    TRAGIC TUESDAY: Three Borno politicians in Zulum’s convoy die as vehicle somersaults

    Three politicians accompanying Borno State Governor, Babagana Zulum, have died in an auto crash on their way back from Mafa, the governor’s hometown.

    The governor had returned to his local ward in Mafa on Tuesday from where he flagged off the membership revalidation exercise of the All Progressives Congress (APC).

    According to reports, the former governor of the state, Senator Kashim Shettima, the Party’s caretaker chairman, Speaker of Borno State House of Assembly and other party faithful were among those in Zulum’s motorcade from Maiduguri to Mafa for the event.

    The event was successfully conducted and the convoy had headed back to Maiduguri where the former governor was scheduled to revalidate his membership in his local ward of Lamisula, when the ill-fated politicians driving in one of the pilot jeeps met their death.

    Witnesses said the vehicle lost a tire, swerved off the road and began to somersault, killing three occupants, one of whom was the Chief of Kanuri people in Lagos, Mai Masa Mohammed.

    His title was Mai Kanuribe and he was also the Sarkin Hausa of Ijora.

    The governor accompanied the corpse of the late chieftain to his family compound in Bulumkutu area of Maiduguri where he is being prepared for burial later today.

    Governor Babagana Zulum of Borno has relieved the Commissioner of Health, Dr. Salihu Kwaya-Bura of his position.

    The sack is contained in a statement by the Special Adviser to the governor on Public Relations and Strategy, Malam Isa Gusau.

    Gusau said the removal was part of measures to reposition the ministry.

    ”The governor has directed his Chief of Staff, Isa Marte, a Professor of pharmacology and fellow of the Nigerian Academy of Science with a specialty in cancer research, to oversee the affairs of the ministry pending the appointment of a substantive commissioner.

    “Zulum expresses gratitude to Kwayabura for his immense contributions to the development of Borno public health sector in nearly two years of the current administration and the years he had served under the previous administration,” Gusau said.

    2023: Negotiate for power if you want it, Zulum tells South-South, South-East politicians

    The Governor of Borno State, Prof Babagana Zulum on Friday advised politicians across the South South and South East region of the country to negotiate for power if they so desire as no other region will willingly hand it to them.

    The governor also said for the sake of fairness, power should return to the south in 2023. He faulted the suspicion that any part of the country could not be trusted with power, perhaps for the fear of secession.

    He stressed that there was a need for fairness in the country, adding that marginalisation had become the loudest concern from the citizenry.

    He spoke in Lagos on Friday at the 17th Chief Gani Fawehinmi annual lecture, themed ‘The constitutional history of Nigeria’s dysfunction: Any pathway to indivisibility and common progress?’ which was an event organised by the Nigerian Bar Association, Ikeja Branch, to celebrate the life and times of the late Fawehinmi. The governor stated that one of the pathways to common progress was for fairness to reign in the country.

    Zulum, who was accompanied by some commissioners and special advisers, explained that power should shift to other sections of the country. The incumbent President, Muhammadu Buhari is from the North-Western state of Katsina and is serving his second and final term in office.

    The governor said, “I’m persuaded that other sections of the country should be given the opportunity to lead in 2023, why not? It is constitutional.”

    Zulum, who reeled out the criteria set by the constitution for anyone to contest the Presidency, as contained in Section 131 of the 1999 Constitution (as amended), asked all the persons from the South-East and South-South at the event to rise. He then told them that once they met the four conditions stated in the Section, they were also qualified to contest the presidency.

    The section reads, “A person shall be qualified for election to the office of the President if (a) he is a citizen of Nigeria by birth; (b) he has attained the age of forty years; (c) he is a member of a political party and is sponsored by that political party; and (d) he has been educated up to at least School Certificate level or its equivalent.”

    Speaking further on the issue of fairness as regard 2023, he stated, “Consequently, my response to the question posed by the theme of this programme is that yes, there are pathways to indivisibility and common progress; we must collectively agree that we need to do more to demonstrate fairness to every constituent part that made up this country. That is the constitution.

    “We need to understand that pedestrian suspicion is not an empirical or legal reason to deny any section of the country from participation in the leadership of this country. We are fast moving towards a point of inevitable tension.

    “One of the loudest concerns from the public is marginalisation. Therefore, we must as a matter of necessity create an environment that is conducive for everyone. People must feel the impact of the government and that government is responding.”

    The governor also said south-easterners should negotiate for power rather than expect others to leave it for them.

    He said, “To our friends and brothers in the South-South and South-East particularly, only God gives power but you have to negotiate for power. Negotiation becomes easier when you make friends across the divide. If we negotiate for power, we don’t always get everything we want, but we will normally mention every clause that covers everything we need.

    “I said this because I have heard many people say ‘they don’t want to give us power’ but assumptions and projections will never actualise your aspirations. We must all remember that God gives power but human beings negotiate for it. Every interested party must be prepared to negotiate for it.”

    The governor also expressed reservation over the age limit of 40 as the minimum to contest the presidency, noting that in many countries around the world, people below 40 had become world leaders.

    He said, “Let me state here that I have a problem with the age limit set at 40, because whatever is the logic behind it, it is difficult to consider it valid in contemporary times.”

    He cited several examples of presidents or prime ministers who got to power under the age of 40, including President Emmanuel Macron, who became the President of France at the age of 39; Sanna Marin, who became the Prime Minister of Finland at 34; and Joseph Muscat who became the Prime Minister of Malta at the age of 39, among many others.

    “We must review our constitution to reflect this current reality in our country and provide greater access to the greatest number of our citizens,” he added.

    He admonished Nigerians to familiarise themselves with the 1999 Constitution, saying even though there are issues with the document, he believed strongly that it could still produce good results when faithfully discharged.

    He added, “If governance were to be a religion, the constitution would be its holy book. You know your Bible, you know your Quran, know your constitution. Gani Fawehinmi fought for a people’s constitution. We cannot let him down. Let us work to build bridges and drive a people-oriented constitution that would make Nigeria better for everyone.

    “We must make the constitution of Nigeria work for all Nigerians and not just some Nigerians. Our system of government must give people a voice while delivering services to them, including security of lives and property.”

    Boko Haram: West gave us more supports than Arab nations – Borno Gov, Zulum

    Governor Babagana Zulum says countries in the west have shown more concern for Borno people amid the Boko Haram insurgency than rich Arab nations.

    Zulum spoke on Tuesday in Maiduguri when he received the Palestinian Ambassador to Nigeria, Saleh Fheied Saleh.

    He said over the years, Borno received humanitarian support from Europe, Canada, the United Kingdom, the United States, Japan and other countries.

    “They have demonstrated concern and have made efforts to support our traumatized citizens in many ways especially on food, medicals and livelihoods.

    “However, that level of concern never came from Arab countries with whom millions of Borno people share similarity in religion and culture. We have indigenous Shuwa Arabs in Borno, this shows how our histories are tied.

    “We have made severe efforts, written and visited embassies of Arab countries, especially those that are rich and not dealing with crises, but the majority do not care about our situation, neither do they support us,” he said.

    The Governor thanked Palestine for its solidarity with the State.

    The envoy told Zulum that his country had concluded plans to support the Borno government in some areas.

    “There are a lot of Palestinian companies in Nigeria, they are willing to work with the Borno State Government. We are ready to cooperate with you, we are ready to help in anything you want us to do”, Saleh said.

    He added that many Nigerians currently reside in Palestine, particularly Borno indigenes.

    Saleh disclosed that some have served the government, including Fatima Barnawi, a former minister and police chief.

    Two university professors and a PhD holder were among the 27 newly elected council chairmen sworn-in Wednesday by Borno Governor, Professor Babagana Umara Zulum.

    One of the two professors was Adamu Alooma, a Professor of banking and finance, also former Dean, at the Faculty of Management Sciences in University of Maiduguri.

    He took oath to become chairman of Damboa local government area.

    The second professor was Ibrahim Bukar a Professor of education, also from UNIMAID.

    He was sworn-in as chairman of Gwoza LGA.

    Also sworn in was a PhD holder, Dr Ali Lawan Yaumi, for Magumeri alongside.

    There were other holders of post graduate and first degrees, as well as experienced grassroots politicians with capacity for public service delivery.

    During the swearing in ceremony, which took place at the multipurpose hall of the government house in Maiduguri, Governor Zulum recalled that election was not conducted in the state for over 10 years, due to lingering security situation in Borno.

    The ceremony was well attended by party leaders led by former governor Kashim Shettima, state caretaker chairman of the APC Ali Bukar Dalori, other national and state assembly members led by the speaker, members of the state executive council, party elders, royal fathers and other notable persons numerous to list.

    The Governor congratulated all the elected chairmen with a reminder of the major task ahead of them which they could only do with resources at their disposal.

    He also directed the ministry for local government and emirate affairs to immediately release to elected chairmen, all funds allocated to the 27 local government councils from the federation account so they could begin to impact lives at the grassroots.

    He called on the elected officials to discharge their duties with the fear of God, but without fear or favour.

    He also urged the council chairmen to operate in their LGAs.

    He said, governance will not make sense if chairmen choose to operate from Maiduguri whereas those who cast votes from them live in local government areas outside Maiduguri.

    Zulum noted that the chairmen need to live and operate from the midst of their people in order to know problems of the moments and address them.

    Zulum condemns military over fresh abduction of travelers

    Borno Governor, Professor Babagana Zulum, expressed displeasure over what he described as the routine attacks of travellers and villagers by Boko Haram along Maiduguri-Damaturu highway.

    The governor, who visited Jakana, one of the major towns along Maiduguri-Damaturu highway, on Monday, criticized the army for Friday’s abduction of over 30 travellers.

    Zulum said it was unacceptable that the majority of the attacks within the last two years, took place between Auno and Jakana, a distance of about 20 kilometers.

    He said this in a statement on Monday titled, ‘Friday abductions: Zulum visits Jakana, furious over routine attacks on Maiduguri-Damaturu highway …Baffled with army’s failure to secure 20 kilometers’.

    The statement quoted the governor as saying, “I have had occasions to defend the Nigerian military in order to boost the morale of commanders and their troops at the front lines because I know the true picture of things, however, I am really disappointed that despite all support from both the federal government and from us in Borno state, our military is failing to secure an area of 20 kilometers, which is the distance between Auno and Jakana.

    “And incidentally, the majority of Boko Haram’s attacks along this Maiduguri-Damaturu-Kano road, keeps happening between Auno and Jakana. So, if the military cannot secure 20 kilometers, how can they keep us with the hope they will defeat the Boko Haram?”

    The governor also criticized the army and his own state government established rapid response squad which combines well-equipped policemen, vigilantes, and local hunters, for lack of visibility along the Maiduguri-Damaturu road.

    “With all you (journalists) we drove from Maiduguri to here, Jakana. We did not see soldiers on the road, we did not see even our own rapid response squad on this road and they were trained, employed, kitted, and paid to protect all Nigerians within their areas of operation and these Nigerians include travelers plying this busy and important road,” the governor stated.

    Borno State Governor, Prof. Babagana Zulum has revealed that the Boko Haram terrorist group murdered dozens of Zabarmari farmers and residents for giving out intelligence to the military.

    Contrary to claims that the people of the state were not cooperating or giving intelligence to the military, the governor said many residents have been killed by terrorists for exposing them to the military.

    Zulum, stated this through his spokesman, Isa Gusau, in a tweet, adding that Boko Haram confirmed that its fighters killed Zabarmari farmers for giving out information about their movement to the military.

    He wrote: “This is one of many consequences of Borno peoples’ cooperation in years now. Many have died for giving intelligence to soldiers, yet the communities won’t stop. Many have followed soldiers to the battles and died, yet they won’t stop. Let us hear one idiot accuse the Borno people again.

    “They said Borno people do not cooperate but here is the latest example; the Boko Haram just announced that they beheaded dozens of Zabarmari farmers for informing soldiers about their movement and for capturing one of their men and handing over to soldiers recently.”

    Boko Haram had killed several rice farmers in Zabarmari, Jere Local Government Area of the state.

    The commander of the terrorist group, Shekau in a video, on Tuesday, while claiming responsibility for the attack said the farmers were killed because they apprehended their member and handed him over to the military.

    According to Shekau, the insurgents killed at least 78 during last Saturday’s raid on rice farmers and not 43 as claimed by the government.

    Boko Haram: Zulum tells Buhari to hire mercenaries

    Governor of Borno state, Babagana Zulum has urged President Buhari to emulate predecessor Goodluck Jonathan by hiring mercenaries to fight the Boko Haram terrorists.

    Jonathan had cleared many parts of the state of the terrorists for the 2015 election, using mercenaries from South Africa.

    But the Buhari administration sent them away, reposing confidence in the Nigerian military.

    More than five years after, in a seeming lack of confidence in the military, Borno governor has asked the government to bring in the hired guns, once again.

    Zulum’s recommendation also reinforced the belief among Nigerians that claims by the Buhari administration about Boko Haram being technically defeated were lies.

    And the lies are collapsing daily, the latest being the daring killing by terrorists of between 43 and 110 villagers of Zabarmari in Jere LGA of Borno at the weekend.

    Governor Zulum demanded that the mercenaries be brought back to clear the entire Sambisa forest, where the terrorists are hiding.

    Zulum made the suggestion when he met a delegation of the Federal Government, led by Senate President Ahmad Lawan.

    The delegation came to pay a sympathy visit, on behalf of President Buhari, following the Zabarmari massacre.

    Zulum gave five other key recommendations on how to win the war against Boko Haram and Islamic State’s West Africa Province (ISWAP), terrorising the state.

    Among the suggestions is the immediate recruitment of youths into the military to boost its strength.

    Second, he asked the Buhari government to enlist the help of neighbouring Niger Republic, Chad, and Cameroon to clear the remnants of the insurgents in the Lake Chad region and the Mandara mountains.

    Third, Zulum asked for the provision of mine resistance armoured personnel carriers and other equipment for the military, police, and other security agencies involved in the insurgency fight.

    Fourth, he asked the government to support the repatriation of internally displaced people in Cameroon and Niger Republic, as well as increase the livelihood support for the people of Borno State.

    Fifth, he called on President Buhari to increase federal support for residents of Borno State.

    The governor said though the insurgency had dragged on for 11 years, it was persistent because efforts have not been well coordinated.

    He described Saturday’s killings and many others as avoidable occurrences if adequate support and infrastructure had been provided for the Northeast and military.

    Senate President, Ahmed Lawan, who led the delegation, condoled with the government and people of the state over the ugly incident.

    He informed the governor that President Muhammadu Buhari has asked him to assure the people of Borno of his commitment to fighting insurgency.

    The Senate President added that the armed forces have been given marching orders to go and fight the insurgents wherever they are hiding.

    Members of the delegation include the Chief of Staff to the President, Professor Ibrahim Gambari, Ministers of Federal Capital Territory, Mohammed Bello, Communications and Digital Economy, Ali Pantami and the Minister of State for Agriculture, Mustapha Baba Shehuri.

    Other members are the National Security Adviser, Major General Babagana Monguno (rtd) and Senior Special Assistant(Media and Publicity) to the President, Mallam Garba Shehu.

    The delegation was received on arrival at the Airport by the Borno State Deputy Governor, Usman Umar Gadafu.

    He suggested the setting up of a multi-stakeholder team to work with the UAE authorities in unmasking more sponsors of the group, which has in the past 11 years killed thousands of Nigerians, displaced millions and destroyed properties in the Northeast, especially in Borno State.

    Zulum’s call and advice are contained in a statement on Tuesday by his spokesman Isa Gusau.

    The governor expressed happiness with the UAE, saying it was a major headway in the fight against terrorism in the state and the entire Northeast.

    There had been reports on Monday of how the six convicted Nigerians wired almost $782,000 in 17 tranches to Boko Haram, using Bureau de change outlets in Nigeria between 2015 and 2016.

    The governor said: “I urge the Federal Government to consider setting up a multi-stakeholder team with trusted representatives from the Federal Ministries of Justice and Foreign Affairs; the Nigerian Intelligence Agency (NIA), the Defence Intelligence Agency, the Multinational Joint Task Force in the Lake Chad, and the ECOWAS Intergovernmental Action Group on Terrorism Financing in West Africa to assiduously work with the UAE government to look into the issues raised by families crying foul play, and more importantly, to follow-up on the findings by the UAE with the hope of using the intelligence, if authenticated, to expand search on other Boko Haram sponsors that may be helping in similar ways.”

    Zulum also called on Borno people not to relent in their prayers for the wrath of God against the sponsors of terror groups.

    He had in February and October this year declared two days of fasting and prayers against Boko Haram and their sponsors.

    #EndSARS: Destruction in Lagos likens to Boko Haram style of attacks – Zulum

    Political leaders from the North East led by Borno State Governor, Prof. Babagana Umara Zulum, on Saturday paid a solidarity visit to the Lagos State Governor, Babajide Sanwo-Olu to commiserate with him and Lagosians over the massive destruction in the state by hoodlums during the #EndSARS protest.

    In Zulum’s team was his predecessor in office and currently Senator representing Borno Central, Senator Kashim Shettima, was received by Sanwo-Olu at the State House in Marina.

    Zulum described the attack as “mind-boggling”, noting that the violence was deliberately contrived to hurt Lagosians.

    He said the proportion of the destruction was too much for Lagos to bear, stressing that the cost of rebuilding the State would bring about discomfort to residents and citizens whose businesses are tied to the peace in Lagos.

    “We are here on behalf of Governors from the entire Northeast region and its people to commiserate with the people of Lagos and their Governor, over the recent unfortunate incident of violence that happened in Lagos, which left wanton destruction of both the public and private properties.

    “While we strongly condemn any form of brutality by the police in any part of the country, we also condemn what has happened in Lagos. The destruction was engineered to hurt this booming State and its economy.

    “We condemn the excesses of the youths who took to violence to express their grievances. There was no need for the violence when the authorities had already conceded to their demands.”

    Zulum likened the style of the destruction of key Lagos Government assets to the manner with which Boko Haram carried out attacks on public utilities, noting that it could take years for Lagos to fully recover from the wreckage.

    The Governor urged young people across the country and in Lagos to always use non-violent means to express their grievances, pointing out that destroying infrastructure meant to serve the public shouldn’t be an option in public protest.

    He also advised those bent on staging another round of protest to allow the wound left by the destruction and looting of properties to heal. He said Governors had been working with the Federal Government to ensure victims of police brutality get justice and compensation.

    Sanwo-Olu said the attacks had not weaned away Lagos’ ability to turn around its misfortune to opportunities, hinting that the State would come out stronger and better.

    Sanwo-Olu particularly expressed appreciation to his Borno counterpart for identifying with Lagos, despite being faced by security challenges. The gesture, he said, stands Zulum out as a fearless leader.

    Others in Zulum’s entourage include the Senator representing Borno North, Abubakar Kyari, Borno Commissioner for Finance, Alhaji Adamu Lawan, Special Adviser on Intern-Governmental Affairs, Hon. Tukur Mohammed, Mr. Ahmed Ali Ahmed, and Mai Kanini of Lagos.

    It will be recalled that Lagos State has continued to receive solidarity and support from well-meaning leaders across the country in the aftermath of the last month’s coordinated destruction of public assets and private properties instigated by the hijack of youth protest, Zulum and the North East political leader’s visit on Saturday being the latest.
