    Gov. Zulum extends Borno teachers’ retirement age

    Gov. Babagana Zulum of Borno has extended the retirement age of teachers in the state by five years.

    This is contained in a circular from the Borno State Teaching Service Board signed by the Permanent Secretary, Malam Yusuf Garga.

    ”The attention of all teachers is hereby drawn to the fact that Gov. Babagana Zulum, has approved the extension of years of service of all teachers in Borno from 35 to 40 and from 60 to 65 by age whichever comes first.

    ”All interested teachers willing to enjoy this are expected to write to the board through their principals expressing their interest and attach a medical certificate of fitness from any government hospital,” the circular reads.

    Such letters, it added are to be submitted to the board in person.

    President Muhammadu Buhari assented to four Bills recently passed by the National Assembly including Harmonised Retirement Age for Teachers in Nigeria Act, 2022.

    The act provides for the retirement age of teachers in the country.

    Section 1 of the act, states that teachers in Nigeria shall compulsorily retire on the attainment of 65 years of age or 40 years of pensionable service, whichever is earlier.

    While the provisions of Section 3 of the act provide that the Public Service Rule or any Legislation that requires a person to retire from Public Service at 60 years of age or after 35 years of Service shall not apply to Teachers in Nigeria.

    Presidential primaries: APC may reopen forms to accommodate Zulum, El-Rufai

    Speculations are rife that four days to the special convention of the ruling All Progressives Congress (APC), to elect the party’s presidential candidate, the party may reopen presidential forms to more members.

    TheNewsGuru.com, (TNG) gathered that two governors from the north are being targeted to join the presidential race to match the presidential candidate of the opposition Peoples Democratic Party (PDP), Alhaji Atiku Abubakar.

    The two APC governors are the Governor of Kaduna State, Mallam Nasir El-Rufai and his Borno State counterpart, Professor Babagana Zulum.

    The APC was allegedly thrown into confusion, when Atiku emerged candidate of the PDP at a keenly contested presidential primary in Abuja, a situation, which completely unsettled the thinking and extrapolations in the ruling party.

    The party has been further compounded by the differing positions of its stakeholders on the zoning palaver, a development, which has seen some governors insisting on going south for balancing, while the National Chairman of the party, Senator Abdulahi Adamu, cahoots with a few others, would rather go north, for political expediency.

    This development has pushed the party leadership to consider the reopening of sales of Expression of Interest and Nomination forms to more members by way of broadening its choices for a suitable presidential candidate, which would secure the confidence of the people and lead the party to victory.

    Already, two persons being targeted to encourage to join the race, are the Governor of Kaduna State, Mallam Nasir El-Rufai, and his Borno State counterpart, Professor Babagana Zulum, even though the later had since dismissed the idea of looking at other possibilities in 2023, except returning to Borno to finish off what he had started.

    The confusion was further accentuated on Monday, when President Muhammadu Buhari, at a meeting with the 22 governors of the party and Adamu, pleaded with the stakeholders to let him choose his successor as a sign of reciprocity.

    Buhari, in a two-page speech, reminded the governors that, while those governors, who just served their first terms, had a field day securing their tickets to return to the office, the outgoing ones, after serving out their constitutional two terms of eight years, also had the privileges to choose their successors.

    He, therefore, enjoined them all to let him too enjoy the same privileges through “reciprocity” of similar action, to choose his successor at the proposed June 6 presidential primaries.

    By implications, the president had ruled out the possibility of an elective convention but a consensus option that would allow him to choose his proffered candidate, who would be affirmed on Monday, at the Eagle Square, in Abuja.

    But since this new thinking was thrown into the mix by the president, the leadership of the party, including the governors, as major stakeholders, had started pondering the options opened to them and particularly, leading them to victory.

    Thus, while some of the governors insisted that it would remain indefensible to go north, since Buhari, a northerner, would be serving out eight years in 2023, others, including the national chairman of the party, believed going north was the surest path to victory, if they must match Atiku in all the boxes critical to their victory in next year’s elections.

    To this end, the party leadership has resolved to consider reopening the sales of forms to some members of the party by way of broadening the options and further opening up the turf to more candidates for a competitive approach to the ticket, even when the president had said without equivocation that, there would be no election.

    In their consideration as they came up with this idea, El-Rufai and Zulum, a move believed would help them push some of their best from the north into the race and put the party on a sure-footing ahead of the elections, a report in Thisday newspaper noted.

    It is not certain yet if El-Rufai would buy into the idea, has said time and time again that, he was not interested in the presidency and that he believed in the need for power to shift to the south after Buhari’s eight years because it was the right thing to do.

    Zulum, on his part, had been touted earlier as a possible option for a running mate to whoever emerged the candidate of the party but had openly come out to turn down the idea, saying also that, while it was a good thing to consider him for the office, especially, given the privileges attached to it, he preferred to return to Borno to consolidate the work he had started.

    This, nonetheless, the governors had maintained the position, that despite Buhari’s appeal for reciprocity in the choice of his successor, they too had a responsibility as stakeholders to advise and guide him on the suitability of his choice candidate for the party.

    Indeed, many of the governors, who were insistent on going south, held the view that there was no need to panic over the emergence of Atiku in the PDP because, with a strong southern candidate, which they claimed to have in good numbers, the party would still comfortably defeat Atiku in 2023.

    Aside from not seeing anything wrong in pandering to Buhari’s request for reciprocity, many of the governors still believed that an acceptable choice of successor was key, not just to their victory at the general election, but to help prevail over other contenders, who would be persuaded to stand down for the sake of the president.

    Against this background, while waiting for Buhari to return from his trip to Madrid, Spain, and present his candidate to the party ahead of the convention, a majority of the governors still stood strong against going north, notwithstanding the fears of other stakeholders, including Adamu.

    Gov. Babagana Zulum of Borno has announced that some associates of key presidential aspirants of All Progressives Congress (APC) have offered him Vice President slot.

    Zulum made this known on Thursday while addressing delegates at the state governorship primaries where he emerged unopposed as APC governorship candidate for 2023.

    The governor, however, said he preferred to remain governor of Borno to focus on his programmes for the state than go for the position of vice president.

    “As you all know, the APC will be holding presidential primaries coming weekend.

    “I have seen all kinds of promotional media content, including articles by notable columnists, associating me with the 2023 presidency.

    “Let me reveal with apologies, that some close associates of key presidential aspirants have sent me offers for the position of running mate, as possible Vice President, depending on the outcome of the APC presidential primaries by the weekend.

    “I have thought deeply about these offers because becoming Vice President is considered attractive.

    “I have thought about all the powers and privileges of being VP. I can see the honour of presiding over meetings attended by Governors and ministers and the privilege of having a presidential Jet at one’s disposal. I can see the honour of presidential receptions within and outside Nigeria.

    “However, I have asked myself, that should I get the opportunity to become VP and raise my political profile, what happens to all our ongoing works for the people of Borno State?

    “We have built more than 10, 000 houses and currently more of such and reconstructing existing ones, for ongoing resettlement of our people. We have resettled more than 20 communities so far.

    “Yet, thousands of our fellow citizens are still homeless and in desperate need of food, water and healthcare.

    “We have adopted a development plan that we are already implementing.

    I have asked myself, what happens to all these plans that I am central to, which are helping to fast track our recovery in Borno State?

    “Ladies and gentlemen, the killings in Kala-Balge at the weekend made me more critical and the incident seriously reminded me of the challenges that are still ahead of us in Borno State.

    “I came to the conclusion that while a chance to become Vice President could benefit my profile as an individual, becoming reelected as Governor of Borno State has the potential of more overall and more assurance of benefit to the good people of Borno State.

    “I therefore say that while I thank those who may be considering me for the position of VP, I prefer to stay back and work drastically for the people of Borno State because for me as a citizen of Borno State.

    “Working with others to hastily rebuild Borno State is the most urgent need and it is beyond any aspiration,” Zulum said.

    The ruling All Progressives Congress (APC) on Tuesday, closed the sales of its expression of interest and nomination forms to aspirants as Babajide Sanwo-Olu, Abdulrazaq emerged unopposed.

    TheNewsGuru.com, (TNG) reports that at the close of the sales, three governors elected on the platform of the APC are going into the party’s primaries unopposed.

    TheNewsGuru.com, (TNG) further gathered that unlike other governors, Babajide Sanwo-Olu (Lagos), Babagana Zulum (Borno) and AbdulRaham AbdulRasaq (Kwara) have no challengers for the primaries.

    Meanwhile, Governors Bello Matawalle (Zamfara), Mai Mala Buni (Yobe), Dapo Abiodun (Ogun), Abdullahi Sule (Nasarawa) and Inuwa Yahaya (Gombe) are facing opposition to their re-election bid.

    The immediate past governor of Ogun State and presidential aspirant, Ibikunle Amosun, is sponsoring his 2019 candidate, Abiodun Akinlade, against Governor Abiodun.

    Alhaji Abdullahi Ganduje, Governor of Kano State and Prof. Babagana Zulum, Governor of Borno have received honorary doctorate degrees award at the 25th convocation of Lagos State University, Ojo.

    Others personalities that bagged honorary doctorate degrees award includes: Mr Goodie Ibru, founder of Sheraton Lagos Hotel Plc; Mrs Abike Dabiri-Erewa, Chairperson of the Nigerians in Diaspora Commission (NIDCOM).

    And Mrs Ibukun Awosika, Chairperson of First Bank of Nigeria.

    However, the Vice Chancellor, Prof. Ibiyemi Olatunji-Bello made the announcement at the 25th convocation lecture and congregation for Admission to Doc. of Philosophy (PH.D) of the institution on Thursday in Lagos.

    Olatunji-Bello said that their choice from amongst a lot of suggested names after a rigorous scrutiny were a confirmation of their sincerity, sacrifice and contribution of services to fatherland.

    “Ganduje, in recognition of his contributions to the advancement of humanity is being conferred with the degree of Doc. of Letters (Educational Development, Healthcare Development and Community Development), honoris causa.

    “Zulum is conferred with the degree of Doc. of Humane Letters (Community and Youth Development),honoris causa.

    ” Awosika is conferred with the degree of Doc. of Business (Entrepreneurship and Human Capacity Development), honoris causa.

    “Ibru is conferred with degree of Doc. of Business (Commerce, Hospitality and Tourism and Dabiri-Erewa is being conferred with the degree of Doc. of Arts (Broadcasting, Community Integration and Human Rights Advocate,” she said.

    Prof. Gbolahan Elias SAN, Chancellor of LASU said that the awardees today were our tokens in recognition of their efforts and success over the years in their fields of endeavour.

    Prof. Peter Okebukola, former, Executive Secretary, National University Commission (NUC) was awarded as the first Emeritus Professor of LASU.

    NAN reports that some dignitaries were present at the convocation lecture which includes; Mr Babajide Sanwo-olu, Governor of Lagos State; Dr Obafemi Hamzat, Deputy Governor of Lagos State.

    Others are Dr Idiat Adebule; former Deputy Governor of Lagos State, Mrs Adejoke Orelope-Adefulire and Mrs Folasade Adefisayo, Commissioner for Education Lagos state.

    Zulum doles out N100m to 152 youths for renouncing thuggery

    Gov. Babagana Zulum of Borno on Friday, disbursed N100 million to 152 youths, who renounced thuggery, to enable them to set up their businesses.

    Zulum who inaugurated the disbursement exercise in Maiduguri, said the gesture was to assist the youths who completed one-month entrepreneurship training to engage in productive activities and contribute to the social and economic development of the state.

    He said that 16 of the beneficiaries would received N2 million each as seed capital while 136 others would get 500,000 each.

    According to him, the beneficiaries are expected to repay 50 per cent of the money given to them in three years.

    The governor also announced scholarship award to one child from each of the beneficiaries family, adding that the state government would sponsored their education.

    “You engaged in thuggery for many years but have nothing to show, with what we are giving you if you have good intention and the will to change, you’ll change for the better,” he said.

    In his remarks, Alhaji Saina Buba, Commissioner for Youth, Sports and Empowerment, said the beneficiaries had been supported under a special programme tagged: “Super Youth Entrepreneurship Training.

    “It is the first time in the state that many of the youths who engaged in thuggery since 1999 would be train and get support.

    “We hope it will go a long way in addressing thuggery in the state,” he said.

    Also speaking, Dr Mustapha Mohammed, Director of Entrepreneurship, Ramat Polytechnic, Maiduguri, said the youths were exposed to various trades including animal fattening, fisheries, poultry, entrepreneurial skills and e-business.

    One of the beneficiaries, Tijjani Daga, lauded the gesture and pledged to ensure effective utilisation of the support to improve their lives.

    “We are grateful to the governor for the support, and from today it is bye- bye to thuggery,” he said.

    Gov. Babagana Zulum of Borno has again updated President Muhammadu Buhari on latest security development in the state.

    Ater the closed door meeting with the president, on Thursday in Abuja, Zulum revealed that over 30,000 insurgents comprised of Boko Haram and Islamic State West Africa Province (ISWAP) have so far surrendered.

    According to him, following this development, the State is relatively peaceful as the security agencies have continued to take measures aimed at checking the activities of insurgents in the Northeast.

    The governor expressed optimism that the insurgency in the North-East would soon be a thing of the past.

    “I briefed Mr President on the status of Borno State as regards security as well as Internally Displaced Persons (IDPs), and so far so good.

    “I have been witnessing gradual return of peace in Borno State and I came to brief Mr President on the ongoing massive defection of Boko Haram members. This time around, we have also started witnessing the defection of ISWAP members.

    “This is a welcome development and under a closed-door session we discussed a lot of issues and how the government of Borno State as well as the federal government will manage the ongoing surrender by the insurgents.

    “As at now we have received nothing less than 30,000, from beginning to date.’’

    The governor disclosed that the objective of engaging the insurgents through dialogue and mediation had started yielding fruitful results.

    He also lauded the Federal Government for the heavy military deployment to Southern Borno, and expressed the hope that Northern Borno would also witness similar deployment to restore peace and law in the state.

    “So far, so good, the objective has started yielding positive result. Apart from this also, in the Borno State, for example, as I told you last time, we had problems in the shores of the Lake Chad as well as in Southern Borno.

    “I’m pleased to inform you that there was a very heavy military deployment into the southern Borno.

    “And I hope such a deployment will also take place in northern Borno, with a view to clearing the ISWAP insurgents in the Lake Chad.

    “So, this has also yielded positive results.

    “And then on the relocation of the two local Government Areas that last time, I said were not occupied by human beings, we are also doing very well with the military to see how we can return back the population,’’ he added.

    The governor dismissed the assertion that the repentant insurgents were assured of any promissory notes before they surrendered.

    He, however, assured that those who surrendered willingly would be treated differently from those insurgents captured by the Nigerian troops in the battle fields.

    “We don’t make, or have any promissory notes, to defectors, honestly speaking. But you have to also understand one very important thing; there is a difference between those that have been captured and those that have surrendered.

    “People should understand these two situations. Go back and Google and see the international conventions, rules and regulation.

    “There is a difference between those that have been captured and those that willingly surrendered. And I’m calling on all of you to give a very positive insight to this development.

    “Because, there’s nowhere in the whole world such kind of war ended with kinetic measures. There must be some certain political solutions.

    “And if there is peace in Northeast and Borno, there will be peace in Northern Nigeria. If there is peace in Northern Nigeria, there will be peace in southern Nigeria.

    “The way we are going, with the support of the federal government with good management, Boko Haram will be over very soon.’’

    Gov. Babagana Zulum of Borno has advocated for improved salary and welfare for the military personnel to boost thier morale.

    Zulum made the call on Sunday in Maiduguri at a feast to celebrate the Acting General Officer Commanding (GOC) 7 Division, Maj.-Gen. Abdulwahab Eyitayo, who was promoted to the rank of Major General.

    Zulum noted that military personnel had made lots of sacrifices under harsh conditions and paid the supreme price to secure the nation, adding that it need to be rewarded accordingly.

    He congratulated Eyitayo and other elevated officers, saying that the government and people of the state were excited over the development.

    The governor reiterated commitment of his administration to support the military to enable it to succeed in the fight against insurgency.

    Zulum described the relative peace recorded in the state as a welcome development, adding that it facilitated resettlement of displaced persons in the liberated communities.

    He also announced plans to re-open the commercially viable Maiduguri – Gamboru – Ngala road and Maiduguri – Damboa road in January, to fast track normalisation of activities in the state.

    “Today; I am happy as the Governor of Borno because we have achieved a lot.

    “We are able to return people to Baga, Wulgo, Ngoshe and many communities in the state.

    “By the grace of God, we shall soon resettle people back to Malumfatori, headquarters of Abadam Local Government Area.

    “The only way we can fight insurgency is for us to continue to be resilient,” he said.

    In their separate remarks, Eyitayo and Maj.-Gen. Christopher Musa, Theatre Commander, Operation Hadin Kai (OPHK), restated commitment of the military to end insurgency in the country.

    While commending the support of the government and people of the state in the counter insurgency operation, they urged remnants of the terrorists to emulate those that surrendered before it’s too late.

    Borno State Governor Babagana Umara Zulum has expressed gratitude to many of his promoters on social media platforms.

    But he enjoined some of them to stop comparing his performance with those of other governors since all states have their peculiarities.

    Professor Zulum’s Adviser on Public Relations and Strategy, Malam Isa Gusau, delivered the governor’s appeal in a statement yesterday.

    “The fact is that I feel extremely uncomfortable any time I am being negatively compared with any governor, especially if anyone of those making the comparisons fall into any of the social media groups associated with us. I consider such comparisons unhealthy.

    “Moreover, we are not in a competition. The truth is that all of the 36 states have their peculiarities and priorities, depending on developmental plans and the needs of societies.

    “In Borno’s case, we have to be desperate in our recovery efforts because we have been faced with 12 years of war, resulting in thousands of deaths and displacement of about 2 million people with humanitarian needs.

    Borno State Governor, Babagana Zulum, on Saturday visited persons affected by a rocket attack carried out by Boko Haram/ISWAP terrorists in Maiduguri.

    The army had earlier said there was no need to panic as it had the situation under control.

    Although no life was reported lost, houses, cars, and other properties were destroyed by the multiple rockets attack.

    Commenting during the visit, Zulum noted that the insurgents came close to Maiduguri before firing the explosives.

    He urged the military to wake up and ensure adequate patrols.

    “It seems the insurgents came very close to the town, the military has to wake up and ensure adequate surveillance. This is something that we can avert its occurrence. For the insurgents to have come such close to fire rockets, I think there is something wrong that we should have to check.” Zulum said.

    The Governor, however, assured that government will do everything to prevent further attacks on Maiduguri and its environs.

    “We have to fortify Maiduguri town, we have to ensure adequate patrols on a daily basis to avert future attacks. It is very sad and unfortunate we have to witness this kind of attack at this time,” Zulum said.

    In the same vein, Governor Babagana Umara Zulum extended his sympathizes to those affected by the attack.

    “I wish to sympathize with those affected by today’s attack, I will constitute a small committee to ascertain the level of the damage and advise government on how to avert future occurrence,” Zulum said.
