclusion.

”In Asaba, Delta State, the team visited Trinity Innovation Hub CBT Centre; Delta State Polytechnic, Ogwashi-Uku CBT Centre 1 and 2; Delta State Library CBT and others.

”It was however, remarkable that none of these centres have any candidates waiting to be registered, indicating that almost all candidates who desires to register for the exercise have done so,” he said.

Benjamin further said that same situation was replicated in many centres in Nasarawa State as few candidates were seen at all the centres a day to the closing date and these were cleared before the close of work.

According to him, from every indication, this year’s exercise is shaping up to be the smoothest the board has ever had.

”However, based on reports received from the various monitoring teams across the country, the board will review its SIM number swap policy.

”This is because, it will now require the Telcos to confirm that the old SIM being put forward for swapping previously belonged to the applicant but had been issued to another person,” he said.

The JAMB spokesperson added that this would therefore, preclude the possibility of a `SIM welcome back’ before such swapping would be approved.
