    The federal government has commenced implementation of reduced visa application fees for citizens of the United States of America.

    In August, the US increased the cost of visa application for Nigerians, saying the measure was taken to reciprocate the extra visa fee the Nigerian government charges American citizens.

    The consulate had said while America charged Nigerians $160 for visa application, its citizens seeking Nigerian visa were paying $110 extra.

    About 24 hours after the increment, Rauf Aregbesola, minister of interior, announced a reduction in the Nigerian visa fee, thereby directing US citizens to pay $160.

    But the US embassy responded that the additional cost for visa application still applies to Nigerians, adding that it had not received an official communication from the Nigerian government on the issue.

    In a memo dated February 5, Muhammad Babandede, the comptroller-general of Nigeria Immigration Service (NIS), directed all Nigerian missions in the US to immediately implement the new visa charges payable by US citizens, and “discontinue charging processing or expedient fees”.

    The memo, marked NIS/HQ/CGI/806/7 and addressed to the permanent secretary in the ministry of foreign affairs, is based on a review of the US visa reciprocity policy for Nigeria.

    “Our Missions are to issue up to two years multiple entry visa to frequent short visit travelers on request in line with reciprocity,” he said.

    The Embassy of China has said that it has not suspended visa issuance to Nigerians.

    The Press Officer, Embassy of China, Sun Saixiong, explained on Tuesday that the Chinese Ambassador to Nigeria, Dr Zhou Pingjian, only advised those who wished to travel to China “not to be in a rush if the trip was not urgent.”

    The diplomat said the government had reached out to about 60 Nigerians living in Wuhan, the epicentre of the outbreak.

    Giving an update on the epidemic in Abuja on Monday, Pingjian had disclosed that China had found a cure for the epidemic, adding that 475 persons had been discharged from the hospital after recovery.

    He also said that the Coronavirus infection had risen to 17,205 from 14,380 confirmed cases while 361 persons had died from the disease which originated from Wuhan in China.

    About 21,558 individuals were also suspected of being infected with the virus in the Chinese mainland.

    He revealed that Chinese scientists are working to develop a vaccine for the virus which the World Health Organisation had declared as an international public health emergency.

    According to him, scientists have assured that the epidemic would lose its momentum in the next two weeks.

    The envoy said, “As of 7am Abuja time today (Monday), the total number of confirmed cases of novel coronavirus infection climbed to 17,205 and 21,558 people were suspected of being infected with the virus in the Chinese mainland, according to China’s National Health Commission.”

    “A total of 361 people had died, 475 people had been discharged from hospital after recovery. These are not numbers, these are lives, families, communities. This is going to be an unforgettable Spring Festival for the Chinese as families are separated but united to stand together in the face of the disease,” he added.

    Pingjian stated that the Chinese Premier, Xi Jinping had repeatedly given important instructions on prevention and control work and personally held a meeting on redeployment and remobilisation.

    The ambassador said China was willing to work with other countries, including Nigeria, to respond to the epidemic effectively.

    “We have informed the World Health Organisation, relevant countries and Hong Kong, Macao and Taiwan about the latest epidemic situation, and have shared information on virus gene sequences with all parties at the first time,” Pingjian pointed out.

    He stated that there was no need for restriction of international travel and trade over the disease, adding that under the current circumstances, “solidarity is what the world needs.”

    The U.S. has denied Iranian Foreign Minister Mohammad Zarif a visa to enter the country for a trip to the UN Headquarters in New York City, according to Zarif.

    “The U.S. State Department has allegedly told the UN that it doesn’t have time to issue Zarif a visa,’’ the top Iranian diplomat told news agency Isna on Tuesday.

    Refusing to give the foreign minister of a UN member state a visa is a sign of the “political bankruptcy” of the current U.S. government, he said.

    Zarif had been invited to a meeting of the UN Security Council on Thursday in New York by his Vietnamese counterpart.

    It is not the first time the U.S. restricted Zarif’s movement.

    In September, Washington refused to allow him to visit a colleague in hospital in New York, while Zarif was already in the city for the UN General Assembly.

    Similarly, China has called on the U.S. to honour its international obligation as the UN host country and issue visas to delegates from all countries to participate in UN meetings, an official said.

    The Chinese Foreign Ministry spokesman, Geng Shuang, said this on Tuesday in Beijing.

    Earlier in the day, Zarif said that the U.S. had declined to issue him a visa to attend a UN Security Council meeting in New York on Jan. 9 amid deteriorating relations between Washington and Tehran.

    “Providing visa services to representatives of all countries so that they can take part in UN sessions is an international obligation of the U.S. as a host country,’’ Shuang said.

    On Friday, the U.S. liquidated the Iranian Revolutionary Guards’ elite Quds Force commander, Qasem Soleimani, in Iraq, prompting an outraged reaction from Iran’s leadership.

    The outraged reactions also include Zarif, notorious for his criticism of the current U.S. administration.

    Nevertheless, Zarif was allowed to come to the U.S. for UN-related visits in the past, although his presence was closely monitored by the country’s authorities.

    Nigerian comic and actor, Bovi has fired back at popular social media influencer, Tweetoracle for not comprehending a joke he shared about titans being responsible for his failed visa application.

    It all began after Bovi was asked what he would do if he wakes up as the President of Nigeria and he joked that he would “declare Marlians and Titans as terrorist organization.”

    Marlians are fans of Naira Marley, while Titans are fans of Big Brother Naija reality TV star, Tacha.

    After Bovi’s joke on Instagram, he returned to Twitter to make another joke about his visa application being rejected and he blamed Titans for it.

     

    He tweeted: “The US embassy rejected my visa application this morning. These Titans are everywhere!”

     

    A Twitter influencer, who is also a fan of Tacha, reacted asking Bovi what Titans have got to do with his unsuccessful visa application. He went on to accuse Bovi of seeking attention with Tacha’s name.

     

    However, Bovi fired back at him, saying he has tunnel vision.

    Stringent Visa rules: Nigerians snub US, seek ‘greener pastures’ elsewhere

    Data from the US travel and tourism office shows a 21 per cent drop in the number of Nigerians travelling to the country, the largest global drop-off in visitors to the US.

    As of 2019 October, 34,000 fewer Nigerians travelled to the US compared to the previous year. After a sustained period of growth between 2011 and 2015, the number of Nigerian visitors to the US started to plateau in 2016 until the big drop-off last year.

    The dip in Nigerian visitors to the US followed a string of visa clampdown measures by the Trump administration.

    After indefinitely suspending its visa interview waiver for Nigerian applicants (the waiver allowed frequent travellers renew their visa without going through in-person interviews each time), the Trump administration also raised visa application fees for Nigerians by including additional “reciprocity fees” ranging from $80 to $303 depending on the class of visa. And even though the Nigerian government immediately slashed visa application fees for American applicants in a bid to get the US to reverse its price increase, the reciprocity fees remain in place.

    The measures followed reports that the Trump administration was looking to impose visa restrictions on countries whose citizens have a track record of overstaying beyond the validity of their short-term US visas. As it turns out, Nigerians were the highest ranked African country for US visa overstays in 2018.

    Even though official data confirms the effects of the measures, there were already warning signs the administration’s policies were having an adverse impact on potential travellers. The policies also spawned fear-fuelled rumours among locals as well: mid-last year, the United States embassy in Nigeria was forced to deny a widespread rumour that it had placed a ban on issuing student visas to Nigerians.

    Despite the Trump administration’s policies, the US remains a popular destination for Nigerian students seeking foreign degrees as the economic impact of spending by Nigerian students studying in the United States reached $514 million over the past academic year.

    The second largest drop was for visitors from Venezuela (17.7%). The South American country is in the midst of an economic and political crisis which has seen more than four million people flee the country and the US is restricting entry to Venezuelan migrants.

    Argentina followed with 15.6 per cent drop and Sweden, 11.1 per cent.

    Apex Igbo socio-cultural organisation Ohanaeze Ndigbo has faulted Federal Government’s plan to grant visas to foreigners on arrival into Nigeria. It said the move which “amounts to throwing the nation’s borders open to “foreigners with questionable characters” showed that the Federal Government was “still bent on implementing Rural Grazing Area (RUGA).”

    The group, in a communique in Enugu, also claimed that the Federal Government wanted to use the “visa on arrival” policy to give advantage to a particular part of the country during future elections.

    It called on the Federal Government to shelve the policy because it could aggravate the security challenges facing the country.

    Ohanaeze’s position on the visa on arrival policy came hours after the Senate on Tuesday rejected its immediate implementation and invited Minister of Interior Rauf Aregbesola to explain its “technical, logistics, legal and constitutional issues.”

    Some of the major issues the group listed at the end of its meeting in Enugu as not being in the interest of the nation are the siting of the nation’s military institutions only in the Northern part of the country as well as the warehousing of military armaments and strategic units also in the North.

    Others are the call by the Chief Justice of Nigeria for amendment to the 1999 Constitution to include Sharia law; Federal Government’s push for a $30 billion loan; heavy presence of security men at checkpoints in the Southern part of the country and the recent attack on Minister of Transport, Rotimi Amaechi, by members of the Indigenous People of Biafra (IPOB) in Spain.

    Ohanaeze Ndigbo alleged in the communiqué by the Special Adviser to the President-General of the organisation,Chief Emeka Attamah, that the siting of military institutions in the North was a deliberate move to have people from a particular ethnic group and religion as heads of security forces and agencies.

    The group said the action was contrary to the provisions of extant laws which stipulated that the establishment of such institutions must be balanced.

    On the $30 billion loan now being debated by the National Assembly, Ohanaeze Ndigbo warned that generations unborn would pay dearly for the “reckless borrowing” of current leaders if not jettisoned.

    Ohanaeze asked that the many checkpoints be dismantled because security agencies used them to extort and humiliate a section of the country.

    The communiqué reads: ” Ohanaeze Ndigbo Worldwide, has, in the interest of the security of Nigeria, called on the Federal Government to rescind its decision to throw open the borders of the country to immigrants without visas.

    “The National Executive Council (NEC) meeting on Tuesday, December 17, 2019, in Enugu, decried the unprecedented national decision that would occasion massive entry of foreigners, some with questionable characters into the country.

    “NEC noted that such unchecked and unregulated influx into the country will further aggravate the security challenges facing the country.

    “Ohanaeze Ndigbo states that the action tends to give credence to the suspicion that the Federal Government is still bent on implementing the RUGA programme and also to give a particular ethnic group undue advantage in subsequent elections in the country.

    “NEC wonders why the Federal Government would take such an inimical decision without any corresponding offer to Nigerians into the benefitting countries.

    “Ohanaeze Ndigbo feels that the security and economic fallouts from the said free entry of foreigners would further aggravate the security threat to the country beyond what is being experienced at the moment and called for a rethink.

    “NEC also condemned the selective and parochial siting of military universities as well as other universities and higher institutions entirely in the North to the total neglect of the Southern part of the country.

    “Its holds that the warped decision is synonymous with the blatant and insensitive decision of the present administration to have people from a particular ethnic group and religion as the heads of all security forces and agencies in the country notwithstanding their ages and the fact that they should have been retired to give way to younger officers.

    “Ohanaeze Ndigbo observed that this action of the Federal Government negates the constitutional provisions of the country that provides equitable representation and siting of amenities throughout the country in accordance with the federal character of the country.

    “NEC recalls that there has been a deliberate Federal Government policy to concentrate all military armaments and strategic units in the North with the South completely barren of such military presence except checkpoints that have metamorphosed into toll gates for the exploitation of Ndigbo and their Southern neighbours.

    “The group urges the military authorities to dismantle all the checkpoints along the roads in Igbo land, especially during this period of Yuletide with the attendant mass movement of Ndigbo.

    “It also condemns the recent $30 billion loan being taken by the Federal Government which will certainly add to the woes of Nigerians, especially in a situation where no sincere and transparent efforts have been made to arrest the scourge of corruption to guarantee its effective utilization in the interest of the masses.

    “Ohanaeze Ndigbo also condemns the recent call by the Chief Justice of Nigeria for an amendment to the constitution to include Sharia law at the apex court. It believes that Nigeria, being a federation, is a secular state and cannot have any religion imposed on the people.

    “Ohanaeze Ndigbo however feels that if there is need for any such amendment, it should be extended to other religions, including Christianity and traditionalists, to ensure equity.

    “ The group also condemns in its entirely, the attempted attack on a prominent Igbo son, Chief Rotimi Chibuike Amaechi, the Minister of Transport, who was allegedly harassed by members of IPOB in Spain recently.

    “Ohanaeze thinks that the belligerent approach by IPOB towards the struggle for the actualization of a sovereign state of Biafra is giving it a bad image and coloration.”

    The Comptroller General, Nigeria Immigration Service (NIS), Muhammed Babandede, has said the visa on arrival for holders of passports of African countries from January 2020 was to accelerate African Integration.

    A statement in Abuja by Sunday James, the NIS Public Relations Officer, quoted Babandede as saying the decision would remove barriers hindering free movement of people within the continent.

    “Nigeria’s strategic decision is taken to bring down barriers that have hindered free movement of our people within the continent by introducing the visa at the point of entry into Nigeria with effect from January 2020,” he said.

    Babandede assured Nigerians of the service’s commitment to high professionalism in delivering its services without compromising National Security.

    Babandede statement on Dec. 11, which announced the Federal Government’s decision to allow Africans into Nigeria without Visa from January 2020, had been greeted with mixed reactions by Nigerias with many expressing fears over its security implications.

    Former Minister of Aviation, Femi Fani-Kayode has knocked President Muhammadu Buhari over the announcement that all Africans could come to Nigeria without Visa from January 2020.

    The Comptroller General, Nigeria Immigration Service (NIS), Mr Muhammad Babandede, disclosed this at the inauguration of the Africa–Frontex Intelligence Community (AFIC) on Wednesday in Abuja.

    Babandede added, “The announcement would be made soon by the President of the Federation.

    Reacting to the No Visa Policy on Thursday, Fani-Kayode described it as an attempt by President Muhammadu Buhari’s administration to expose the country to mass Fulani, Berber, Taureg and Arab migration.

    Fani-Kayode said the policy is dangerous, self-serving & self-seeking, adding that it will be the final nail in the coffin of a united Nigeria.

    Fani-Kayode wrote on his verified Twitter account: “No more visas for Africans coming to Nigeria? The Fulanis of West Africa rejected &unwanted elsewhere, have finally been given what they wanted all along: a homeland of their own. They will flood Nigeria in their millions and within 5 years our demographics will change forever.

    “A visa-free policy for Africans to come into Nigeria is a shameless and subtle attempt to alter the racial and religious demographics of our country and open our front door for mass Fulani, Berber, Taureg and Arab migration into our shores. By the time they come here from all.

    “It is a dangerous, self-serving & self-seeking policy which will ultimately result in great conflict, carnage, racial and religious strife and total catastrophy. In an attempt to implement an ancient agenda of Fulani hegemony and turn us into a conquered and enslaved people.

    “Buhari, his born to rule co-travelers & their vast legion of slavish sympathisers and supporters are likely to set Nigeria on fire. You will not believe me now just as you did not believe me when I warned about the true nature of Buhari in 2015 and the grave consequences of electing him as President.     FG adopts ‘no visa’ Policy for other Africans visiting Nigeria

    The Nigeria Immigration Service (NIS) said the Federal Government has approved that all Africans could come to Nigeria without Visa from January 2020.

    The Comptroller General, NIS, Mr Muhammad Babandede, disclosed this at the inauguration of the Africa–Frontex Intelligence Community (AFIC) on Wednesday in Abuja.

    News Agency of Nigeria (NAN) reports that European border and Coast guard Agency also known as Frontex is an agency of European Union (EU) tasked with border control of the European Schengen Area, in coordination with border and coast guard of Schengen area member states.

    “The announcement would be made soon by the President of the Federation.

    ”But we cannot succeed without a tool like AFIC. This tool is key if we want to implement an effective free movement across our border.

    “The tool is actually coming at the right time. AFIC would help African countries especially Nigeria that want to open its border for all Africans to enter at will. And now that tool is available, it would make the work easier for us,” he said.

    Babandede said that it was important to acknowledge the different forces in Nigeria curbing crime and insecurity.

    “But our duty is unique and you may not see it as it is in Chad, Benin or Cameroon.

    “The essence is that we are very keen and we have been working with EU for a long time. Frontex is in charge of border before they got another responsibility called coast guard which is also very keen to Africa especially checking member state of ECOWAS,” he said.

    The CGI commended the EU and Frontex delegates for establishing the risk analysis centre, adding that analysis could not be done physically without analytical system.

    “I was opportune to be at the Frontex headquarters, and I came with useful tools which are for border and control centre.

    ”This has brought about the building of border and control centre which will be inaugurated next year. So the analytical system from Frontex, border control system and even mobility would all be in one place,” he said.

    Babandede assured the delegates that the service would maintain the equipments and called for more training of officers.

    “We assure you of the site maintenance if we have a technical know how of maintaining this system. We have done that with IOM very well.

    ”All the equipments donated for e-Migrants registration are already been installed by all our trained officers,” he said.

    Roman Fantini, the head of sector, Frontex, assured the immigration service of training the officers as requested to help maintain the system and usage.

    Fantini said that AFIC was not a new development as it started nine years ago and had since grown to what it was today.

    He commended the EU and NIS for collaborating to ensure the security of the country.

    Ms Eleni Zerzelidou, EU head of delegates, appreciated the immigration service for beefing up the collaboration by taking a step further to ensure border opening for all Africans by 2020.

    Zerzelidou added that the EU would continually support the service in delivering its mandate and ensuring the safety of the country.

    She said that the long standing partnership with NIS resulted into border management such as NIS border management strategy, MIDAS, among others.

    “But we believe Frontex would do more to compliment all we have done so far in assisting the service and the county at large,” she said.

    Alleged fraud: EFCC writes Mastercard, Visa, demands Naira Marley’s transaction records

    Nigeria’s anti-graft agency, Economic and Financial Crimes Commission (EFCC) has written Visa Inc. and Mastercard Inc. for detailed transaction records on credit cards used by embattled hip hop act, Azeez Fashola, popularly known as Naira Marley.

    The commission said the cards recovered from the artiste during his arrest were used for alleged identity theft and credit card fraud.

    According to court documents EFCC’s letters to Visa and Mastercard – titled, ‘Investigation Activities’ – were dated May 13, 2019, three days after it arrested Naira Marley.

    The letters were signed by the Zonal Head, EFCC, Lagos, Dein Whyte.

    The commission is investigating a case of identity theft and electronic cards-related fraud in which the listed card information were recovered during investigation,” EFCC’s letter to Visa and Mastercard partly read.

    In the letter to Visa, the commission asked the company to provide information about the last five transactions on each of three Visa cards recovered from Naira Marley.

    The first card with number 4921819410257431 was issued by Lloyds Bank Plc and bears the name Timea Fedorne Tatar.

    The second card with number 4539782440624281 was issued by Barclays Bank Plc and bears the name Nicole Louise Maylon, while the third card with number 4757147207869807 was issued by Santander UK Plc and bears the name Sharon Broad.

    Likewise, in the EFCC’s letter to Mastercard, the commission asked the company to furnish it with information about the last five transactions on a Mastercard card recovered from the musician.

    The card with number 5354631405139323 was issued by Prepay Technologies Ltd and bears the name Linh H. Mendez Rojas.

    Recall that Naira Marley was arrested on May 10 at 9 Gbangbala Street, Ikate, Lekki, Lagos, together with Omomniyi Temidayo (aka Zlatan Ibile) and three others for alleged advance fee fraud.

    Following his arrest, the anti-graft agency filed an 11-count against Naira Marley.

    The charges with suit number FHC/L/178C/19 were filed before a Lagos State High Court.

    The artiste was later arraigned before Justice Nicholas Oweibo of the Federal High Court in Ikoyi, Lagos, on May 20, 2019.

    Following his arraignment, Justice Oweibo ordered that Naira Marley be remanded in the prison custody until May 30 to take the bail application filed by the defendant’s counsel, Taiwo Oreagba.
