    President Bola Tinubu has intervened in the political palaver involving Governor Simi Fubara and his predecessor, Minister of FCT, Barrister Nyesom Wike.

    The crisis rocking the oil-rich state snowballed on Sunday night with the setting ablaze of the State House of Assembly complex, preparatory to the removal of the governor.

    The impeachment and removal plot against the Governor was foiled by the governor himself, who went ahead to have his loyalists remove the speaker who was until his removal working for Wike.

    Governor of Bauchi State Bala Mohammed, who briefed State House Correspondents after the maiden Police Council meeting under the Tinubu administration, where Kayode Egbetokun was confirmed as the Inspector General of Police (IGP), disclosed that the President engaged in discussions with both Fubara and the Federal Capital Territory (FCT), minister, Nyesome Wike, who is alleged to be behind to plot, to restore peace in the state.

    Both men attended the police council meeting, which consists of 36 governors and the Minister of the FCT.

    Mohammed said: “We had a closed session. You will recall, members of the press, that there was a very serious national issue that was discussed that had security implication. That is the problem emerging in Rivers. Mr President, in his usual leadership position, intervened, and it would appear there will be peace in that respect.”

    Fubara and Wike (who incidentally wore white kaftan) were seen outside the Council Chambers of the State House, shaking hands.

    Some of the governors, including Wike and the National Security Adviser (NSA) Nuhu Ribadu, were sighted as they engaged in an aside discussion while others engaged in exchanging of banters.

    In the ensuing development, Wike later proceeded to shake hands and briefly exchange pleasantries with Fubara after he had disengaged from the NSA.

    However, the security personnel present throughout the men’s small talk prevented media from taking any still or moving images of the event.

    A former Deputy National Publicity Secretary of the All Progressives Congress (APC), Timi Frank, has alleged that the Minister of Federal Capital Territory (FCT), Nyesom Wike has started his race for the 2027 presidency.

    Frank has also called on President Bola Tinubu to urgently sack the FCT minister for allegedly masterminding a plot to impeach the Governor of Rivers State, Siminilaye Fubara.

    In a statement issued on Tuesday, Frank condemned the action of the police in tear-gassing and pouring water on Fubara.

    Frank said: “Already Wike has started demolishing houses and revoking ownership of landed property in Abuja to anger Nigerians, cause Tinubu to be hated and portray the APC’s administration as wicked and anti-people.

    “By the time Tinubu will realize it, it will be too late because Wike would have destroyed his government to make way for him to contest the post of President in 2027.

    “All Wike is after is governance, he has started preparation for 2027 presidency. So he’s very desperate and he will do everything to please Tinubu but at the same time he is going to destroy the government if they do not call him to order.”

    Frank insisted that Wike’s sack has become necessary to stop him from bringing Tinubu’s government into disrepute and destroying the APC.

    He added: “If Wike loves Tinubu and believes in his administration, let him officially join the APC and become a card-carrying member of the party. But he has refused to do so because he wants to destroy the APC to enable him contest for presidency in 2027 using the platform of the Peoples Democratic Party (PDP). He has refused to defect to APC because of his evil agenda.

    “Tinubu and APC should not only be wary but should urgently call on Wike to stop this madness in Rivers State, otherwise, it will backfire.

    “Wike campaigned for Fubara and claimed he was the best among all the other candidates for the governorship election. But suddenly, Fubara is now his enemy because Fubara is no longer taking directives from him being a dictator who is after Rivers’ money.”

    He also called on governors across party lines to rally support for their Rivers State counterpart in his bid to end Wike’s dictatorship and God-fatherism in Rivers State.

    “If they allow Wike to succeed, to use federal might to illegally remove Fubara as governor, at the end of the day, sitting governors will become vegetables like local government chairmen in states because former governors who worked for their emergence as governors, will borrow a leaf of illegality from Wike to hound them out of office whenever they fail to do their bidding. So, it’s not all about the Rivers’ governor,” he added.

    The Governor of Rivers State, Siminalayi Fubara; and the Minister of the Federal Capital Territory (FCT), Nyesom Wike, on Tuesday, met at the Presidential Villa in Abuja.

    The two were seen shaking hands upon meeting.

    The meeting of the two politicians and members of the Peoples Democratic Party (PDP) followed the impeachment proceedings launched against Fubara by the Rivers State House of Assembly on Monday.

    Fubara; and Wike, the immediate-past governor of Rivers State, appeared to be in the Villa for a meeting of the Nigeria Police Council, a constitutional body that oversees the organisation and administration of the Nigeria Police Force.

    The Council is chaired by President Bola Tinubu.

    The governor of each state of the Federation, the Chairman of the Police Service Commission and the Inspector-General of Police make up the Council.

    The last time the Nigeria Police Council met was on June 4, 2021 and then-President Muhammadu Buhari presided over the meeting.

    The Joint Unions Action Committee (JUAC) of the Federal Capital Territory Administration (FCTA) and Federal Capital Development Authority (FCDA) say workers have nothing against the Minister of FCT, Mr Nyesom Wike, over alleged salary cut.

    JUAC President, Mr Matilukuro Oluwakorede stated this in Abuja on Saturday, while reacting to a social media publication alleging that, “workers in Nigeria Capital, Abuja groan as Wike cuts salaries, allowances amid inflation”.

    Olyuwakorede said, “The public should disregard the information in circulation. it is not emanating from us. We have an internal issue; we had a meeting and agreed on the best way to manage the issue.

    “We have nothing to do with what is trending online currently.

    “We love our minister. We don’t have any issue against him as at this moment that I am talking to you, and I wish to be quoted anywhere.”

    On the issue of the salary, he explained that JUAC had fought for some allowances, adding however, that the allowances were not budgeted for in the 2023 budget.

    He identified the allowances as peculiar allowance, hazard allowance and “one or two other allowances like that.”

    He explained that the allowances overshot FCTA and FCDA personnel budget, adding that in view of the development, the FCTA management called the leadership of the committee over the challenge.

    He added that they all agreed at the meeting, that the remaining funds in the vault should be used to pay October salary but may affect peculiar allowances.

    “We realised that the little fund remaining may affect peculiar allowance, and we say we don’t mind stepping it down by one month, while the FCT Administration does the needful against the remaining months.

    “So that by November, we return to normalcy. So, I don’t know why journalists are just cashing out on this.

    “But I wish to say unequivocally, that we don’t have any problem with our distinguished honourable minister or the minister of state or even the permanent secretary of FCTA.

    “We are in good relationship and this decision that we have taken, is for the best interest of staff generally,” the president said.

    JUAC leadership had on Friday issued a circular, signed by its President and General Secretary, Mr Akuh Sunday, intimating their members on salary shortfall for October.

    JUAC explained in the circular that FCTA and FCDA that management had asked the committee to sensitise all staff on the inability to pay salary of all staff in the months of October.

    The development, it said, was because FCTA personal budget vote has been exhausted following the payment of the 40 per cent peculiar allowance, hazard allowance and other allowances.

    The committee, however, noted that the payment of the allowance in some Departments, Secretariat and Agencies were not budgeted for.

    “In view of the above, JUAC insisted that instead of not paying salary at all in October, management should handle the matter in this manner.

    “First, the October salary be paid without the peculiar allowance which is what the current personnel cost vote can carry.

    “Secondly, between now and November, virement will be made to transfer funds from other votes to beef up the personnel cost vote to enable management to pay November Salary in full.

    “In addition, the arrears for the peculiar allowance of October will be paid in November alongside the arrears for the N35,000 wage award.

    “JUAC agreed to these terms because it believes that this is the best bargain and decision that it could take in the best interest of the entire staff of FCTA and FCDA, given the current situation we have found ourselves,” JUAC had said in the circular.

    Venue of the Supreme Court where legal proceedings is currently ongoing on the final verdict of litigations raised by opposition parties is well policed by security operatives across the agencies in Abuja, the Federal Capital Territory of Nigeria.

    Visibly noticed among the party chieftains are FCT Minister, Nyesom Wike, APC chairman, Abdullahi Ganduje, CoS to Mr president, Femi Gbajabiamila, Julius Abure and Umar Damagun, respectively, as well as President Tinubu’s son, Seyi.

    Also, the apex court gave clearance for live coverage of the proceeding, barely 15 minutes before the time (9 a.m.) that was scheduled for the Justice Inyang Okoro-led seven-man panel to commence the delivery of the judgement.

    Heavily armed security operatives are stationed at every entry point to the court, with all the major access routes blocked with security vehicles.

    From the main gate, both officials of the court and security agents, with long lists, verified everyone entering the premises, with those whose names were not found on the accreditation list, turned back.

    Likewise, everyone entering inside the court hall were mandated to pass through a security van for scanning.

    FLASHBACK:

    The Independent National Electoral Commission, INEC, had on March 1, announced that Tinubu of the ruling All Progressives Congress, APC, won the presidential contest, ahead of 17 other candidates that participated in the poll.

    It declared that he garnered a total of 8,794,726 votes to defeat his two major rivals, Alhaji Atiku Abubakar of the Peoples Democratic Party, PDP, who came second with a total of 6,984,520 votes, and Mr. Peter Obi of the Labour Party, who came third with a total of 6,101,533 votes.

    However, dissatisfied with the outcome of the poll, both Obi and Atiku, alongside their political parties, initiated legal actions to invalidate it.

    The duo, in separate appeals they lodged through their respective team of lawyers, challenge the return of Tinubu as the valid winner of the presidential poll.

    A major plank upon which the litigants rested their cases included the claim that President Tinubu was at the time the election held, not qualified to contest.

    They maintained that the election was characterized by manifest corrupt practices, substantial non-compliance with provisions of the Electoral Act 2022 and INEC’s Manual/Guidelines for the conduct of the election.

    The appellants further queried Tinubu’s eligibility to occupy the presidential seat, insisting that he was previously indicted and fined the sum of $460,000.00 by the United States District Court, Northern District of Illinois, Eastern Division, in Case No: 93C 4483, for an offence involving dishonesty and drug trafficking.

    According to them, such indictment, constituted a ground for disqualification under section 137 (1) (d) of the 1999 Constitution, as amended.

    Besides, the petitioners stressed that Tinubu did not satisfy the provision of section 134 (2) (b) of the Constitution, as he failed to secure 25% votes in the Federal Capital Territory, Abuja.

    They maintained that Tinubu did not secure the majority of valid votes that were cast during the election to be declared the winner.

    Specifically, they prayed the apex court to allow their appeals and set aside the September 6 judgement of the Presidential Election Petition Court, PEPC, which not only dismissed their petitions as lacking in merit, but also affirmed President Tinubu’s victory.

    Both Atiku and Obi are separately claiming that they won the election, even as they urged the court to either declare them as validly elected President or in the alternative, order a fresh or rerun poll.

    A seven-man panel of the apex court led by Justice John Inyang Okoro, reserved judgement on the appeals, after all the parties adopted their respective briefs of argument last Monday.

    Other members of the apex court panel that will determine the cases are; Justices Uwani Abba-Aji, Lawal Garba, Ibrahim Saulawa, Adamu Jauro, Abubakar Tijjani and Emmanuel Akomaye Agim.

    Atiku had before the substantive appeals were okayed for judgement, prayed the apex court to admit a fresh evidence he obtained from the Chicago State University, CSU, in the United States of America, which he said would establish that President Tinubu tendered forged certificate to the INEC, in aid of his qualification to participate in the election.

    The Minister of the Federal Capital Territory (FCT), Mr Nyesom Wike has approved the withdrawal and revocation of houses sold to individuals by the FCT Administration but converted to other uses.

    Mr Mukhtar Galadima, Director, Department of Development Control, FCTA, disclosed this at a news conference in Abuja on Friday.

    Galadima recalled that the Federal Government in 2005 initiated the monetisation programme because of the cost of maintaining the houses.

    He explained that the houses were sold to the occupiers so that they could maintain them.

    He, however, said that after some time, some of the beneficiaries converted the houses from residential to other uses.

    This, according to him, constitutes so much burden in terms of city administration and management that this administration felt it cannot condone any longer.

    “It is on this note that the minister has approved and directed that all owners of such properties should revert the use of the properties to its original and designated land use which is residential.

    “Failing to comply with this directive as from Nov. 1, the house is considered as revoked.

    “We are given such persons and individuals to the end of October to revert to original uses, otherwise from Nov. 1, they should consider such properties as revoked and returned to FCTA,” he said.

    The director said that so far, the department has recorded more than 111 cases of land use conversion in respect of the sold houses, cutting across all the districts of the capital city.

    He added that owners of the properties have been informed and given notices to revert to the original land uses but failed to comply.

    According to him, once these houses are revoked the FCTA will decide the next line of action.

    “The minister has also directed that owners of properties, particularly along major streets that have converted their properties to other uses without approval should either revert to original use or pay contravention charges.

    “Anyone that fails to comply with such a directive, the administration will take appropriate action, which may include revocation.

    “It is on this note that we felt it wise to inform the public of the decision and directive of the FCT Administration with regards to the indiscriminate conversion of land uses in FCT.

    “This is done to maintain the sanctity of the Abuja Master Plan.”

    The Minister of the Federal Capital Territory (FCT), Mr Nyesom Wike, says a total of 30-kilometre roads will be constructed across the six Area Councils of the FCT.

    Wike, who stated this when Sen. Philip Aduda and Mr Zakari Dobi visited him in his office in Abuja on Wednesday.

    Aduda was the immediate past Senator that represented FCT in the Senate in the 9th Assembly under the Peoples Democratic Party.

    He recontested the seat along with Dobi, who contested under the All Progressives Congress but lost to Sen. Ireti Kingibe of the Labour Party.

    The minister said that the 30-kilometre roads, five in each of the six area councils, would be concluded before May 29, 2024.

    This, according to him, is to decentralise development efforts from the city centre to rural communities across the area councils.

    “President Bola Tinubu had directed that at least five-kilometre roads must be constructed in each of the six area councils before May 29.

    “This is part of his renewed hope agenda to ensure that people in rural communities were not left out in the development efforts of the current administration,” he said.

    Wike commended the visitors for working as a team irrespective of political party differences to work for the development of the FCT.

    He promised to routinely consult them to tribute their quota in developing the city, adding that the FCT Administration would work with everybody that has something to offer.

    The minister explained that the establishment of the Civil Service Commission for FCT was part of the renewed hope agenda by removing every bottle next to carrier progression.

    He added that FCT was equally pulled out of Treasury Single Account (TSA) to encourage development in the capital city.

    “The goal is to rebuild the lost hope among residents of the FCT,” Wike said.

    Earlier, Aduda explained that the visit was to congratulate Wike on his appointment as Minister of the FCT and commend him for the good work he was doing.

    He added that the visit was also to thank Tinubu for appointing a son of the soil as a Minister and pledged their full support to the development of the FCT for the interest of all.

    “We are also here to commend you for the bold step in establishing the Civil Service Commission for FCT, removing FCT from TSA and establishment of. Women Affairs Secretariat to address women’s concerns,” Aduda said.

    Nyesom Wike, Minister of the Federal Capital Territory (FCT) said President Bola Tinubu has approved the establishment of a Women Affairs Secretariat to address women issues in the FCT Administration.

    Wike, who disclosed this while briefing journalists in Abuja on Friday, said that the move was part of Tinubu’s commitment to inclusive governance that carried everyone along.

    He said that currently, FCTA had secretariats addressing most development issues but has no specific secretariat that addresses women issues.

    According to him, women are critical to the development process of the country, stressing the need for a conscious step towards addressing their issues.

    Wike said, “In the world that we are in today, how can you talk about good governance and development without including women?

    “I say look, you must create a secretariat that would take care of women like what we have in other states as commissioner of women affairs.

    “So, there must be that in FCT to give them that inclusivity.

    “As I am talking to You My President has approved that we have a Mandate Secretary for women.”

    The minister said that the Mandate Secretary for Women Affairs would likely be inaugurated on Monday .

    The crisis rocking the Bayelsa State Chapter of the All Progressives Congress (APC) took another dimension following report that the Minister of State for Petroleum (Oil), Senator Heineken Lokpobiri, has reconciled the state’s Governor, Senator Douye Diri with his political enemy, Minister of Federal Capital Territory (FCT), Nyesom Wike.

    A group within APC, under the aegis “Concerned APC Stakeholders (CAPCS) “, revealed that Senator Lokpobiri has settled the rift between Diri and Wike, which arose from the last presidential primaries of the Peoples Democratic Party (PDP).

    According to the group, Lokpobiri, leveraging on his closeness to the former governor of Rivers State had prevailed on him to forgive the Bayelsa Governor over his refusal to support him during the intra-party election of PDP, which produced former Vice President Atiku Abubakar, as the presidential standard-bearer of the main opposition party ahead of the 2023 election.

    According to the group, Lokpobiri’s intervention and reconciliation of the feuding politicians were parts of his strategies to garner support for the re-election of the governor in the November 11 governorship election in the state.

    It was gathered that the action of the group was meant to ensure that the APC’s candidate in the election did not emerge victorious in the poll.

    Diri was reported to have incurred the wrath of Wike as the Bayelsa governor abandoned him and supported Atiku Abubakar in the presidential primaries.

    Wike was said to be livid that despite that he released heavy funds to Bayelsa State delegates through Diri, the governor swayed and persuaded the delegates to vote Atiku Abubakar.

    The group, in a press statement by its coordinators, Mr. Nimi Benigha-Amange and Kopiamu Arikibai, said Wike, who is still not pleased with Diri had resolved to back the candidate of APC, Chief, Sylva, before he was persuaded to forgive and throw his weight behind the incumbent governor by the oil minister.

    “In furtherance of his intention to frustrate the election of Timpreye Sylva, Senator Lokpobiri has brought former Governor Wike and Douye Diri together in reconciliation. Although Wike does not have any political influence in Bayelsa state other than his relationship with Lokpobiri, but he can provide funds for any side he favours to win the election.”

    “Former Governor Wike has been unhappy with Douye Diri before now but Senator Lokpobiri has succeeded in reconciling them to enable him to foster and achieve his interest of ensuring Timpreye Sylva fails in the election.”

    “The intensity of sabotage within APC is very pronounced. Prominent APC leaders, who claimed to be aggrieved in one way or the other are holding nocturnal meetings with Douye Diri and PDP leadership to sabotage their party in the election.

    “People like Senator Lokpobiri, David Lyon and some serving and former members of the state and national assemblies, especially those from Timpreye Sylva locality are said to just be playing along with APC, they are all known to be working with PDP to deliver Douye Diri on November 11.”

    “These prominent politicians do not hide their hatred for Timpreye Sylva and they openly say it everywhere that Timpreye Sylva cannot fly and that he is not going to anywhere. They want to finish APC from within in the election. Most of them have been hugely compromised.”

    “But no matter how they pretend, the outcome of the election in their areas will show and demonstrate their genuine commitment to the party.

    “The outcome of the election in their areas will show their political value. It will show what political value do you have and people will judge you mainly by your results. A serving minister, who cannot deliver his unit, ward and local government has shown his political value and worth,” the group added.

    Meanwhile, the group has urged the National Working Committee (NWC) of APC to sanction erring members and leaders of the party in the state.

    “We seize this opportunity to call on our indefatigable National Chairman, His Excellency Abdullahi Ganduje and members of the NWC of our esteemed party to wield the big stick against the saboteurs in our party in order to ensure victory for our candidate, Chief Timpreye Sylva, come November 11th,” they stated.

    The Minister of the Federal Capital Territory (FCT), Mr Nyesom Wike, has ordered the demolition of the scavengers’ colony along the road corridor cutting across Mabushi, Jahi, and Kado Districts.

    Wike gave the order in Abuja on Tuesday, when he visited the area, officially known as ‘Road N12’ in Mabushi District of the FCT.

    He described the colony, located behind the Minister’s Quarters in Mabushi District, as a “threat” to the security of the city.

    The News Agency of Nigeria (NAN) reports that the area had been taken over by scavengers popularly known as ‘Baban Bola’, including mechanics and furniture makers.

    The minister, who was accompanied by a combined team of security personnel and senior officials of FCT Administration, added that efforts would be heightened to rid the city of criminal elements.

    He said that such dens of criminals would not be allowed in the FCT.

    He said that the colony was also encouraged by the thick canopy of cashew trees planted by the indigenous people of the FCT for speculative purposes.

    Wike warned against planting such trees in areas where the government had mapped out for development.

    According to him, the government will not pay compensation for the trees.

    Wike ordered the Development Control Department and the Federal Capital Development Authority to clear the entire area and take a scope of the road for preliminary works.

    “You should not compensate them. This is a hideout of criminals, and the communities should stop planting trees in the area.

    “When they see that the government intends to develop the road, they come and plant crops for the government to pay compensation. We are not going to do any compensation.

    “The Development Control must clear this area, chase out all these criminals.

    “These are the kind of things you see that people commit crimes and then before you know it, they run down here for cover and people will be saying oh, FCT is not safe.

    “It is not a question of giving them notice. There is no notice. You must chase them out now and clear the entire area,” he said.

    The minister assured the residents of FCT that the government would do everything possible to reduce the level of crime.

    Mr Mukhtar Galadima, Coordinator, Federal Capital Territory City Management Task Team, assured the minister that the area would be cleared of all structures and send the criminals packing.

    Galadima, who is also the Director, Department of Development Control, said that the area was proposed for a transit road network that transverses the city across districts.

    He said that scavengers had however turned the area into a colony, harbouring all kinds of criminals.

    “With the security challenges across the country, illegal activities of this nature will not be allowed to continue.

    “That is why we are not giving consideration to compensation; we have to secure the place.

    “After the clearing the area, FCDA will move in immediately, nobody will come in and settle again,” he said.
