Police neutralise kidnap suspect in Warri

The Police Command in Delta says it has neutralised a suspected kidnapper/armed robber in Warri.

The command’s Spokesman, DSP Bright Edafe, made the disclosure on Sunday in Warri.

Edafe said that the deceased was a member of a kidnapping/armed robbery gang terrorising residents of Warri and environs.

He said that the suspect was neutralised on Friday by the police operatives attached to the “A Division”, Warri while attempting to escape.

Edafe said that the Divisional Police Officer (DPO), CSP Tanko Mahmud, acted on credible information about the suspect and led the operatives to the criminal gang’s hideout.

“The operatives stormed the hideout of the criminal gang, located at the Stadium road, Warri, where they arrested a 58-year-old suspect and recovered one AK-47 rifle and three magazines.

“Upon interrogation, the suspect confessed to being a member and armourer of the dreaded “Bobone” armed robbery gang terrorising Warri and environs.

“The suspect gave the police additional information on the location of the other members of the gang and later led the police to their hideout on Chevron road,” he said.

Edafe said that the hoodlums, upon sighting the police team, shot sporadically at them, adding that the deceased was maimed on his leg while attempting to escape from the scene.

He said that the suspect died while receiving treatment at an undisclosed hospital, with other members of the gang escaping with varying degrees of bullet wounds.

The police spokesman said that manhunt for the fleeing members of the gang was ongoing.

  • We’ve laid foundation for sustainable devt. in Warri – Okowa

We’ve laid foundation for sustainable devt. in Warri – Okowa

Governor Ifeanyi Okowa of Delta said his administration had laid solid foundation for sustainable infrastructural development in the commercial cities of Warri and Effurun.

He predicated the foundation on his administration’s bold step of deflooding the twin cities, as it did in Asaba, to pave the way for construction of roads in the area which would be sustainable.

Okowa, who disclosed this while inaugurating the widened Warri/Sapele Road, from Effurun Roundabout to Enerhen Junction, said that embarking first on Storm Drainage project in Warri and Effurun was a bold step because many governments would shy away from undertaking such projects that would not be visible to the people.

He said that critics were uninformed about the importance of deflooding the cities, and explained that if he wanted accolades and praises, he would have deployed the resources put on the drainage to roads in the cities that people would have applauded him for.

According to him, any road constructed in Warri and Effurun area without first doing something about the perennial flooding in the area would not stand the test of time.

“People have asked why we have not done so many roads in Warri? And, I told them that I like to plan for today and for tomorrow. When I got into Asaba, it was the same thing.

“We found that roads were being ravaged because of the storm water. I spent time to design and to start the storm water drainage.

“Many governments will not go into such projects because at the end, most of the drains will be under ground; you will not see them.

“So, when people come two, three years later, they don’t remember anything. But you have actually done a lot to stabilise the place but we took it upon us to do that,” he said.

The governor also inaugurated the 5,085 kilometres comprising 13 network of paved roads using HFP Concrete Stones in Warri.

He said “when i came into Warri, we had to undertake studies for a whole 18 months before eventually awarding the first set of projects and they are the major projects.

“There are two more projects which can be called the minor projects or small projects. We are spending a huge some of over N20 billion on those drains.

“If I put N20 billion on roads in Warri, people will shout and clap for me everywhere. But, after a year those roads will all be gone. So I rather will put it on laying the foundation and allow other governments to build on the foundation.

“This is because not too many governors will come in and choose to do such a project that people will not see and glorify them, but for me, it’s not about the glory that I get because all glory goes to God.”

Okowa remarked that he was leaving the state in the hands of a man who was capable of continuing with the development of sustainable infrastructure across the state.

“Yes, I am exiting as governor but it is my prayer that the next governor, who is what I will call a ‘home boy’ when it comes to Uwvie, will do much more than I did in this particular local government.

“I am glad that this is one of the projects I am inaugurating today. But very importantly, of all the projects I am doing in Warri, the Storm Water drainage project stands out for me.

“We have not yet inaugurated the storm water drainage project because it has not actually been fully completed. But it will be completed in the course of this year.

“It’s about laying the appropriate foundation for people to build on. So, I thank God that we are laying that foundation, so that when more and more roads are built in the future, those roads will last.

“We have laid that foundation and we know that Governor Sheriff Oborevwori will build on that,” he stated.

Earlier, Commissioner for Works, Mr Noel Omodon, had said that the expansion of Warri-Sapele road had improved the socio-economic activities of the area, adding that work done would improve free flow of traffic from the area.

Omodon said that the state government was also considering construction of adjourning roads to Effurun-Sapele road to completely address traffic challenges in the area.

On his part, President-General, Uvwie General Improvement Union, Chief Hope Erute, said the impact of the state government’s interventions had helped to reduce traffic congestion in the area.

He commended Governor Okowa for the storm water drainage projects in Warri and Effurun, and said that the people would not forget his imprints in a hurry.

How Warri grew from bad to worse – By Emeka Obiora

    By Emeka Obiora

Warri was a big industrial hub in the 70s to 90s. Warri Refinery, NNPC, DSC, Delta Glass, Shell, Chevron, Schlumberger, Dunlop, Agip, Saipem, Halliburton, etc were in full operation back then. Escravos and Forcados was at its peak. The city thrived, maritime activities thrived.

Multinational and local banks were present: Citibank, FBN, ACB, Savannah Bank, etc. Business activities thrived. Entertainment/nightlife was at its peak. Musicians, live bands and comedians held their sway: Majek Fashek, Emma Grey, Oritz Wiliki, Rex Lawson, who died on his way to Warri in 1971.

The town was full of life and it thrived. Mc Dermot Road was busy with maritime activities and contractors. Joma and Mosheshe were big fish distributors across the Niger Delta. Rubber produced locally, was used to produce plastics and tyres.

The town grew in size and had people coming from Ijebu Ode, Benin, Asaba, Imo, Anambra, Calabar, etc to settle down in Warri for economic activities. The airports were super busy: Escravos, Forcados and Warri airports. The Warri airport was even relocated to Osubi for expansion.

Warri was revelling in its glory. I almost forgot to mention, Warri Ports was fully operational and served as an economic booster for the city. It served businesses in Warri, Benin, Asaba and Onitsha. The port created huge employment opportunities for locals in particular and the State in general.

Things started to go downhill from the late 90s. Community leaders and youth chairmen began to fight themselves over control and sharing formula for royalties that came from oil and businesses from settlers. Itsekiris, Urhobos and Ijaw leaders and youths started fighting each other.

The bloody fight started around 1999 and lasted for years till 2003/2004. The community leaders started imposing local taxes called “Deve” on all companies, industries and local businesses, buildings and projects. Little by little, the companies frustrated, started leaving.

This continued throughout the early 2000s till 2010. The companies kept on leaving, one after the other. The companies laid off their employees. Unemployment rose. More companies left for PH, Lagos and Akwa Ibom. They laid off more staff. Unemployment increased still.

Today all that is left of Warri is a shadow of its glorious past. 95% of all the big companies in Warri had either left or closed down. Most of the young people have left Warri. The ones left are driving Keke, doing POS, Spa or Boutique, Beer parlour or doing hookup.

There is peace now, but the damage the greedy community leaders did to Warri, still lingers on and is almost irredeemable at this point.

Buhari approves reconstruction of Benin-Sapele-Warri expressway

President Muhammadu Buhari has approved the reconstruction of the Benin-Sapele-Warri expressway, according to the Minister of State for Budget and National Planning, Mr Clem Agba.

According to Mr Agba, in a statement on Wednesday in Abuja issued by Mr Sufuyan Ojeifo, Special Adviser on Media to the Minister, President Buhari approved the road reconstruction during Wednesday’s Federal Executive Council (FEC) meeting.

Agba disclosed that the reconstruction was approved under the Federal Government Road Infrastructure Development and Refurbishment Investment Tax Credit by the Nigerian National Petroleum Company Limited (NNPCL).

The report revealed a breakdown of the sections of the road that had been awarded for reconstruction.

“Section one, made up of the 28.275 kilometre long Benin – Imasabor in favour of Messrs Levant Construction Company Limited in the sum of N98,916,451,227.28 inclusive of 7.5 per cent VAT with a 24 months completion period.

“Section two, made up of 38.525 kilometre long Imasabor-Ibada Elume in favour of Messrs GELD Construction Company Limited/Triata Limited in the sum of N127,648,926,047.37 inclusive of 7.5 percent VAT with a 36 month completion period.

“Section three made up of 23.2 kilometre long Ibada Elume-Warri in favour of Messrs SKECC Nigeria Limited in the sum of N89,142,998,919.59 inclusive of 7.5 percent VAT with a 42 month completion period”.

Agba said that he was delighted that the contract was fresh unlike the Benin-Okene road contract that had existed for years and was yet to be completed.

He, however, said that the contractors in charge of the Benin-Okene road work were yet to mobilise due to inflationary trend that had affected the original costs of the project.

He said that augmentation of the rates is currently being processed by the Ministry of Works.

  • Why Okowa did not construct roads in Warri, environs – Aniagwu

Why Okowa did not construct roads in Warri, environs – Aniagwu

Delta State Commissioner for Information, Mr Charles Aniagwu has alluded to reasons why the State Governor, Senator (Dr) Ifeanyi Okowa did not construct roads in Warri and its environs.

Mr Aniagwu made this known while briefing newsmen on some of the decisions reached during the State Executive Council meeting presided over by the Governor in Asaba on Tuesday.

The Commissioner disclosed Governor Okowa urged the contractor and Warri/Uvwie Development Agency to fast-track work on flood control projects in the area.

Aniagwu said that the government approved a number of road projects amongst others in line with its promise to continue to work till the end of the administration.

He said that the completion of the storm water drainage in the Warri area had become necessary to enable the construction and rehabilitation of roads that were in dire need of construction.

“A number of persons did not understand why we have not constructed some of the roads in Warri and its environs and we have tried to explain this many times.

“This is because flood will end up destroying the roads and possibly ravage all the homes along that channel.

“That is why we are investing huge sum of money to enable us control the flood in Warri and its environs by constructing the storm water drainage channel.

“We have explained this before now that because a number of these areas are heavily built and individuals over the years built on water ways,” he said.

The commissioner said it had become necessary to address the incursion along the natural waterways and also those who had undermined the town planning structure of Warri.

“So, the contractors have been given notice to take the project seriously to enable us address this flood challenge in parts of Warri,” he said.

Aniagwu further said that government awarded new roads contract and also approved upward review of some due to the prevailing rise in prices in the economy.

“Today, we have approved the construction of Alloy Agu Road; construction of Umudaie Road and Arewa St., from Ewulu Junction; all in Ika South Local Government Area of the state,” he said.

He said that the council mandated the  Ministry of Works to ensure that the contractor handling construction of Sector C2 of the Ughelli/Asaba Express road which spanned through Ogwashi-Uku to Koka Junction in Asaba, complete the work for inauguration before May 29.

Aniagwu noted that if not for the 2022 flood, the present administration would have completed the project from Asaba to Ughelli as planned initially.

According to him, the 2022 flooding destroyed construction works and undermined the efforts of work that was put in before that time.

“As such, we will continue with the entire project but we are optimistic that we will be able to deliver Sector C2 while Sector C1 and Sector A of the Ughelli/Asaba roads project may not proceed as fast because the rains are here,” he explained.

The commissioner expressed confidence that a number of projects would be inaugurated before the exit of the incumbent.

He, however, assured that the Governor-elect, Chief  Sheriff Oborevwori, who had been a critical factor in the incumbent government would complete the ongoing projects and do more for the state.
